Ex-Lahad Datu OCPD: If only KL had listened
KOTA KINABALU - A former Lahad Datu police chief blamed what happened last month that cost nine servicemen their lives on the Federal Government for continuous ignorance on the security aspect in Sabah especially at the affected district.
Kamis Daming said Kuala Lumpur never entertained any suggestions and requests for upgrading security in the district.
"When I was in Lahad Datu five years ago, I had often expressed concerns to our superiors about the possibility of intrusion by foreign elements, but our proposals and requests for security beef-up were looked at very lightly," he told reporters, Thursday.
Kamis said Lahad Datu district police have never had sufficient equipment and their four-wheel drive vehicles always broke down and the patrol boats would be in dire condition.
He said the district also had insufficient personnel and always faced fuel supply shortage because the supplier refused to supply due to the great amount of debt that had yet to be settled.
"Another sad thing is that some of the police officers and personnel have to rent a house outside the police compound because there are not enough quarters," he said.
Low-rank personnel are forced to stay in dilapidated police barracks which have holes on the ceiling and floors because there were no houses outside available for them to rent.
"And when we filed an application for funds to repair the barracks, headquarters would reply that no allocations were available yet," said Kamis.
"Living under such an environment is so demoralising for the low-rank personnel...what can be expected from them?" he asked.
Kamis supported Sabah Progressive Party (SAPP) President Datuk Yong Teck Lee's statement that Sabahans have sounded the alarm bells for decades about the threat posed by illegal immigrants in Sabah but that it was Kuala Lumpur that was nonchalant about it.
According to Yong, the statement by Prime Minister Datuk Seri Najib Tun Razak describing the Sulu intrusion into Sabah as a wake-up call is already too late because serious damage had already been inflicted on Sabah.
"Many alarm bells were sounded by Sabahans over the decades but Kuala Lumpur never woke up until it is too late," Yong had said.

this is highly regretable but as what our pm said, this incursion has open their eyes...this will made them realize that safety in sabah cannot be taken for granted...
ReplyDeletei just hope that the same situation will not going to happen in the future. with the setting up security area, plus large number of security force, will going to make sabah more peace than before..
ReplyDeleteThe establishment of a Royal Commission of Inquiry and a White Paper to investigate allegations of third party involvement in the terrorist intrusion into Lahad Datu, Sabah will also ensure such incidents do not recur.
ReplyDeleteUmno vice-president Datuk Seri Mohd Shafie Apdal said, an indepth investigation should be carried out to identify those involved.
ReplyDelete“This is a crucial matter. We cannot take lightly matters on national security. If we do not nip the (activities of the) mastermind in the bud, it would cause more trouble for the people in future,” he said.
Mohd Shafie, who is also rural and regional development minister, was speaking to reporters after opening a RM1.5 million jetty for fishermen in Sungai Udang, and presentation of living allowance to 748 fishermen here yesterday.
ReplyDeleteHe said an independent comprehensive investigation should be carried out as the repercussions of the intrusion were felt, not only by residents in villages but also traders who suffered from poor business.
He said he was sure the Lahad Datu incident would be resolved soon by the combined efforts of the police and armed forces.
ReplyDelete“Leave it to the police and armed forces. I am quite sure it (Lahad Datu incident) will be settled anytime now.”
Meanwhile, Mohd Shafie said the federal government would consider giving aid to fishermen and traders who were affected by the Lahad Datu incident.
ReplyDeleteHe said the matter was discussed with Home Minister Datuk Seri Hishammuddin Tun Hussein to assist the community facing difficulties in Lahad Datu, Semporna and Kunak areas.
Apparently, the legislative power lies with the Yang Di Pertuan Agong and Parliament...
ReplyDeleteUnder Article 150, “if the Yang Di Pertuan Agong is satisfied that a grave emergency exists whereby the security, or the economic life, or public order in the Federation or any part thereof is threatened, he may issue a Proclamation of Emergency making therein a declaration to that effect.”
ReplyDeleteUnder Article 149, it is for Parliament to pass the necessary laws if there is any “action has been taken or threatened by any substantial body of persons, whether inside or outside the Federation -…(f) which is prejudicial to public order in, or the security of, the Federation or any part thereof,”
