Pakatan should honour "Kuching Declaration"

Pakatan Rakyat's seat sharing formula: Pakatan 50-52 seats, local party SAPP 8-10 seats, Star to be excluded.

KOTA KINABALU, February 8, 2013: The Pakatan Rakyat leadership should not delay the announcement of its (PR) formula for seat sharing among opposition parties in Sabah for the upcoming 13th general elections.

SAPP Youth chairman Edward Dagul urges PKR vice chairman YB Tian Chua who is also the MP for Batu to confirm whether that the formula proposed by Pakatan Rakyat(PR) that the "60 State seats to be divided by 6 parties" is official and final.

Edward pointed out that YB Tian Chua met SAPP president and few other SAPP leaders to discuss sharing of Sabah state seats last month and proposed the "60 divided by 6" formula, since then SAPP has been waiting for Pakatan Rakyat to confirm if this is their official seat sharing formula and whether this formula is also used in Sarawak and Malaya.
Pakatan's PKR vice chairman YB Tian Chua had proposed that the 60 Sabah state seats to be shared among Pakatan's 3 parties, and the 2 NGOs (Datuk Lajim Ukin's PPPS , Datuk Wilfred Bumburing's APS) and SAPP meaning each entity get to contest at the average of 10 seats. PR's proposal does not include STAR.

Being NGOs, PPPS and APS are supposed to use PKR's symbol therefore, it means that Pakatan overall would get to contest 50 seats with PKR contesting 30 seats, SAPP ended up contesting only 8 to 10 seats.

The three main parties of Pakatan Rakyat had on Sep 16, 2012 launched "Kuching Declaration" to declare that Pakatan will restore Sarawak and Sabah's status equal to that Peninsular Malaysia and to safeguard the two States' political interests. It also emphasized on equal representation and autonomy. The declaration was jointly signed by PKR's leader Datuk Seri Anwar Ibrahim, DAP's YB Lim Kit Siang and PAS president YB Hadi Awang.

Among others, the declaration's Article 1 promises " We will restore the spirit of the Malaysia Agreement and the position of Sarawak and Sabah as equal partners within Malaysia by restoring autonomy to Sarawak and Sabah within the framework of the Federal Constitution".

Under Article 2 on "Fair representation", the declaration promises to "increase national integration between Sarawak, Sabah and Peninsular Malaysia through power-sharing arrangement that fully upholds the spirit of Malaysia Agreement".

Edward said YB Tian Chua who represented Pakatan Rakyat to discuss with SAPP and other PR leaders should make it known to the public if this Pakatan proposed formula is final. The people of Sabah deserves to be informed early on PR's approach against BN in the coming PRU13 particularly the seat-sharing formula. Let the people decide if the formula is in line with the "Kuching Declaration" and in the best interests of Sabah.

Edward added, "being a responsible political party, there is a public duty to inform the people what is the final PR formula, so that the people can have a clear picture to decide and no more being confused by political acts,"

Edward also said that before SAPP decide whether to agree with the PR's formula, it has to be first confirmed if this PR "60 divided by 6" formula is final. This is to avoid the recurrence of ever-changing proposals by PR over the previous discussions.

At the same time, Edward chided Datuk Wilfred Bumburing being too in a hurry to announce on behalf of PR that the door for discussion is closed is premature.

    WITH the 13th general election just around the corner, opposition parties in Sabah are desperately trying to work out a compromise and agree on a single candidate to take on the Barisan Nasional.

    Knowing that failure to reach a compromise on a one-on-one with the BN may prove disastrous for them, the opposition parties are racing againts time to agree to a seat allocation formula acceptable to all parties. There are 60 state and 25 parliamentary seats up for grabs in Sabah.

    The Sabah branch of the Sarawak-based State Reform Party (Star) headed by political nomad Datuk Dr Jeffrey Kitingan has declared it may go on its own, while the Sabah Progressive Party (SAPP) is openly at odds with Pakatan Rakyat's DAP in Chinese majority seats.

    However, the loose opposition pact of Pakatan Rakyat are adamant on contesting the bulk of the seats, leaving only a handful of seats for the two Sabah-based opposition parties.

    On the contrary, the state BN has declared that it is fully prepared and geared up for the election, with the allocation of seats among the component parties and its list of candidates more or less finalised.

    The only bone of contention is which among the state BN parties will get to contest the four state and two parliamentary seats won by SAPP which ditched the ruling coalition soon after the 2008 election.

    The BN will also have to deal with the issue of which party should contest the Karamunting state as its assemblyman, Datuk Peter Pang, who won it on a Liberal Democratic Party (LDP) ticket in 2008 is now with Parti Gerakan.

    For the BN, it does not matter whether or not the opposition parties can agree on a single candidate, as it focuses on addressing issues close to the hearts of Sabahans, especially the illegal immigrants problem and land customary rights ownership.

    Described as the BN's "fixed deposit" after the ruling party nearly made a clean sweep of the seats up for grabs in Sabah in the 2008 election, losing just one state and parliamentary seats, Sabah will certainly be a focal point in the coming election.
