Former Upko deputy president Wilfred Bumburing claims Upko leaders are in denial and have lost focus.
KOTA KINABALU: If Tuaran MP Wilfred Bumburing had any lingering feelings of goodwill for his former party, the United Pasokmomogun Kadazandusun Murut Organisation (Upko), it’s gone for sure now.
The joint founder of the party, who quit the Barisan Nasional component three months ago, is convinced that the wheels have come off his former political vehicle and said party leaders who portray themselves as champions of Sabah’s rights are pretending that a problem does not exist.
Responding after reading hostile comments from his former colleagues including his former boss Bernard Dompok, Bumburing said he was surprised that party leaders were in denial that the BN component had lost its purpose and direction by remaining in the governing coalition.
The former Upko deputy president said it was widely acknowledged both within and outside the party that the community and Sabahans as a whole remained marginalised despite Upko’s position in the BN for nearly 20 years.
The Tuaran MP, who now heads opposition-friendly Angkatan Perubahan Sabah (APS), said he felt double-crossed by party leaders who had earlier agreed with him that the party was ineffective in redressing the injustices inflicted on Sabah.
He said that to read in the newspapers that Upko was satisfied with the performance of the coalition was simply ignoring the fact that there is deep-seated unhappiness in the community.
He said Dompok, party president, was in denial over this turmoil and was guilty of shifting the attention away from the issues facing the community by allowing his colleagues to slander former party members.
“Personally, I feel sad that the issue [of leaving the party] has come to a stage of exchanging press statements between myself, Dompok and Upko,” he said in a statement yesterday.
Dompok has admitted that party leaders had discussed the justification for remaining in the BN, but at the same time denied that it had been on the verge of leaving the ruling coalition.
The Upko leader was forced to address the issue after the high-level meetings were revealed by Bumburing to defend his resignation when his former party colleagues poured scorn on his decision and questioned his motives.
Bumburing quit from his post as Tuaran BN chairman and resigned from Upko on July 29 to launch APS and declare support for Opposition Leader Anwar Ibrahim and the Pakatan Rakyat coalition which is gearing up to face BN in the coming general election.
He along with Beaufort MP Lajim Ukin announced their resignation from the BN in their respective constituencies at functions attended by Anwar. Lajim also launched his opposition-friendly Pakatan Perubahan Sabah (PPS) the same day.
The Beaufort MP had earlier resigned as a Deputy Minister in Prime Minister Najib Tun Razak’s federal Cabinet as well as an Umno supreme council member.
Following Bumburing’s resignation, Senator Maijol Mahap who had also resigned as Upko vice- president revealed that top Upko leaders had in fact discussed pulling the party out of the ruling coalition.
However, when Putatan MP Marcus Mojigoh, who is the party’s treasurer, denied this and said Bumburing and his group were creating stories to justify their resignation, many who knew that the party had indeed discussed the party’s future in the BN, questioned why Mojigoh was attempting to hide the truth.
Dompok has also moved to shift the focus away from the party’s weakened position in the BN by questioning the sincerity of Bumburing and Mahap joining the opposition as they had not applied to join any of Pakatan’s components – DAP, PAS or PKR – since quitting Upko.
Bumburing hinted that Dompok should already know his stand as he had already discussed it with him when they spoke about Upko’s future and is puzzled by the personalised nature of the party’s attacks.
“In our gatherings and roadshows since my resignation on Julu 29, we have never attacked Upko and least of all Dompok because we know that Upko had never been part of the root cause of the predicament of our community.
“However, to call myself and any senior leader of APS or even APS itself, liars is indeed extreme and derogatory. I therefore have no option but to clarify that what Mahap stated [about the meetings to pull Upko out of the BN] is true.”
Bumburing revealed that at one of the supreme council meetings senior Upko member Petrus Guriting first raised the issue of Upko’s position in the BN in view of the political situation in the country especially the issue of the illegal immigrants in Sabah.
The resolution taken during the meeting was based on the suggestion of Dompok. Dompok asked all members of Upko’s supreme council to submit their own opinions, stating the pros and cons on the position of the party in BN but this was not followed up.
“I met Dompok a number of times to discuss the position of Upko in BN and he understood the reasoning behind the suggestion for Upko to leave BN.
“In fact, I received suggestions from some Upko leaders asking me to postpone the July 29 events to give time for Upko to quit BN as a party,” Bumburing added.
The Tuaran MP added that it was well known within the party that a senior Upko leader had been tasked to approach all the supreme council member to get them to support a resolution for the party to quit BN.
“However, upon his return from Kuala Lumpur in the first week of August, Dompok made an announcement at his house that Upko would remain in BN.
“Thereafter during Upko supreme council meeting on Aug 24, I was made to understand that the issue relating to Upko’s position in BN was never raised,” said Bumburing who revealed that Upko which started out as Parti Demokratik Sabah (PDS), was mooted and formed in his house early one morning after the March 1994 general election.
“Dompok and I, together, we formed PDS, the predecessor of Upko. I love Upko, but when Upko deviated from its original struggle and decided to stay put in BN, it left me and the members of the group that came out of Upko with no option but to leave Upko and BN and continue the struggle for our community on another platform,” Bumburing said.

