Yong: SSA signals long haul on security threats


KOTA KINABALU: With the east coast of Sabah being turned into a military command, Sabahans must brace themselves for the long haul in overcoming the security threats faced by Sabah, said former Chief Minister Datuk Seri Yong Teck Lee (picture).

“Security operations of this nature can last up to 20 years, or one generation, because of the inherently delicate tasks of identifying who the real enemies are in this troubled region of East ASEAN, particularly the Southern Philippines,” he noted.

He cited for instance, in the Southern Philippines, the Moros fought the Spanish conquerors for 300 years and then the Americans for 50 years before having to fight their Northern rulers in Manila for another 50 years until the present day, without any sign of a long lasting solution in spite of peace agreements like the Tripoli accord of 1976 and with the MNLF in 1996 and with MILF in 2012.

He told the reporters this when approached at the mobile service booth of Sabah Progressive Party (SAPP) in Gaya Street here Sunday, when asked for comment on Prime Minister Datuk Seri Najib Tun Razak’s announcement in Lahad Datu last Friday, on the establishment of a special security area (SSA) in Sabah to safeguard the sovereignty and security of the state’s east coast.

Najib said the Sabah Special Security Area encompassed the districts of Kudat, Tawau, Kunak, Sandakan, Semporna and Lahad Datu.

Yong who is also President of Sabah Progressive Party (SAPP) pointed out for all intents and purposes, the East Coast Security Area is an “Eastern Command” that by its nature is meant for the long haul like the Sarawak Rajang Security Command (RASCOM) in the 1970s to combat communists and Philippines’s Southern Command to combat separatists.

He added that this is a slap in the face of Home Minister Datuk Seri Hishamuddin Tun Hussein who had assured the people that the intruders are not militant and not violent.

He also opined that the Sulu-led armed intrusion from the Southern Philippines has crossed a point of no return.

“The use of our air force fighter jets bombing enemies within Sabah’s shores, the first ever in Sabah, is a turning point in how Malaysia has decided to face this security threat,” he said.

The deployment to Sabah of five battalions of security forces and an unannounced number of support personnel and equipment confirms his view that Malaysia’s security forces have the capability to repel this incursion, he further noted.

Meanwhile, he also expressed regret that four weeks into the conflict, none of the district security committees have been activated.

“Whereas the State government can only churn out rhetorical statements like “things under control” and “do not listen to rumours”, thousands of local Sabahan villagers around ground zero at Lahad Datu have become war refugees with insufficient food, medical help and shelter.

“It seems that our government leaders are at a loss in handling the current crisis arising from the conflict at Lahad Datu,” he said.

    Sabah's strategic location, with a mere one to three hours boat drive from Tawi-Tawi, has made it a "gold mine" for these foreigners who come in droves, legally or illegally.

    For decades, they were free to move in or out of the state, taking advantage of its porous borders, resulting in the increased number of illegal immigrants in Sabah.

    In welcoming the setting up of the SSA, Parti Bersatu Sabah (PBS) deputy president Datuk Dr Maximus Ongkili said it marked a serious commitment by the federal government to underwrite the security needs of Sabah.

    "The inclusion of Kudat in the SSA is upon our request through the federal cabinet. This will ensure that the people of Kudat, Banggi, Kota Marudu, Pitas and Sugut receive better security attention and surveillance with enhanced security manpower and capability," he said.

    Ongkili said the coastline of the region was not only long and porous but the areas were also so close to the Philippine islands of Palawan and Balabac, with Pulau Banggi reachable within three hours from the southern town of Manci.

    The setting up of the SSA would not only greatly improve the security and safety of the northern Sabah districts but would also enhance agricultural development in the region, given better assurance of public safety and security, said the Kota Marudu MP.

    KOTA KINABALU: Home Affairs Minister Datuk Seri Hishammuddin Tun Hussein said a special meeting would be held on Monday to set up a line of defence along the entire east coast of Sabah from Kudat to Tawau to strengthen security and prevent any future intrusion.

    Speaking to reporters at the Sabah Police Headquarters in Kepayan here yesterday, Hishammuddin said Chief Minister Datuk Seri Musa Aman would chair the meeting.

The aim is to prevent any more incursions by terrorists hell bent on causing mayhem: not an imagined threat given Nur Misauri's intention to send in his Moro National Liberation Front fighters.

The very porous nature of Sabah's north-eastern frontier compels Putrajaya to take these provocations seriously, but can it act in concert with Manila to eliminate the possibility of further infiltration? To date, Manila's endeavours to bring peace to the south through military might have failed. But, a negotiated settlement with the Moro Islamic Liberation Front -- not Nur Misuari's MNLF -- is in the offing with Malaysia as facilitator. A cooperation of sorts, therefore, already exists between both countries in trying to establish order over anarchy in Mindanao.

