Let Sabah Decide on Use of Development Funds - Jeffrey

KOTA KINABALU -  “The Federal government should let Sabah decide on the use of development funds instead of making decisions on extravagant multi-hundreds of million projects in Putrajaya without in-depth knowledge of local conditions and requirements”said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief, when asked to comment on the call to channel federal funds to the State government.

The federal government should not play politics with federal funds and try to leverage the decision of award of projects and use of the development funds.   These funds belong to the people of Malaysia and the Umno/BN government is merely the government of the day and trustees and custodians of these funds.

It is only appropriate that all federal funds be channeled to the state governments regardless whether they are opposition or BN-controlled.  As for development funds meant for Sabah, much of these funds are contributed by oil revenues and other federal taxes from Sabah.   In addition, the Sabah State government is controlled and monopolized by Umno.

Taking away the decision on development projects from Putrajaya will reduce the political play by the federal government and Umno as well as reduce corruption at the federal level at the expense of poor quality projects in Sabah.

Currently, it is alleged that all Sabah projects are decided in Putrajaya and given to Umno Malaya cronies and Malayan main contractors.  By the time these projects are sub-contracted out locally, the cream has been taken leaving only crumbs for Sabah sub-contractors.   This corruption is probably the biggest reason why projects are poorly constructed in Sabah due to cutting of corners arising from reduced pricing since the main profits have been creamed off.

More importantly, when entrusted with the management of the development funds, the State government can chart Sabah’s own development course to meet local needs and requirements which are very different from those in Malaya.    There is an urgent need to provide clean treated water, provide affordable homes, sanitary and healthcare as well as the sealing of rural roads where the locals have endured 49 years of poor accident-prone roads and higher maintenance costs of vehicles but also dust from the numerous gravel roads.

Sabah do not need RM500 million dams like in Tambatuon and Kaiduan but many small-scale water treatment plants all over Sabah to provide clean treated water especially in the rural and interior regions.

With the award of projects in Sabah, corruption by Malayan Umno cronies will be cut down and for the same amount of funds, more and better projects with higher quality can be built in Sabah, not slip-shod and creamed-off cut-corner construction as now.

Sabah has suffered long enough for the past 49 years with low or non-existent prioritization of Sabah’s development needs which all this while have been decided in Kuala Lumpur without in-depth knowledge of the local conditions.  The time has come for Sabah to chart and undertake its own development and progress.

The new Sabah Cabinet and the Sabah federal MPs need to abandon their worship of their Umno/Malaya leaders and start thinking of and doing the right thing to restore Sabah’s position and chart Sabah’s own development and future without relying on their political masters from far across the South China Sea.

These development funds are contributed largely by the rich and abundant resources and revenues from Sabah to the tune of RM40 billion annually.  If every State contributed the same amount, Malaysia do not need to wait until 2020 to achieve developed nation status.

These Sabah revenues and development funds meant for Sabah should not be treated as personal properties of Umno/Malaya or the federal government or Sabah be treated as a step-child as Sabah certainly does not belong to Malaysia as said by 2 federal ministers recently.

It is regrettable that the people of Sabah failed to see the genuineness and sincerity of STAR’s struggle for Sabah and wanting Sabahans to chart their own future and destiny.   Sabah can be a leading and proud nation within Malaysia once again if proper steps are taken from now.

Rakyat Sabah sudah hilang kepercayaan terhadap Najib dan kroni-kroni BN yang hanya mementingkan kekayaan mereka sendiri sehingga negeri Sabah ini sudah menjadi antara negeri yang termiskin di Malaysia. Program yang dilaksanakan oleh perdana menteri hanya bertujuan untuk meningkatkan imej peribadi beliau dan parti BN yang semakin tercemar setiap hari.

Kerajaan melalui kementerian pelancongan tentunya lebih merasai cabaran ini kerana tugas memulihkan sektor tersebut memerlukan kementerian berkenaan berhadapan dengan persepsi negatif dikalangan masyarakat antarabangsa, malah jika dilihat dari peranan sektor ini sebagai penyumbang utama kepada pendapatan ekonomi negeri Sabah, sudah tentu penyelesaiannya juga lebih kepada bersifat mendesak. Selain itu, pihak yang terlibat aktif atau berkepentingan dalam sektor ini juga turut berkongsi cabaran dan kerisauan yang sama kerana sumber pendapatan mereka turut akan terjejas jika insiden itu gagal atau lambat ditangani.

    Mungkin ramai pihak-pihak tertentu yang cuba mempersoalkan status kewangan negeri Sabah dengan membuat dakwaan bahawa Kerajaan Negeri yang diketuai oleh Datuk Seri Panglima Musa Hj. Aman gagal menguruskan kewangan negeri dengan baik.


