Sandakan Municipal Council (MPS) President Datuk Ir James Wong (photo) told the inquiry that this large number had an effect on MPS’ development plans such as the provision of utilities.
He explained that illegal immigrants had set up squatter areas in Sandakan and had been known to steal water and electricity supply.
Wong said MPS had been actively demolishing squatter areas with more than 4,800 houses demolished from 2005 to May this year.
He also noted that since the implementation of the East Sabah Security Command (Esscom), in which Sandakan is one of the gazetted districts, MPS found many houses abandoned by illegal immigrants who were believed to be in hiding.
Earlier, Sabah Rural Development Minister Datuk Radin Malleh said the the best way to identify those with dubious identity cards (IC) is to check the National Registration Department’s (NRD) records.
He believed a record was kept on all the dubious ICs issued to illegal immigrants.
“I think there should be a record somewhere. They (NRD) know who they gave the ICs illegally to. Just cancel them (ICs),” he said.
Radin, who was testifying for Parti Bersatu Sabah (PBS) of which he is vice president, said the foreigners, who were issued with ICs without going through the proper procedure, were illegal immigrants and remained illegal in the country as they were not genuine citizens.
Therefore, he said their ICs should be revoked and they be sent back to their country of origin.
Asked by conducting officer Jamil Aripin what would become of the immigrants’ children who were born here and had no knowledge of the country their parents were born in, Radin said citizenship could be given in accordance with the law.
“We can make considerations based on humanity (in issuing citizenship). But not at the expense of the sovereignty of our country,” he said.
Radin believed the issuance of dubious ICs was politically motivated to bring down the PBS government in the mid-1980s by giving out ICs to illegal immigrants who would become new voters.
Radin believed that with the setting up of the RCI, the government had the political will and sincerity in dealing with the issue.
The inquiry before a five-man panel, led by former chief judge of Sabah and Sarawak Tan Sri Steve Shim Lip Kiong, continues on Aug 15.

He said those who have been residing in Sabah long enough and their children who are born here could be considered for citizenship, but they must go through the proper procedures.

ReplyDeleteRadin said he himself had raised issues pertaining to dubious ICs in parliament through both verbal and written questions to the ministry concerned but had not received any satisfactory answer until today.
“I did submit a written question but the answer given to me was that it was not in accordance with the point of orders of the assembly. Maybe there was a cover up,” he said.