  38. The imperative for Malaysia now is to restore peace and stability to the SSA as quickly as possible. Any prolonged security risk is sure to impact negatively on the economy of east Sabah. Already, foreign tourists are advised by their governments to stay away from what are world famous eco-tourism destinations such as the Danum Valley Conservation Area and the Tabin Wildlife Reserve. There are, too, diving sites of international repute in the waters of Sipadan, Mabul and Kapalai islands.

    Najib announced on Thursday that the line of defence would be erected along the entire east coast of Sabah from Kudat in the north to Tawau in southeast to prevent any future intrusion, especially from the island territories in the southern Philippines.

  40. In fact, even locals have been evacuated from the red zones to facilitate the joint military-police search and capture mission. How long can the large plantations in the SSA, which includes the 100,000ha of Felda Global Ventures Holdings Bhd, tolerate this situation before their activities are compromised? Bottom line, the economy of east Sabah can ill afford a prolonged security uncertainty. The onus then is on Putrajaya to end the terrorist hazard now. Can Manila help quell the MNLF menace?

    The special security area followed the intrusion by a Sulu militant group in Lahad Datu on Feb 12 which forced the Malaysian security forces to launch a military offensive after eight policemen were killed.

    Hishammuddin said the departments involved such as Immigration, Registration departments and the Police would be notified of inputs gathered during the meeting for the purpose of coordination.

    “This shows that what was announced by our Prime Minister (Najib) is not rhetoric, but will be executed comprehensively,” he said, adding that Najib would personally be involved in seeing that the plan materializes.

    Citing an example, he said that untoward incidents that would happen on Friday, March 8, reported through social media and SMSs never happened.

    “I personally monitor all these rumours, day and night, and today (yesterday) I can assure Sabahans that not a single incident happened either in Kota Kinabalu, Penampang, Sandakan or in Tawau,” said Hishammuddin.

    He added that the police, security departments and volunteer agencies had been monitoring the situations in their respective areas.

    He also wants all volunteer agencies such as the Sabah Civil Defence Department (JPAM) and People’s Volunteer Corps (RELA) to be actively involved with the police in safeguarding the community.

    Katanya, langkah dan tindakan itu jelas membuktikan kesungguhan dan komitmen tinggi kerajaan dalam memastikan keselamatan, kedaulatan dan keamanan negeri dan rakyat dapat terus dipertahankan.

Kita percaya bahawa dengan langkah dan kesungguhan kerajaan pusat disertai dengan sokongan padu dan jitu daripada kerajaan negeri dan seluruh rakyat Sabah, ia dapat meningkatkan keyakinan rakyat, juga pihak luar khususnya para pelabur dan pelancong mengenai tahap keselamatan terutama di kawasan Pantai Timur negeri ini.

    “Kita juga berdiri teguh dan berikrar serta menyokong penuh penegasan Perdana Menteri mengenai kedudukan Sabah dalam Malaysia sebagai sebuah negeri yang merdeka dan berdaulat, yang akan tetap kita pertahankan sampai bila-bila,” katanya.

    Beliau berkata demikian pada sidang media selepas mengadakan perjumpaan dengan ketua-ketua editor dan ketua-ketua biro media cetak dan media elektronik di kediaman rasmi Ketua Menteri, di Seri Gaya kelmarin.

    Sidang media berkenaan turut dihadiri Setiausaha Agung Parti Bersatu Sabah (PBS), Datuk Henrynus Amin dan Pengerusi MCA Sabah, Datuk Edward Khoo.

  65. Musa berkata, kerajaan negeri dan seluruh rakyat Sabah juga amat menghargai keprihatinan Perdana Menteri yang sanggup turun padang untuk meninjau keadaan pasukan keselamatan kita dan perkembangan Operasi Daulat.

    “Kepada semua anggota pasukan keselamatan kita yang meneruskan Operasi Daulat dan yang sedang berkhidmat di seluruh pelusuk negeri, kami sentiasa mendoakan keselamatan dan kejayaan pasukan keselamatan kita dalam mempertahankan maruah dan kedaulatan negara,” katanya.

  66. Sementara itu, Henrynus berkata PBS dan masyarakat Kadazandusun dan Murut turut merakamkan jutaan terima kasih kepada Perdana Menteri dan kerajaan pusat yang telah mewujudkan kawasan keselamatan khas di Sabah.

    “Ini membuktikan kesungguhan kerajaan sedia ada dalam menitikberat serta mengutamakan keselamatan dan keharmonian rakyat negeri ini,” katanya.

  67. Khoo berkata, MCA dan masyarakat Cina di Sabah juga turut merakamkan penghargaan yang sama kepada Perdana Menteri dan kerajaan pusat di atas pengwujudan kawasan keselamatan khas di negeri ini.

    “Langkah ini, sudah tentu akan memberi keyakinan kepada para peniaga yang majoritinya masyarakat Cina di bandar-bandar untuk menjalankan perniagaan seperti biasa.

    “Ia juga akan memberikan keyakinan kepada para pelancong untuk datang ke negeri ini,” katanya.
