Nazri denies allegations of illegal immigrants getting citizenship

Minister in the Prime Minister’s Department Nazri Abdul Aziz denies allegations that foreigners were issued Malaysian citizenship

KOTA KINABALU: The government has categorically denied ever issuing Malaysian citizenship to any of the Filipino refugees in Sabah although there is substantial evidence to the contrary.


Minister in the Prime Minister’s Department Nazri Abdul Aziz said that all the refugees totalling 81,000 are still holding IMM13 document, which allows them to move around freely as well as to seek employment.

Nazri said this in Parliament when replying to a supplementary question by Tawau MP Chua Soon Bui who asked how many refugees in Sabah had been given Malaysian citizenship since 1970s and under what rules and regulations were they approved.

Nazri, in his earlier reply to Putatan MP Marcus Mojigoh, revealed that the Sabah Immigration Department had issued 81,000 IMM13 documents to refugees from the southern Philippines and Indonesia in 2009.

IMM13 was also issued to children of refugees, who are above 13 years old.

“IMM13 was not issued to illegal immigrants,” Nazri said.

He said that there are now six refugee camps in Sabah which were set up by the United Nations High Commissioner for Refugees (UNHCR) and they are located in Tawau, Semporna, Sandakan, Kota Kinabalu and Labuan.

Misleading statement

Chua, who is also Sabah Progressive Party (SAPP) vice-president, challenged the figures given by Nazri.

Calling them “misleading and confusing”, she said that four decades had passed since the UNHCR set up the refugee camps for the 60,000 refugees in Sabah.

She based her argument on the fact that thousands of the refugees, their children and even grandchildren had started families of their own and their population should now have exceeded 100,000.

“Many of their children have married… many are second and third generation refugees.

“The figures are grossly underestimated and very suspicious since many of them have moved out from the UNHCR camps, especially in Tawau,” she said.

Chua (left) urged the government to formulate a clearer policy on refugees in view of the presence of the tens of thousands of refugees in Sabah and the planned exchange of refugees with Australia.

The question of the actual number of refugees and illegal immigrants in the state has never been clearly determined since Umno expanded to Sabah in the early 1990s to overthrow the then non-Barisan Nasional state government.

Umno’s elaborate scheme

Accusations that the federal government has issued Malaysian citizenship to foreign immigrants and the long-staying refugees surfaced when politicians and observers questioned the ease with which the BN subsequently won elections even in areas not known to be its strongholds.

An elaborate scheme identified as “Project IC” or “Project M” was exposed about the same time as a method by which new voters were recruited from among the thousands of illegal immigrants and refugees to help sway elections.

“Project M” is said to have been the brainchild of former prime minister Dr Mahathir Mohamad to permanently alter the demography of Sabah and to ensure that the state becomes a “fixed deposit” for the BN in any election.

The covert operations by the government in issuing Malaysian citizenship to refugees and immigrants was exposed when their employers discovered that the IMM13 documents they used to produce and to verify their status were replaced by MyKads.

In November 2010, Nazri (right) gave the same answer to Chua in Parliament, saying that the records of Sabah Immigration Department till Dec 31, 2009, showed that a total of 81,000 IMM13 documents had been issued to two groups of foreigners who came to Sabah as early as 1963.

The two groups were Indonesian Chinese refugees who fled Indonesia during the reign of president Sukarno and the war refugees from the Southern Philippines who entered Sabah between 1972 and 1984.

Nazri said the government had issued an order under the Passport (Exemption) No. 2 (Amendment) 1972 Act dated September 1972 to allow these groups to continue staying in Sabah.

The Sabah Immigration Department then issued IMM13 documents to these people to differentiate them from the thousands of foreign workers and illegal immigrants in the state.

IMM13 pass renewable

The IMM13 document is one of the “social visit” passes with a one-year validity which ends on Dec 31 of each year.

Holders are required to renew the IMM13 to continue their stay in Sabah as long as the condition in their countries of origin does not allow them to be sent home.

The IMM13 holders are allowed to work in business, construction, services, transport and other suitable sectors, but they are not allowed to enter the public service sector.

These groups are also eligible to receive education and medical services at the discretion of the relevant authorities.

Nazri also said that even though they were given the IMM13 documents between 1972 and 1984, this did not mean that they had not come after 1984.

“Maybe more had come after 1984, but they were not issued IMM13 after 1984.

“I am not saying that after that there were no more refugees who came to Malaysia… maybe there were but those who came after 1984 have not been issued the IMM13 document,” he said.

Nazri also said the government had yet to decide whether to send these refugees back to the Southern Philippines, given that efforts to bring both sides in the civil war to the negotiating table is still in progress.

“If we send the refugees back to the southern Philippines, we are going to face strong objections from the United Nations as the war is still on there. If we send them back there, it will mean sending them to be killed in their homeland.”

  3. Nazri taik kucing! Please send the 81,000, refugees back to their homeland to build their nation. or send them to Putrajaya. Just think this 81,000 has six children and multiply by 3 generation and plus on going practise of giving/isuing IMM13 to the so called refugees althgouh there are no more conflict in the sphilipine. Plus the Bugis Bone (Hundreds of thousand) plus the Pakistanis. So This Nazri Taik kucing together with Mahathir Devil of Malaysia plus Harris Kaling and Musang Amangkurat, Yahya Hussin tamaha, Salleh keruak rasuah SAS with Anifa Amangkurat, Hishamuddin Tongo and lastly Pairin Talou. All of this will be judge by God, because of their great wrongdoings all this while.

