Abolish and Dismantle Parallel Government in Sabah - Jeffrey

KOTA KINABALU - “The Federal and State governments should abolish the Federal Secretary Office and dismantle the parallel government machinery in Sabah and put words into action on their recognition of Sabah’s autonomy” said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief, when asked to comment on the call to channel federal funds to the State government.

The Prime Minister had proudly announced that the 20-Points was intact during the recent GE-13 elections and acknowledged that Sabah’s autonomy was not in issue.

We call upon Umno/Federal and State governments to implement PM’s “Janji DiTepati” and start treating Sabah (and Sarawak) as equal partners in Malaysia and not treat the Borneo States as though they belong to Umno/Malaya and as if Sabah’s wealth and resources are private properties and exclusively managed by Umno.

The Federal Secretary Office (FSO) re-established in Sabah since 1990 is the equivalent of a parallel government in Sabah.  It not only humiliates the State government and treats Sabah as their step-child but also controls the purse strings and projects for Umno’s political power game.

There is no basis whatsoever to maintain the FSO more so since the State government is effectively controlled by Umno.

There should be a review of the roles and presence of the federal departments and agencies in Sabah.   Many of them are merely duplicating the roles of the Sabah government and Sabah departments and agencies so much so that they are killing the local counterparts and depriving Sabahans of job opportunities as they are usually staffed with senior and middle personnel from Malaya.

There is no necessity for Risda, Felda, Felcra, LKIM, Bernas, Mardi, Agriculture Department, MTIB, LGM and many others to be in Sabah when their roles can be handled more effectively by SLDB, Sabah Marine, Sabah Padi Board, Sabah Agriculture, Forestry Department with its Sabah Forestry Institute which is world renowned, LIGS and others.

The vision of FSO to be the prime mover towards excellence and accountability of the federal departments/agencies in Sabah ends up with a contradictory role in sidelining and killing local agencies when a more nobler objective of the federal government should be to improve and enhance performance of Sabah agencies.   Unless it is the federal intention to have the FSO at all costs and does not bother with the collateral damage of killing local agencies and depriving locals of jobs.

The presence of the FSO contradicts its mission as it being the parallel government does nothing to foster closer relations and be an effective channel between the State and federal administrations.   To better achieve this would be to share the federal government between Malaya and the Borneo States.   The FSO can never be a more effective channel than the federal Cabinet.

The PM has taken the step, more by forced circumstances than by choice to maintain his Umno/BN federal government, to appoint 11 Ministers and 10 Deputies from Sabah and Sarawak.  The next step is to have at least haif of the 34 Ministers and 27 Deputies from Sabah and Sarawak which can be done at the next Cabinet re-shuffle which the PM has pledged to do after the Umno elections later this year to accommodate more Ministers from Sarawak.

The other mission to assist and facilitate implementation of development projects more smoothly and orderly is nothing more than facilitating control of projects by Umno/Malayan leaders and their cronies.

The time has come for the Sabah Cabinet and the Sabah federal MPs to need to abandon their worship of their Umno/Malaya leaders and start thinking of, standing on its own feet and acting in the best interests of Sabah without control from its political masters in Putrajaya starting with the dismantling of the parallel government in Sabah.

This is part of the essence of STAR’s struggle and the Borneo Agenda for Sabah and wanting Sabahans to chart their own future and destiny.   Sabah can be a leading and proud nation within Malaysia once again if proper steps are taken from now.

A series of demonstrations and protest gatherings had been organised since May 8, filled with fiery speeches by those with vested interest, in effort to manipulate people’s sentiments and emotions as though this is the new style of politics in Malaysia.

The incumbent government of the Umno-led Barisan Nasional coalition – comprising Parti Bersatu Sabah (PBS), United Pasok Momogun Kadazan Organisation (Upko), Parti Bersatu Rayat Sabah (PBRS) and Liberal Democratic Party (LDP) – is campaigning on a platform of good governance which is supported by the arithmetic of rapid economic growth (about 7% cent on average) in the last 10 years of Musa’s government.

    ReplyDelete
  78. MUSA FOR BETTER SABAH

It is important for Sabah’s political economy to move on to a politics of aspirations, where people vote for a party or coalition that delivers governance.

This will force all serious political parties (including SAPP and STAR if they want to remain relevant) to contest future elections on a forward-looking governance platform in the spirit of the Malaysia Agreement within the framework of the Federal Constitution, rather than a backward- looking social engineering plank.

    ReplyDelete
  79. MUSA FOR BETTER SABAH

This time round, such reasoning undoubtedly favours the Umno-PBS combination, which is the main pillar of BN Sabah.

    ReplyDelete

But a political economy which puts governance at its centre, while still relevant here and now, may not favour the incumbent government in the future.

  81. MUSA, REMARKABLE LEADER

The leadership of Sabah Chief Minister Datuk Seri Musa Aman has shown remarkable achievements for Sabah and the people since helming the State Barisan Nasional (BN) coalition government ten years ago.

