EC admits double registration of voter

Teoh El Sen

An official says an “unusual error” caused a voter to be registered under two different ICs

PETALING JAYA: The Election Commission (EC) admitted today that it registered a voter in the Serdang parliamentary and Bangi state assembly constituencies under two different IC numbers.

EC’s public relation officer Sabri Said said there was an “unusual error” in the case of Anis Binti Abdul Malek.
Anis’s two IC numbers are similar except for the last three digits. For IC number 870418055068, the EC website stated that Anis’ address was Seksyen 7 BBB Jln 7/1-7/6F and her voting district was Taman Kajang Mewah. For IC number 870418055180, the EC website gave the address as Jln 2/3-2/4H and her voting district as Seksyen 2 BBB.

The anomaly was first brought to light by a FMT reader.

When contacted about the matter, Serdang MP Teo Nie Ching said the information looked suspicious and could indicate that there were two phantom voters involved.

Sabri said EC had followed normal procedures, but admitted that in Anis’ case there had been an unusual error.

“When this case was referred to EC by a FMT reporter, EC undertook an investigation and we personally met with both the father and mother of the voter in question,” he said.

“EC was informed that one of the IC numbers of Anis was no longer used as it was handed back to the National Registration Department [NRD] and she was given a different 12-numbered IC number.”

Sabri said EC was satisfied with the information it had gathered and would “remove one of the records that was registered under the name Anis”.

‘Clerical error’

NRD public relations officer Jainisah Mohd Noor said Anis was given a different IC number because of a “clerical error” during the processing of her MyKad.

“In 2000, after processing her IC, the department later realised that there was a mistakenly keyed-in data,” she said.

“The individual was called back to the department within a few months and a new number and IC was issued then.”

Jainisah said this was the first case of its kind and was an “isolated incident”.

However, it remains unclear why Anis would be registered as a voter as she was 12 when the IC was switched.

Commenting on the matter again, Teo said that she was glad that EC had put in effort to check on the complaint.

However, she added: “This could only be one of many. While we are happy that this mistake has been rectified by EC, how sure are we that there are no more double registration like what happened here?”

  1. As usual, EC always gave a lame excuse an "Isolated Incident".

The rakyat has bored and enough of this rubbish!

In programming, you could easily blocked any same ID number and also easily detect any false ID Number.

Without all these hanky panky by EC, UMNO could dream on to win the election.

    UMNO suck!

  2. Hopefully this unusual error which cause a voter to be registered under two different IC can be clarified before the next general election was held.

  11. The Election Commission (EC) is considering setting up its own database system to enable automatic change of voting constituencies, which can curb the problem of overlapping or double voter registration.

  12. Berita Harian quoted EC chairperson Abdul Aziz Mohd Yusof as saying the new system would link the EC database with several agencies, including the Inland Revenue Board and utility providers such as Tenaga Nasional Bhd (TNB) to ensure the electors’ voting addresses are the same as their residence addresses.

  13. If the voters change their residence addresses, the software would automatically update their voting addresses to the new residence addresses, Aziz said.

  14. He said the number of voters who do not reside at their voting address was very high and it created the controversy of overlapping or double registration.

  15. Currently the management of voter registration and verification is wholly based on the database of the National Registration Department.

  16. “If they change their residential addresses in their identity cards but do not inform the EC, we can’t do anything because according to the laws, the voters have to apply to us to change their voting addresses,” he is quoted as saying.

  17. The setting-up of a new database could also help to resolve the issue of phantom voters alleged by certain quarters.

  18. Aziz further explained that the EC would also look at Singapore’s voter database system as reference.

  19. “In Sinagapore, when any database detects a change in a voter’s residence address, it will immediately inform the nation’s election agency, and the voting address of that voter will be changed automatically,” he added.
