Musa involved in IC scam?
The disclosures in the current RCI hearing in Sabah may lead to more damaging testimonies implicating the state's top leadership.
KOTA KINABALU: Sabah Chief Minister Musa Aman, who is also the state’s Umno chief, could be in for some uncomfortable moments soon as those involved in handing out Malaysian documents to illegal immigrants in Sabah continue to expose the high and mighty.
So far, one ex-chief minister, Osu Sukam has been implicated by the testimony of a former director of Sabah’s National Registration Department (NRD) at the ongoing investigation by Royal Commission of Inquiry (RCI) on illegal immigrants problems in Sabah here.
Ramli Kamaruddin, in his testimony said Osu was present with then federal deputy home minister Megat Junid Megat Ayob at a hotel here in 1994 when he was given instruction “to issue NRD receipts using the name and identity card numbers of voters already in the electoral roll, with the sole purpose of allowing them to vote to help ensure that a state government endorsed by the federal government would win” in Sabah.
A former right-hand man of ex-premier Dr Mahathir Mohamad, Abdul Aziz Shamsudin, was also mentioned at the RCI hearing which, going on current disclosures, promises to expose one of the biggest scandals in Malaysia’s history involving members of the ruling Umno-led Barisan Nasional (BN) coalition government.
Another former chief minister, Harris Salleh, who testified before the five-member RCI, tried to shield himself from the scandal by saying that it was the federal authorities that gave immigrants Malaysian documents like IC, and not him or even the state government he led.
He also denied any knowledge of a project to parcel out ICs in exchange for votes.
Musa was dragged into the scandal after his name was mentioned many times in books by blogger Mutalib M.D.
The blogger had implied Musa’s involvement in recruiting illegal immigrants in Sabah to become Umno operatives and also voters to defeat Parti Bersatu Sabah (PBS) state government in the 1994 election.
Mutalib, who did his own research and interviews with people directly involved in or in the know of the security scandal, has written prolifically on the hiring of Muslim illegal immigrants from the Philippines and Indonesia by Umno.
Musa’s involvement is based on his being the chairman of an alleged special task force set up by Sabah Umno to recruit immigrants. A former Umno member, Jabar Khan Napi, has also repeatedly named Musa in the scam.
Jabar Khan, known for his outspokenness, is to give his own testimony to the RCI soon and his could be explosive and could severely damage Musa’s standing among Sabahans especially his Kadazandusun allies within the state BN.
However, Jabar Khan’s name in the RCI witness investigation list is stated as “reserve witness”.
So far several former Sabah NRD officers, including one Yakup Damsah, have testified that he and other officers stayed at the residence of Abdul Aziz in Kg Pandan, Kuala Lumpur, where they ran an operation to issue blue identity cards to immigrants in Sabah.
Yakup, who was then Tamparuli NRD chief, told the RCI that he and the other NRD officers were flown from Sabah to Kuala Lumpur, and were tasked to sign the identity cards that were to be issued to the immigrants, which were then laminated at the NRD headquarters in Petaling Jaya and shipped to the Kota Kinabalu NRD for distribution.
He said prior to that they received instructions from then-Sabah NRD chief, Abdul Rauf Sani, about their special assignment to issue blue identity cards to immigrants.
Yakup, who was eventually detained under the Internal Security Act (ISA), said his group signed a total of 40,000 blue identity cards within a month, based on the filled up application forms provided to them.
The RCI is chaired by former judge Steve Shim and is convening daily inquiry for the next few weeks at the old wing of the Kota Kinabalu High Court Building.

Perhaps it is more prudent that we let the RCI takes it's course and not make any further speculations. Let the RCI get to the bottom of this matter.
ReplyDeleteindeed...no need to believe in such speculations...
DeleteBN can do anything to stay in power as well as bring in PATI for election.
DeleteKami menantikan perkembangan selanjutnya.

ReplyDeleteUsaha semua golongan menanggani isu PATI amat diperlukan.
DeleteDesperately want to knock him down.
ReplyDeleteDiorang ni kan tiada kerja lain ka?
ReplyDeleteHow could he be involved? He's not even the CM back then.
