The Sabah Progressive Party (SAPP) has questioned BN's Kota Belud MP Abdul Rahman Dahlan's reasoning that Petronas will go bankrupt should the government heed its demand for 15 percent in oil royalties.
SAPP's supreme council member, Peter Marajin, said that if Petronas cannot manage its operations, after this increase in oil royalty to Sabah, then Abdul Rahman should advise the national oil company to possibly close shop.
"It would be prudent for Petronas to give back its operation to the Sabah state government. The state government would then decide either to manage its oil industry by itself or award it to competent oil companies like Shell or others.
"After all, after 36 years, Sabahans have not benefited much from their very own oil and gas resources. In fact, Sabah has turned into the poorest state in the country," he said in a statement.
Marajin, who is also a lawyer, said it was absurd for Petronas to only complain now about its operating costs and non-profitability after 36 years in operation.
It is akin to like a father having dinner with his children, saying: "This fish taste awful, discouraging them from even touching it, yet eating it all by himself".
He emphasised that oil is a state owned natural resource and if it was not profitable, why then did the federal government saw it fit "to snatch" this important source of revenue from Sabah in the first place.

Abdul Rahman, said that based on the current formula, for every RM100 in revenue derived from Sabah's oil, five percent goes to the state's coffers and five percent to the federal government.
"Approximately 45 percent goes into recovery cost, and the remaining 45 percent goes to the joint venture's gross profit. In the end, it is as clear as the dawn that Petronas' profit, after splitting revenue with others and after paying taxes, is only around 16.74 per cent."
"If Petronas is asked to pay up the 15 per cent from its profit margin, this would effectively render them unable to pay their overheads, financial commitments and re-investment for future income. The end result would be a financial blow which may lead to bankruptcy," the BN MP said.
Petronas not transparent
However Marajin claimed that Petronas has never been transparent in its operations and financial accounts from 1976 till today.
"Why is Petronas so secretive? Since this natural resource belongs to the rakyat of Sabah, the people have every right to know its operations and financial position. Petronas' money is the Sabahans' money.
"Hence, the Petronas' account must be subject to public scrutiny."
He said the only small piece of information that the public has about Petronas' operation is that Sabah produces about one million barrels of crude oil per day, out of which five percent goes to Sabah and another five per cent goes to the federal government.
"After deducting operating costs, the net profit of the remaining 90 percent of the barrels goes to the federal government being the sole shareholder and beneficiary of Petronas.
Marajin said a rough calculation based on the above information showed that Sabah gets 50,000 barrels a day, being the five percent which equals roughly to RM13.7 million a day.
"A year is RM4.97 billion. Now, how much net profit does the federal government get out of the remaining 90 percent or 900,000 barrels a day is anyone's guess.
"Hence, if the federal government cannot manage Petronas, give back the operations to the Sabah state government," he reiterated.
Sabahans should view Petronas’ contribution to the development of the state’s oil and gas sector positively. There was no doubt that Petronas was already contributing to the state’s economy especially in terms of creating employment and business opportunities.

ReplyDeleteAnggap sahaja harga minyak mentah dunia pada kadar RM100 setong. Petronas telah mengeluarkan kos RM80 untuk mendapatkan setong minyak dan hanya berbakinya RM20. RM5 telah diserahkan kepada Kerajaan Negeri Sabah sebagai royalti dan RM10 lagi diserahkan kepada Kerajaan Persekutuan untuk menanggung kos subsidi minyak sejumlah RM90 billion setahun; manakala RM5 lagi adalah untung kasar Petronas untuk biasiswa dan sebagainya.

ReplyDeleteAnyone curious as to whether Tun Dr Mahathir Mohamad and Datuk Seri Anwar Ibrahim have recently reconciled may rest assured that there is no danger of such an event. In a recent post on his blog, Tun Mahathir compares the Opposition – and both explicitly and implicitly, Anwar – to US President Barack Obama, whom he accuses of making empty promises in order to be elected only to cast them aside once in office.
DeleteDr M's critique begins with Pakatan Rakyat's extravagant and unfunded promises: "Everything will be free. No fees for education. No tolls. Large subsidy for petrol. 20% royalty to oil producing states etc.(, )etc." Observant readers might note that these are not so much Pakatan promises as Anwar promises.
DeleteAs one reads farther, one discerns that aside from a backhanded aside on his old nemesis PAS, Tun Mahathir is concerned first and foremost with Anwar. "Malaysians must not allow themselves to be hoodwinked as I was hoodwinked by the appearance of religious piety in the past," he says, in a clear allusion to the manner in which he embraced the former street protester and brought him into Government.
DeleteDr M's critique is hardly a new one, and it appears that he is taunting his old deputy. "Already we see this person who claims to fight for free speech suing and resorting to the courts to shut the mouths of his critics. Other powers of the Government will be similarly abused. Nepotism and cronyism will be employed as indeed they are in the party he now heads." One vaguely senses that Tun Mahathir, who has been the target of – and survivor of – Anwar's proclivity to use the courts to win the battles he cannot through argument, is rather hoping that the Opposition leader tries again.
DeleteThe enmity between the two men is not a new story, but it appears that Tun Mahathir is determined to bury his old ally once and for all. He has ample reason to do so. Anwar makes a great deal out of the way his conviction in Sodomy I was eliminated on appeal, but says very little of how his corruption conviction was repeatedly confirmed. Anwar's attempt to implement the International Monetary Fund's solution to the Asian Financial Crisis – without, as Dr M notes, IMF loans – and in direct contradiction to his Prime Minister's solution, very nearly destroyed Malaysia's economy.
DeleteAnwar's efforts to bring down Mahathir at the Umno General Assembly in 1998 – chronicled most recently, but hardly exclusively, in the I-Files by 'Jonathan Smith' – despite Anwar's later protestations of innocence as the summer of 1998 dragged on, effectively destroyed the two men's relationship forever. An effort to bring down the democratically-elected Prime Minister is a great thing for novels, but hardly good governance, especially during a massive financial crisis.
DeleteTun Mahathir's critique is not however a mere fit of pique. By any reasonable measure, Anwar and his Opposition pact have provided more than enough for any rational observer to believe that they cannot possibly be serious in the scope of their election promises. As reported by The Choice and others, Pakatan are vague about how they will be able to afford all of the programmes they have promised, usually making unspecific promises to eliminate corruption and waste, a promise made the world over by those who know they cannot keep it and cannot identify other revenue.

Amongst Anwar's many headaches these days, a return of Dr M is not one he likely wishes. As much as his most ardent supporters might spoil for a fight with the longest-serving Prime Minister in the nation's history, the old warrior maintains one of the highest approval ratings in the country. Anwar does not.

ReplyDeleteBayangkan usaha yang dilakukan untuk menurunkan paip penggerudian, 4.5 kilometer dari paras laut, dalam persekitaran yang sangat tertekan untuk mencari emas hitam.
"Ia memerlukan peralatan khas yang amat mahal dan kepakaran yang hanya dimiliki peserta utama minyak dunia. Kos penggerudian penerokaan boleh sampai sehingga beratus-ratus juta ringgit yang akan rugi sekiranya tiada minyak ditemui di kawasan pilihan," katanya.