Present among more than 1,000 people who thronged the Kota Kinabalu International Airport and later his house were the 36 remaining supreme council leaders as well as representatives from all the party divisions in the state.
The punchline came when he asserted that the coalition party, or United Pasokmomogun Kadazandusun and Murut Organisation, was not at a crossroads as claimed by sceptics but instead they were on a "highway" with BN
Upko information chief Datuk Donald Mojuntin said the whole episode from the departure of the party's pioneer leader and deputy president Datuk Wilfred Bumburing and five others had only strengthened their solidarity.
"Upko remains a fully functional party and the recent events have not derailed our resolve to move as a team with BN.
"Dompok, who is plantation industries and commodities minister, had also said issues highlighted by the opposition and their recently acquired partners were "pirated" from those raised by members of BN for years now.
Dompok stressed that Prime Minister Datuk Seri Najib Razak, who is due to visit the state next weekend, would be deliberating on details of the Royal Commission of Inquiry on issues related to illegal immigrants.
"At the end of the day, it is BN that will be able to deliver what we want," he said pointing out that Upko as a coalition partner still had its task ahead of them to resolve the many issues in the state
Meanwhile, Bernama reports that Umno information chief Datuk Ahmad Maslan reminded Sabah BN "not to be disheartened" following the defection of its four elected representatives compared with 13 opposition members who had switched over.
Ahmad, who is also deputy minister in the Prime Minister's Department, said BN had more suitable and competent alternative candidates to continue the party's struggle and establish the truth in the party machinery.
"I want to remind Sabah BN members not to be disheartened as only four members of parliament had left the party, while 13 elected representatives from the opposition had defected -- six from PKR, five PKR state assemblymen became independents, one from DAP and one from Pas (Datuk Dr Hassan Ali) who defected from the party during this term.
"If they say BN collapses, they are wrong because the figure shows the opposition had collapsed, and not BN."

Mengikut perancangan asalnya, konon tujuan Ladang Rakyat dibangunkan adalah untuk menandingi rancangan perladangan yang telah berjaya dilaksanakan oleh FELDA, namun disebaliknya hakikat yang tersirat ialah lebih fokus kepada untuk merodok sebanyak mungkin tanah hutan supaya dapat dinikmati hasil balaknya.

selain tanah yang sekian lama diterokai telah dirampas dan permohonan mereka untuk memiliki tanah tersebut telah dinafikan, mereka juga dinafikan hak menerima dividen bulanan RM200.00 manakala janji diberi peluang bekerja di ladang tersebut juga gagal ditunaikan oleh pihak terbabit.
Malah Orang Asli di beberapa kawasan berdekatan yang tanah adat mereka turut menjadi mangsa kerakusan syarikat swasta yang bersekongkol dengan kerajaan negeri juga sudah beberapa kali mengadakan tunjuk perasaan dan protes aman membantah perlaksanaan Ladang Rakyat tersebut.

Umpan dan pengharapan yang ditabur oleh kerajaan negeri konon melalui Ladang Rakyat akan mampu membantu meningkat taraf hidup 4,767 orang peserta hakikatnya tidak lebih sekadar janji politik semata-mata.
Sehingga kini hanya seramai 282 rakyat tempatan sahaja yang mendapat manfaatnya, itupun kebanyakannya terdiri daripada mereka yang memiliki hubungan rapat dengan pemimpin PAS tempatan dan negeri.

Manakala seramai 639 orang lagi yang mendapat manfaat dari Ladang Rakyat adalah warga negara asing yang menerima upah bekerja di ladang yang dikendalikan oleh syarikat swasta dipercayai milik tauke Cina dari Singapura itu.
Rakyat tempatan termasuk Orang Asli terpaksa menangis tak berlagu kehilangan tanah yang diterokai serta tanah rizab mereka, manakala orang dari Singapura yang banyak memberi sumbangan dan derma politik untuk parti yang memerintah Kelantan pula yang menjadi kaya raya.

Laporan audit mendedahkan begitu banyak kelemahan dan salah urus tadbir dalam pengurusan kewangan negeri Pulau Pinang. Antara kelemahan yang ditemui adalah seperti kekurangan sistem pengurusan maklumat, penguatkuasaan, penyeliaan yang kurang rapi, ketiadaan pemantauan yang berkesan dan kekurangan peruntukan kewangan.