ReplyDeleteInvolve or not, let RCI to prove it.
DeleteMacam2 buat cerita saja kamurang ni oh kan.
ReplyDeletedalam politik, macam-macam cerita yang direka-reka.
DeleteThey want to topple the government.
ReplyDeleteI don't understand why Musa is convicted.

ReplyDeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
DeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
DeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
DeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
DeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
DeletePenubuhan RCI bukti komitmen kerajaan BN perjuang hak rakyat Sabah
ReplyDeleteCALON PRU BN DIJAMIN BEBAS RASUAH, JENAYAH
CALON PRU BN DIJAMIN BEBAS RASUAH, JENAYAH
CALON PRU BN DIJAMIN BEBAS RASUAH, JENAYAH
CALON PRU BN DIJAMIN BEBAS RASUAH, JENAYAH
MUSA GESA JENTERA UMNO DIPERKEMAS
MUSA GESA JENTERA UMNO DIPERKEMAS
MUSA GESA JENTERA UMNO DIPERKEMAS
should be given the chance to look at the problem of illegal immigrants in the state from various angles including the idea of forming a Royal Commission of Inquiry (RCI).
ReplyDeleteState BN commponent parties, particularly Parti Bersatu Sabah (PBS) and United Pasokmomogun Kadazan Dusun Murut Organisation (Upko) have been vocal in calling for the Federal government to set up the RCI as part of the efforts to address decades long issue of the illegal immigrants in Sabah
ReplyDeleteWe should depolitised the issue and focus on efforts in resolving it," said Salleh, adding that the government departments must give full cooperation, and there has to be legal obligation to do so.
ReplyDeleteThe much anticipated Royal Commission of Inquiry (RCI) on Sabah’s illegal immigrant issue has just been announced by Najib Tun Razak.
ReplyDeleteThis is good news for Sabah and certainly a historic moment. Finally this issue after so many years is being investigated and given utmost attention by the Federal Government who is actually responsible for the mess Sabah is in today.
ReplyDeleteWith this announcement it is confirmed that Dr Mahathir and Najib Tun Razak are at logger heads. Mahathir’s politically provocative statement on the eve of Najib’s announcement of the RCI was to create tension within BN Sabah and sabotage the RCI.
ReplyDeleteNow it is proven that Dr Mahathir was all along making systematic attempts to change the political demography of Sabah under his adminstration at the expense of the local indigenous population.
ReplyDeleteDr Mahathir’s use of history to justify free movement of foreigners into Sabah is seriously flawed, and by his own logic, he seemed to justify the Philippines’ claim on Sabah.
ReplyDeleteMust congratulate the chief minister for his foresight to set up the Sabah BN committee on citizenship under the chairmanship of Pairin Kitingan which actually served as a catalyst in the formation of the RCI.
ReplyDeleteIt was really difficult for Musa as there were UMNO warlords within UMNO Sabah like Shafie Apdal with vested interest refusing the RCI and manipulating Putrajaya on the process.
ReplyDeleteSome time back some people have claimed that Sabah is replete with complex socio-politico problems because of the presence of millions of illegals and if not controlled in time then this wonderful creative race called Kadazan Dusun Murut (KDM) will disappear from the surface of the earth forever.
ReplyDeleteI understand why some people could think to this extent.
ReplyDeleteA national population census in 2010 showed an exponential 390 per cent increase in Sabah’s population from 636,431 citizens in 1970 to 3,120,040 citizens in 2010 ?
ReplyDeletemore than double the national population growth of just 164 per cent. Of the 3.12 million Sabahans today, reports have estimated that 27 per cent are foreigners.
ReplyDeleteI guess in the absence of these problems Sabahans would have not become more intelligent and conscious about their rights. Thus, problems can not be looked at cynically all the time.
ReplyDeleteMoreover we can not even imagine a society without problems.
ReplyDeleteOnly when the problems are out of hand and when the State exhausts all its energy in overcoming the problems at hand one can argue that problems are impediments to the development/progress of Sabah.
ReplyDeleteI feel that so many activists, so many social organizations and intellectuals would have not appeared on the soils of Sabah had the illegals gaining Malaysian citizenship via backdoor not happened.
