Dang Wangi CID chief Deputy Supt M. Gunalan said it was the district police chief that made the call to close several roads surrounding the complex yesterday.
"This was done to ensure that businesses were not affected by the gathering, if it were to happen.
"However, they (red-shirt participants) did not show up," he said.
Police roadblocks were spotted around the complex yesterday evening. When contacted, Malay non-governmental organisations coalition chairman Datuk Jamal Yunos said group members were planning to march to the Putra World Trade Centre (PWTC) from Pavilion in Kuala Lumpur.
He said the march will take place following a mutual agreement between the group members and that they will not pass by Low Yat.
However, checks at PWTC revealed that there was no presence of red-shirt participants as of 6pm yesterday.