Antaranya Kompleks Makanan Mutiara Height di Jelutung dan Kompleks Makanan Gold Coast yang terletak di Bayan Baru yang bukan setakat terbiar begitu sahaja, bahkan kerana kurangnya aktiviti pemantauan keselamatan oleh pihak berkuasa tempatan, telah menyebabkan banyak kemudahan asas yang disediakan di kompleks ini telah hilang atau dirosakkan.

Projek CCTV yang dilaksanakan, kononnya bagi mengatasi masalah jenayah, meletak kereta secara haram oleh beberapa PBT di Pulau Pinang juga gagal mencapai prestasi yang ditetapkan mereka sendiri. Sistem yang digunakan tidak jelas, bilangan yang terhad dan beberapa perkara lain adalah antara kelemahan yang dikenali pihak audit.
Ini merupakan pembaziran wang yang jelas oleh DAP Pulau Pinang, kroni mana yang diambil untuk memasang sistem tersebut pun kita tak tahu, tapi wang rakyatlah yang membayar untuk hasil yang tidak sepadan.

Sementara Skim Tabung Warisan Anak Selangor (TAWAS) ternyata sebagai umpan pilihan raya pembangkang. Anak-anak kelahiran Selangor dijanjikan wang ringgit sekiranya mereka berkuasa. Tindakan PKR ini adalah hasil daripada kajian mereka terhadap rakyat Selangor.
Di sini kita boleh lihat bagaimana PKR yang sering menuduh BN sebagai melakukan rasuah pilihan raya turut melakukan perkara yang sama untuk berkuasa. Dengan memberikan bantuan kepada si anak, pastinya ianya akan menambat hati si ayah dan ibu untuk memberi undi kepada pembangkang.

Namun, berdasarkan laporan Ketua Audit Negara, Kerajaan PKR hanya meluluskan 19.4% daripada 313,706 anak kelahiran Selangor dari tahun 2008 hingga 2011 untuk mendapat faedah TAWAS.
Kenapa hanya 19.4% anak kelahiran Selangor mendapat faedah TAWAS? Di sinilah letaknya permainan licik Kerajaan PKR.

Laporan Audit 2011 telah melaporkan bagaimana sebuah kerajaan negeri boleh terlepas pandang perkara asas seperti lesen kontraktor, dalam pemberian projek jutaan ringgit.
Perkara ini melibatkan 5 kontraktor yang melaksanakan kerja-kerja penyenggaraan berjumlah RM2.55 juta pada tahun 2010 dan 2011 bagi beberapa projek Perumahan Awam. Selain tidak berdaftar, Pengarah bagi 5 syarikat tersebut pula didapati mempunyai hubungan kekeluargaan antara satu sama lain.

Bukan itu sahaja, audit juga mendapati sejumlah RM0.50 juta telah dibayar kepada kontraktor berkenaan menggunakan akaun bank dan nombor pendaftaran syarikat lain. Tidak terhenti di situ, audit juga menemui beberapa tuntutan berulang dalam baucar yang sama bagi kerja dan rumah yang sama yang mana, yang mana semakan rambang kemudiannya menunjukkan yang kerja yang disahkan siap itu telah tidak dilaksanakan serta beberapa rumah yang dimaksudkan adalah sebenarnya tidak wujud!

Selain itu, penemuan audit dalam Projek Pembalakan Dan Perladangan Di Papua New Guinea juga menyebabkan kita menggeleng-gelengkan kepala. Projek yang dikritik sebagai berisiko ini melibatkan pinjaman pesisir pantai berjumlah USD44 juta yang diperolehi melalui Capital Investment Agency (CIA) iaitu sebuah syarikat perunding kewangan yang berpejabat di London.
Entah bagaimana dan kenapa, pinjaman yang sebegitu besar ini telah ditandatangani oleh Pengarah Urusan projek tanpa kelulusan Lembaga Pengerah malah, bayaran juga telah dibuat kepada syarikat perunding dan yuran guaman walaupun projek tersebut telah dibatalkan.

Audit juga mendapati pinjaman berjumlah RM3.01 juta daripada 5 syarikat lain untuk menampung kos perbelanjaan di Papua New Guinea juga telah dibuat oleh Pengarah Urusan tanpa kelulusan Lembaga Pengarah dan pinjaman tersebut pula dilakukan tanpa perjanjian dan tanpa dokumen sokongan yang lengkap.
Begitu juga dengan Projek 99 East di Langkawi yang mana menyebabkan Kedah Corp. Berhad terpaksa menanggung kerugian besar atas alasan yang tidak masuk akal iaitu melanggar syarat perjanjian tanpa sebab yang konkrit.
