Edward: SAPP supports anti-hop law


KOTA KINABALU - Sabah Progressive Party (SAPP) youth leader, Edward Dagul, today agreed with the challenge by DAP assistant secretary Junz Wong to support the move by DAP Chairman Karpal Singh to amend the federal constitution to prevent party hopping of elected representatives after their election to the legislatures.

Edward said that in fact, a new anti-hop law is among the key platforms in SAPP's manifesto launched at the SAPP delegates conference on 3 June this year "to deter elected members of the legislative assembly and parliament from switching parties after being elected, SAPP shall pursue anti-hop principle so that any elected member who changes party shall be required to resign his/her seat. The member may submit to the electors by re-contesting the seat concerned. This principle will require amendments to both the State and Federal constitutions which SAPP shall pursue."

"Therefore, our MPs will happily support any motion or amendment to the federal constitution on anti-hop law," said Edward who is also the SAPP chief for Kawang in Papar.

Edward asserted that DAP's Junz Wong has mischievously re-opened the debate over the strategy of PKR leaders in encouraging BN MPs to switch to the opposition. "Junz Wong was in fact challenging the Tuaran MP and Beaufort MP and PKR leaders to make a stand on anti-hop," commented Edward. DAP also has a record of its MPs and assemblymen ditching the party, the latest being at Perak which led to the loss of the State government.

Young Malaysians should learn from the anti-hop law which was first passed in Sabah in 1986 but which was later declared by the Federal Court to be ultra vires the federal constitution on grounds of "freedom of association". The one and only case of an elector who lost his seat due to the anti-hop law was the then USNO assemblyman for Bongawan in the late 1980s who is now the Director of Strategy in Sabah PKR.

  1. SAPP sendiri sedar yang mana sokongan terhadap parti tersebut semakin menurun. Ini mungkin kepercayaan penduduk Sabah kepada SAPP semakin berkurangan kerana tidak ada pendirian sebagai parti tempatan Sabah.

  3. PRU13 semakin dekat mana semakin singkat untuk mencari sokongan sekarang. Maka SAPP pasti merancang sesuatu untuk mendapatkan sokongan. Kekalahan BS itu memang tidak dapat dijangka. Kerana penduduk lebih menerima PKR daripada SAPP. Sebab itu jugalah kepada SAPP mahu bersama dengan PR sekarang ini.

  8. Umno vice-president Datuk Seri Mohd Shafie Apdal said there was no need for an anti-hop law in Malaysia which practised democracy, which among others, accorded freedom of association to the individual, including in politics.

    1. Shafie added if any party wants to prevent its leaders from switching to another party, particularly those who opted to do so after having won in the election, then it should screen and reject potential hoppers as candidates earlier on, before the polls.

  14. The proposed anti-hopping law is unnecessary if one has high integrity and a strong stand, said Community Development and Consumer Affairs Minister Datuk Azizah Mohd Dun. She said integrity was an important aspect for a politician not to be easily swayed by better promises elsewhere.