ReplyDeleteIt is also to be remembered that there will not be any society where every member fully conforms to the norms and established laws of the State.
ReplyDeleteHaving said so, it is also wrong on the part of the authorities if they shirk their responsibilities of solving problems that are being faced by the people.
ReplyDeleteWhatever be the context in which they situate their actions and justify their actions my strong contention is that no human actions should be at the expense of the ‘common good’ of Sabah.
ReplyDeleteFortunately, the Musa government has been really capitalizing on the opportunities thrown by the various problems that inflict Sabah and trying to improve its performances and serve the people better each day that passes by.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN..
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteIt knows well that there are in-built solutions in every problems and tries to ferret out the solutions tirelessly rather than wasting time and energy on playing blame or ‘passing the buck’ games.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteHumans are emotional so are the many participating members of Musa Aman’s government. But despite of many practical difficulties the leadership of this government, in many occasions, had tackled many sensitive socio-political issues and problems satisfactorily.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteWe have seen that the leadership of this government has never jumped into any hasty or irresponsible decisions. It never allows itself to be swept away or carried away by the quixotic emotional outbursts of other non-state stakeholders, including Dr Mahathir Mohamad or even 'Sultan Sulu' Akjan.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteInstead the government tries to find or has found out solutions which are based on legal-rational principles, and are acceptable to all the parties. It steadfastly sticks to the moral and legitimate principle of democratic governance believing that the government is not for gratifying particular groups at the cost of welfare of the indigenous people.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteSome may fret and fume about the existing State of affairs and fire barrage of diatribes inexorably against the handling of the illegals, against the handling of certain socio-political problems arising from the huge number of illegals and even the way the development programmes are being undertaken.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteBut my logical question is how many of them have seen any better government than the earlier three governments USNO, Berjaya and PBS, under the present leadership. I know that I may not be politically correct to say this but I am saying this without any political leanings to any parties.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteAt the development front I do not see any inadequacy in the policies and programmes being pursued by the government. So, let us learn to call a spade a spade and appreciate the hard work put in by this Musa government.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteI also do not find any inadequacy or serious shortcomings in the measures contemplated or taken up by the leadership to address many of the gnawing socio-political problems i.e. due to the presence of millions of illegals in the state.
Selagi kita beri IC mengikut undang-undang tiada masalah.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteIt is important for us to remember that many of the socio-political problems we witness today due to the illegals in Sabah do not come into existence in a day. This means that we can not afford to have quick fix solutions. Rather we need to find out the lasting solutions.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteThis fact, it seems, is very much known to the leadership of the Sabah government. Musa knows he is answerable to the people. And as we all know GE13 is just round the corner and in any democratic set up the people are sovereign and people can deny their elected leaders a chance to become their representatives again if they feel that he or she does not live up to their expectations.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteApparently Musa Aman know these democratic processes and values quite well and have outperformed his predecessors in duties of serving the people of Sabah and the Natives specifically.
Kerajaan menerima warga asing jadi warganegara jika memenuhi syarat tertentu, malahan mereka yang berada disana bukan satu dua hari tetapi sudah 20-30 tahun dan mereka bercakap bahasa Melayu berhak jadi rakyat Malaysia," kata bekas Perdana Menteri yang pernah berkhidmat selama 22 tahun itu.
ReplyDeleteDatuk Musa Aman memberitahu akhbar arus perdana berbahasa Inggeris Rabu lalu agar tidak memainkan isu Suruhanjaya Di Raja (RCI) berkenaan pendatang haram.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteHere, I can not help eulogizing Musa Aman for his political acumen and statesmanship. Under his leadership and guidance the present government has succeeded in getting the RCI on Illegals and has also succeeded attracting unprecedented developmental activities and is, relentlessly, endeavouring to lift the State to the status of one of the most developed States in the country.