  4. Why this Mahatjir Devil of Malaysia is not tried in court for his crime? Come to Sabah and you will be kena sumpit! Nazri taik kucing also an indonesian, Najib a Bugis, all the Malay leader are originated from Indonesia, so when Sabah is lack of Malay race, they plan this dirty tactic in the name of humanity to the indonesian and the filifinos which is clearly aiming to make Sabah as a Malay Majority by isuing citizenship to the so called refugees. A very cunning and devil lies. I mean a broadday lies! Even primary one child understand the trick being played by the devils from KL. They steal the dignity of Sabah people. We are not independent through Malaysia, we3 are an independent country what! So ICJ for the federation treaty made on the 1962.

    Sokong ICJ. Times has come that leaders from Sabah bring this issue to ICJ. Congrat to Mr. Bernard and Mr Nazib for their brave and wise start for this issue. May God Bless all the leaders who are doing their effort to bring this issue in the knowledge of the people of Sabah. Sabah Negeri Merdeka! Bugis and Filipina, pakistan and all the refugees balik kampung kamu, baliiiiiik! You are not wanted here! You are only taking andvantage of the richness of Sabah Land Below the wind. Mahathir the Devil should take all the refugees to fillin his land. Or send the refugees to Nazri Taik Kucing punya negeri.

    Kita boleh nampak banyak PATI diseluruh Sabah MEMEGANG dengan IC MALAYSIA.

    Orang Sabah mesti berani kasih KALAH UMNO dalam PRU13.

    Kali ini PRU 13,semua rakyat asal Sabah jangan undi parti parti dari Malaya ataupun parti Sabah tapi bersekongkol dengan BN UMNO.

  12. Hahaha. Betul sampai tenai! Hm Pairinpun sama saja dgn semua pemimpin Sabah yg lain. Tapi cubalihat pemimpin asal PTI mereka betul2 guna kepakaran menipu mereka dgn membantu semua suku-sakat bangsa dia dari philipina dan Indonesia jadi warga negara Malaysia. Memanglah kita dulu dua ratus tahun dahulu datang ke Sabah ketika merintis negeri ini, maksud pendatang dalam perbahasan ini ialah pendatang yg dibeli atau dijadikan warganegara setelah negeri Sabah sudah memasuki Malaysia konon! Termasuk kamu Anonymous yg mengatakan kita semua pendatang. Kenapa kamu telah bekerjasama menjamin PTI dapat IC ya! Bodoh kamu! Dan Shana, alahai , yg 81,000 itu bukan lagi kemungkinan suatu hari nanti dapat IC, malah golongan itu sudah beranak pinak dan menjadi warganegara untuk mengundi BN. Tak percaya cubalah pergi buat temubual di penempatan Kinarut sana. Jangan bagi tau yg kamu dari parti pembangkang. Gerenti jawapannya begini, " Kami semua ada IC sudah dan telah mengundi untuk BN selama dua dekad". Macam mana , cukup terang lagi bersuluhkan? Jadi sekarang kita tiada masa lagi cakap tunggu dan lihat! Sekarang masa untuk bertindak. Jgn undi BN titik....

  13. Jangan terlampau ikut perasaan binasa badan.Jangan terlampau terpedaya oleh Pakatan atau SAPP kerana mereka ini hanya bermain emosi.Kalau di beri peluang mentadbir maka binasa lah negeri.Lebih baik BN/UMNO di mana negeri aman dan makmur di bawah Datuk Musa Aman.

    Dalam PRU13, Semua rakyat Sabah bersatu hati menolak semua parti import dari seberang balik ke malaya.

    Parti Sabah SAPP diketuai oleh orang Sabah tahu bagaimana untuk menakbir negeri kita.

    Parti dari malaya tidak payah sibuk di Sabah.

    Sarawak adalah satu contoh yang baik.

  20. Betul tu Surinah tapi masalahnya, di Sabah ini yang tidak cukup syarat dan tdk layaklah yg diberi IC. Itulah isunya. Contoh terbaik ialah warganegara filifina yg kononnya pelarian dan diberi IMM13. Orang Bugis Bone dio batu 2 Sandakan yg datang dan membuat penempatan di tepi laut dan menjadi nelayan tanpa sebarang tindakan. Mula2 mereka cuma berjumlah dalam 5,000 orang sahaja pada 30 tahun lalu. Bayangkan jika mereka mempunyai 6 orang anak seorang dan sudah menjangkau 3 keturunan ekspress. Ditambah dengan kehadiran sdra-mara mereka hampir setiap hari. Istimewanya mereka ini ialah mereka telah diberi kewarganegaraan dengan begitu mudah sekali dan telah menjadi pengundi tetap kepada calon2 yg bertanding dlm pilihan raya. Implikasinya ialah, hampir semua masyarakat bugis bone ini anak2nya berjaya dalam pendidikan dan kerjaya. Mereka telah memegang jawatan penting dalam semua sektor pekerjaan dan sebahagian lagi telah menjadi nelayan jutawan dalam sekelip mata. Alangkah beruntungnya mereka ya, berbanding orang tempatan di pedalaman yang masih lagi kebanyakannya berada dalam golongan miskin tegar. Cuba kita renung kembali betapa jika ada seorang rakyat malaysi yg didapati berada di tanah Indonesia atau Filifina, apakah yg akan terjadi. Jika kepalanya tidak dipotong atau disumbat ke dalam penjara. Tapi di Sabah? Mereka datang sewenang-wenangnya lalu memperolehi kekayaan yg melimpah ruah tapi tetap mengamalkan budaya mereka yg buruk di Sabah. Kasihan Sabah ya. Di mana para pemimpin yg rakyat telah berikan mandat dan kepercayaan untuk mereka mengurus semua masalah ini?