    Untuk membangunkan sesebuah negeri ianya memerlukan dana atau kewangan. Peruntukan kewangan yang mencukupi hanya boleh disediakan jika sumber-sumber hasil negeri dapat diurus dengan baik dan teratur.

    Cabaran utama yang sentiasa dihadapi oleh kerajaan ialah bagaimana untuk sentiasa meningkatkan hasil pendapatan Kerajaan Negeri supaya kutipan hasil tersebut dapat diagihkan kepada keperluan-keperluan untuk membangunkan negeri ini.

    Misalnya peruntukan perlu disediakan untuk melaksanakan projek-projek infrastruktur dan kemudahan awam seperti jalanraya, bekalan air, perparitan, dan lain-lain. Peruntukan juga perlu disediakan untuk tujuan mengurus seperti membayar gaji pekerja, kos pentadbiran, kos penyelenggaraan, dan sebagainya.

    Jika sumber-sumber kewangan negeri tidak diurus dengan cekap, maka wujudlah satu keadaan di mana hasil negeri akan berkurangan; dana pembangunan tidak mencukupi untuk melaksanakan projek-projek yang diperlukan dan kualiti hidup atau kesejahteraan rakyat akan berada di paras yang rendah. (Tahap kemiskinan juga tidak akan dapat dikurangkan.)

  19. Statistik graf Hasil dan perbelanjaan sebenar Negeri Sabah (www.mof.sabah.gov.my) menerangkan bahawa pungutan hasil negeri menunjukkan peningkatan yang konsisten tahun demi tahun bermula tahun 2003.


    Peningkatan hasil terjejas sedikit pada tahun 2007 disebabkan kegawatan ekonomi dunia. Pada tahun 2010, pungutan hasil negeri telah mencatat pungutan hasil yang tertinggi dalam sejarah kewangan negeri sebanyak RM4.2 billion. Usaha sedang ditingkatkan untuk meningkatkan lagi hasil negeri.

    Dari segi perbelanjaan, dengan saiz keluasan negeri dan keadaan muka bumi serta polar kependudukan rakyat di luar bandar, perbelanjaan pengurusan dan pembangunan di negeri ini adalah besar. Sejak akhir tahun 80an hingga pertengahan tahun 90an, kerajaan membelanjakan hampir RM2.0 billion setiap tahun.


    Bagaimanapun, perbelanjaan tahunan negeri menguncup dalam beberapa tahun berikutan kegawatan ekonomi yang berlaku pada tahun 1997.

    Sebaik sahaja ekonomi negeri pulih pada awal tahun 2000, selaras dengan hasrat kerajaan untuk membangun negeri dan untuk memastikan rakyat dapat menikmati tahap kehidupan yang lebih baik, perbelanjaan negeri ditingkatkan dari tahun ke tahun bermula tahun 2002. Dalam RMK9(2005-2010), perbelanjaan negeri telah dilonjakkan. Pada tahun 2008, perbelanjaan negeri adalah hampir RM3.0 billion dan pada tahun 2010, melebihi RM3.0 billion.

    Merujuk kepada statistik graf Simpanan Negeri Sabah bagi tahun 1963-2010, yang telah disediakan oleh Kementerian Kewangan Negeri Sabah (www.mof.sabah.gov.my) menunjukkan bahawa Statistik graf di atas menunjukkan bahawa rezab negeri adalah dalam keadaan yang kukuh.

    Jika pada tahun 2001, rezab negeri hanya berjumlah RM164.88 juta, namun dengan pengurusan kewangan yang berhemat dan bijak di bawah kepimpinan Menteri Kewangan/Ketua Menteri, rezab meningkat dari tahun ke tahun. Pada tahun 2010, rezab negeri adalah RM3.3 billion dan jumlah ini dijangka akan meningkat dengan pentadbiran kewangan yang baik di tahun-tahun seterusnya.

    Semasa memimpin Barisan Nasional Sabah, Musa membuat keputusan yang sangat berani pada PRU-12, di mana pada masa itu, beliau tidak mencalonkan tiga pemimpin yang dianggap kanan dalam pilihanraya itu, pun demikian, sebelum hari pengundian, tiga pemimpin tersebut terbukti, tetap menyokongnya, dan terbukti, Sabah berjaya dengan cemerlang dalam PRU tersebut, walaupun dua calon PBS kalah, satu DUN dan satu Parlimen.

    During a question and answer session held later, Dr Johan was told by Datuk Adeline Leong, a participant at the event, that a hand holding endeavour with Petronas should take place to raise the level of competencies of contractors in Sabah in the oil and gas sector.

    “How can we compete with other contractors in the field when we are not even given any chance?” she questioned.