Under his leadership and guidance the present government has succeeded in getting the RCI on Illegals and has also succeeded attracting unprecedented developmental activities and is, relentlessly, endeavouring to lift the State to the status of one of the most developed States in the country.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteLike any other leader Musa Aman may also be fallible. But one may not be doing any justice on one’s part if he or she is hell bent on critiquing his shortfalls unmindful of or forgetting about all the invaluable services that he has rendered so far in spite of the various constraints/limitations that he confronts with while governing this complex multi-ethnic society with their divergent vested interests.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteIt can also be sensed that Musa is very much familiar with the concept of ‘micro power politics’. As this element is present in all spheres of politics.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteAnd to my observation and belief Musa is well aware of the fact that until and unless the differences that arise out of the power politics at the micro level i.e. among his elected colleagues of his own party UMNO or otherwise, are resolved first, no solutions could be found out to the problems at the macro level.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteHe has dealt with most of the problems that exists at the governmental level successfully and is able to steer his last two coalition governments for two complete terms, 2004 and 2008.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDelete10 years as Chief Minister, being a seasoned statesman rising above the petty politics he shepherds the transition of Sabah towards the pinnacle of development. His mind boggling personal charisma and aura reach far beyond the boundaries of the State.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteMusa Aman is well aware of the fact that in democracy there is no place for those power elites i.e. Yang Berhormats who try to monopolize the power and the state machineries to their own personal aggrandizement.
ReplyDeleteSABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteHe makes his colleagues realize that in democracy none of them could remain in power if they do not go in tandem with aspirations of the people. That is the one obvious reason why Musa Aman could win a thumping majority in the last general election in 2008 where he won 59 out of the 60 state seats.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteProblems are bound to be there. Heroes are those extraordinary humans who fight not only the evils but also who always try to solve the problems or hardships that people face. And to me Chief Minister Musa Aman is a hero.

ReplyDeleteTherefore the leadership of the present government has, time and time again, shown the grit, sagacity, skills and other bold decisions as responses to deal with the situations or challenges which rear its ugly head just like phoenix rising from the ashes.

ReplyDeleteIn earlier occasions the government might have faced some difficulties as to how to deal with such situations. It must have really racked its head over the solutions. But as time passes by it is able to have explored really well thought out responsible responses to deal with all the challenges. I am citing the RCI as an example.

ReplyDeleteExtraordinary people are those who face the challenges and adversities with extraordinary ingenuity and with the only available resources boldly rather than meekly surrender. Sabah government under the able and extraordinary leadership of Musa Aman, have met with all the challenges all the turbulent phases daringly and fearlessly and on every occasion it came out victorious and triumphant. The main reason of the success of the leadership of this government, I believe, is that it has faith in the core values of democracy and always capitalizes on the ‘virtues of adversities’.
SABAH RCI, A VICTORY FOR MUSA AMAN
ReplyDeleteThe present Sabah government is an epitome of statesmanship and democratic values. At the end I have to confess that this small write-up is not an insider’s comment on the workings of the government. It is just a common man’s observation.
ReplyDeleteSabah Chief Minister Datuk Seri Musa Aman told English-language mainstream media on Wednesday not to play up the Royal Commission of Inquiry (RCI) on illegal immigrants.
ReplyDeleteThe RCI, which began on Monday, has seen former government officials revealing how predominantly Filipino and Indonesian immigrants were given blue identity cards or other documents enabling them to vote in the 1994 state election.
Delete“It was a request not to play up too much,” a source who did not want to be named for fear of losing his job told The Malaysian Insider today.
Delete“They’re worried of the backlash,” he added.
The source said that Musa had made the request at a meeting with state media comprising representatives from New Sabah Times, Daily Express, The Borneo Post.
DeleteFifty-eight out of the 785 government development projects implemented in Sabah last year faced problems meeting their set deadlines.
ReplyDeleteChief Minister Datuk Seri Musa Aman, who disclosed this, said the problems were mainly related to acquisition of land for the projects, problematic contractors and relocation of existing utility installations like electrical cables and so on.
DeleteHe said he has instructed the relevant authorities to resolve these problems soon as possible to prevent further delay.
DeleteAs for problematic contractors found to have acted irresponsibly and caused delays, they were given a warning with a possibility of being blacklisted if they continued to cause problems.
DeleteSpeaking to reporters after chairing the State Action Council's first meeting this year at Wisma Innoprise, Thursday, he said among the agenda was a briefing by the Sabah Development Office (SDO) on the performance of Federal-funded projects in the State last year.