    Dr Johan replied that Petronas does have a hand holding programme — a vendor programme — and such an opportunity to take part in it was never given to Sabah.

    “They did it with Sarawak,” he said.
    At the same time, Dr Johan also lamented that Petronas was not giving priority to Sabahans. “They don’t rank Sabahans highly,” he said.

Rasa kurang yakin terhadap kemampuan kerajaan dalam merancakkan semula sektor pelancongan Sabah selepas insiden pencerobohan di Lahad Datu bukan sahaja dirasai oleh penulis sendiri, malah mungkin majoriti rakyat di negeri ini. Pandangan itu ada asasnya berdasarkan logik akal bahawa bukan mudah sesebuah negara membangunkan semula sektor yang terjejas lebih-lebih lagi apabila insiden itu mendapat liputan meluas di dalam dan luar negara.

    Namun berkat usaha kerajaan melalui kementerian pelancongan samada di peringkat negeri mahupun persekutuan akhirnya berjaya menamatkan kerisauan pihak-pihak yang berkepentingan dalam sektor ini apabila jumlah ketibaan pelancong menunjukkan peningkatan berbanding tempoh yang sama sebelumnya. Menurut Pengurus Besar Lembaga Pelancongan Sabah (STB), Datuk Irene Charuruks berdasarkan jumlah kedatangan pelancong sepanjang tempoh lima bulan pertama tahun ini (Jan-Mei), ia meningkat sebanyak 14.8 peratus iaitu daripada 1,014,543 pada tahun 2012 kepada 1,164,453 tahun ini.

  121. Berdasarkan statistik terbaru tersebut, penulis sendiri mengagumi bagaimana kementerian yang terlibat dapat memulihkan sektor pelancongan Sabah dalam waktu yang singkat. Timbul juga persoalan, apakah langkah-langkah yang diambil kerajaan dalam merancakkan semula sektor pelancongan negeri ini. Mungkinkah disebabkan oleh tertubuhnya Kawasan Keselamatan Khas Pantai Timur Sabah (Esszone), atau mungkinkah atas inisiatif Tourism Malaysia dalam usaha menarik serta membina pemahaman media asing berkaitan negeri ini memlalui Mega Familiarisation (Mega Fam)? Atau sememangnya negeri ini mempunyai daya tarikan tersendiri merangkumi semua produk pelancongan?

Walau apapun langkah yang diambil kerajaan dalam memulihkan semula sektor pelancongan Sabah, bagi penulis "jenama" Malaysia itu sendiri cukup memberikan keyakinan kepada masyarakat dunia bahawa negara ini mampu menangani apa juga konflik dalam negara. Kebolehan dan kepakaran negara dalam menangani krisis negara-negara yang bergolak disamping mengekalkan keamanan dalam negara sudah disaksikan oleh penduduk seluruh dunia. Sebab itu, ketika pencerobohan berlaku di negeri ini, kehadiran pelancong tidak pernah berhenti walaupun jumlahnya sedikit terjejas.

    Secara jujurnya, penulis mengagumi keberkesanan dan kecekapan kerajaan dalam menangani masalah-masalah yang timbul dalam negara bukan hanya kerana kejayaan kerajaan dalam menangani isu pencerobohan di Lahad Datu, sebaliknya merangkumi semua aspek termasuklah ekonomi dan politik. Jika bukan kerana kestabilan sosial, ekonomi dan politik, penulis yakin bahawa negeri ini tidak akan dikenali melalui lambang gunung Kinabalu dan Orang Utannya. Walaupun diduga dengan pelbagai bentuk cabaran, samada ancaman dari luar mahupun dari dalam, kerajaan tetap mampu menanganinya dengan baik sekalipun wujud pihak yang tidak bertanggungjawab cuba mencetuskan provokasi.

    I had interviewed Late Pitting Ali just outside his sprawling house and he asked me counter questions to every question asked. There was arrogance in his voice as he mocked every question that came from the feeling that an illiterate and poor populace would never have the courage to stand up and show him the door. Typical USNO mentality.

    They have to be allowed to get back their self-esteem and pride in building a state and infusing it with their commitment and vision. He will have to seduce industrialists into investing and that is not going to be easy either but so far he has done a fantastic job. There is just too much of cynicism.

    He will have to sweep in literacy although its in the hands of the federal, as that is one great hope for Sabah. It is just that it will take a decade for the results to show and its showing. Development indices have to start climbing the graph which is climbing from the time he took over, glad to say that.

    Liew knows that Musa, as the BN chairman and Chief Minister had the prerogative to chose who he wanted to appoint into his cabinet but Liew ignores this fact because of his dissatisfaction following the appointment of my good friend PBS deputy president Datuk Dr Yee Moh Chai as the deputy chief minister on March 23.