DeleteSabah was allocated RM4.366billion (under the second rolling plan of the Tenth Malaysia Plan) for last year for the implementation of the 785 development projects.
DeleteHe said during the meeting, he had asked especially all the Federal and State officers present to work together to ensure whatever project being planned or implemented would be accomplished within the set time period.
DeleteApart from that, he said they must also know the outcome of the implemented projects under their respective purview, especially whether it reaches the set target and that the people are satisfied with it.
DeleteAny weakness detected in the project implementation also needs to be rectified and improved, he said.
DeleteMusa and his State Cabinet members were also briefed on the performance of school computer laboratories and cabin classes implemented under the Education Ministry in Sabah.
Delete"A total of 240 schools will also be having cabin classes.
DeleteThe number of cabin classes already completed so far is 424," he said, hoping these will bring much comfort to the teachers and students at the schools concerned which are mostly at remote areas.
A statement from the RCI media Unit has been circulated to the media stating that five witnesses who were called yesterday were among war refugees who came to Sabah in the 1970s.
ReplyDeleteAccording to the statement the UNHCR assisted them by way of logistics "and so on" and that as they had lived in Sabah for sometime, they were given Malaysian Identity cards.
DeleteThe government granted them humanitarian assistance, as acknowledged by international organisations, including the UNHCR.
DeleteWell Dr Mahathir always has the knack for speaking volumes in the least amount of words. In a conversation once with Dr Mahathir, we told him about the criticism - current at that time - that all his spending on the Penang Bridge, the N-S Highway, Putrajaya, the KLIA and other "mega" projects at that time had been a drain on the Malaysian economy. We were referring to a book written by an Indian guy with a PhD who was named after an African. It was a tiring and long winded argument.
ReplyDeleteDr Mahathir dismissed the entire argument by just saying, 'How can it be a drain on the economy when during that period we had strong economic growth?'
ReplyDeleteThe fact was in the 80s and 90s we had the best growth rates - exceeding seven percent each year. An economy that was 'drained' could not generate such growth.
ReplyDeleteDr Mahathir has spoken about the Sabah RCI issue. First of all he says that the Moro refugees in Sabah were there for 20 to 30 years (since the 1970s) before they were given citizenship.
ReplyDeleteThis is not unlike the 30,000 to 50,000 Indians who have been given citizenship on the Peninsula in recent years. Many of the Indians have had their citizenship applications approved. There are also many Indians who never applied for citizenship (due to factors like illiteracy and not being able to speak a word of Malay) and they have been assisted by some NGOs to get their citizenship applications processed. So even those who did not apply for citizenship on their own are being processed for citizenship.
ReplyDeleteThe second point made by Dr Mahathir is that despite granting the Filipino refugees citizenship, not all of them vote for Barisan Nasional anyway or that they even voted at all.
ReplyDeleteIn Yahoo Malaysia today an ex Filipino refugee Ismail Balaka claims he was granted citizenship circa 1975 (?) without going to the National Registration Department.
ReplyDeleteThen in the same breath Ismail Balaka says that he did go to the village hall where officers from the National Registration Department were present. He signed an application form, gave his fingerprints and had his photograph taken. This was surely part of the process for getting his citizenship. And he received his Malaysian IC five months later. (One would assume that if there was forgery going on, why not issue the Malaysian ICs on the spot !)
ReplyDeleteAnother ex-refugee Hatta Ghani said he applied for citizenship in 1988 but it was granted to him in 1990.
I find it very strange that the people who are complaining loudest about the refugees being given citizenship are immigrants themselves. This appears to be another red herring.
ReplyDeleteIf we wanted to create instant citizens there is a much easier solution - just give citizenships to the two million Indons that are floating around the country. The vast majority of Indons do not even have PR status here. Our construction foreman Adi who has been here for 16 years and has a regular job with a monthly salary of RM5000 only has a PR.
ReplyDeleteHere is a question folks : do you think Lim Kit Siang will take up Adi's case and help him apply for a citizenship? Pi dah mabuk. Chicken shit hypocrites.