    ReplyDelete
  82. MUSA, REMARKABLE LEADER

Former deputy chief minister and former Sabah Attorney-General Tan Sri Herman Luping said Musa has plumped up the state’s reserves, revved up the State’s economic engine, pulled in mega investments and increased the competency of state government-linked companies.

“Despite the many challenges and criticisms by his political detractors, Musa has delivered,” he said in statement Wednesday.

Luping said Sabahans should be proud that the state budget had consistently increased annually since Musa took over the mantle of the Sabah BN leadership in the state.

  85. MUSA, REMARKABLE LEADER

“And, the Budget for 2013 is a massive RM4,088 billion. The biggest yet, ever made by a Sabah state government. This is an indication that there has been careful management of funds,” he said.

  86. MUSA, REMARKABLE LEADER

With careful handling of the state’s financial management, Musa accumulated the largest state reserve funds to sustain Sabah’s economy.

  87. MUSA, REMARKABLE LEADER

“This is all due to the fact that the government under him practiced sound and prudent financial management. And indeed, for this, the Auditor-General declared Sabah as the top among the states with the best record in financial management.

  88. MUSA, REMARKABLE LEADER

Sabah has been recognised with the Clean Bill over the last 12 years, Luping said.
He said for a long time, the main economic mainstay of the state was timber.

    ReplyDelete
  89. MUSA, REMARKABLE LEADER

“But, Musa realised that timber was fast depleting and the state’s source of revenue has to be diversified,” he said, adding that an economic development blue print was introduced with main emphasis on agriculture, manufacturing and the tourism sector.

    ReplyDelete
  90. MUSA, REMARKABLE LEADER

“In 2012, Sabah recorded the highest amount of private sector investment of RM10 billion,” Luping said, attributing the success to political stability and the confidence of investors in the BN government’s handling of the state and its economic development.

    ReplyDelete
  91. MUSA, REMARKABLE LEADER

“And part of this success story of Sabah’s rapid and visible economic development is also due to the close rapport of the Chief Minister and Prime Minister Datuk Seri Najib Tun Razak.

    ReplyDelete
  92. MUSA, REMARKABLE LEADER

Luping said in Sabah, it was also this cohesiveness among the component party leaders that allowed the BN to achieve the success in many fields.

    ReplyDelete
  93. MUSA, REMARKABLE LEADER

“But the strength of the BN is also due to the solid and positive leadership of Musa Aman. A strong leader is needed in the centre in Kuala Lumpur and we have this with the present Prime Minister and Chairman of the Barisan Nasional.

    ReplyDelete
  94. MUSA, REMARKABLE LEADER

“In Sabah, a strong leadership is also needed and Sabah is lucky to have Musa Aman helming the Sabah BN. His success story is also due to using “brain power” than emotion in carrying out his function to develop the state.

  96. Local Government and housing Minister Datuk Hajiji Mohd Noor has refuted claims that the State Capital would see less development just because it is now ‘held’ by the opposition.

    ReplyDelete
  97. “This is of course nonsense,” Hajiji said when officiating at Lido Avenue, a commercial and residential development along Jalan Lintas here yesterday.

Hajiji said that a local estate valuer had, in a recent statement, said now that the parliamentary seat as well as three state seats in Kota Kinabalu are under the opposition, less development including infrastructure can be expected in years to come.

    ReplyDelete
  98. He refuted the valuer’s opinion and pointed out that Kota Kinabalu is the State Capital and its residents also pay taxes.

“So whether the opposition won or we (Barisan Nasional) won, we will still look after it (Kota Kinabalu),” he stressed.

Hajiji also said that the launch of yet another high-end residential development like Mega City Development Sdn Bhd’s Lido Avenue is testimony to the good economy.

    ReplyDelete
  99. It also reflects the private sector, including housing developers, has confidence in the State Government under the dynamic leadership of Datuk Seri Musa Aman, he said adding, “The implication can only be positive”.

    ReplyDelete
  100. He pointed out, “If the economy is no good or if the private sector has no confidence in the Government, we won’t be seeing one housing project after another being launched over the last few years and I am sure there will be even more in the years to come”.

    ReplyDelete
  101. Hajiji disclosed that since 2010, 2,113 units of landed properties such as terraced houses and 2,126 units of strata titled properties such as apartments have been approved or launched in Kota Kinabalu and Penampang alone.

Some have been completed and sold while some are still undergoing construction, he added.

    ReplyDelete
  102. According to Hajiji, the steady increase in the number of apartments compared to landed properties can only mean one thing, that land for housing is increasingly hard to find in and around the State Capital and as a result, new housing projects are now being located further and further away from Kota Kinabalu and Penampang.

    ReplyDelete
  103. “Needless to say, land for housing is cheaper in the surrounding districts like Tuaran and Papar and that is why you find places like Kinarut and the Sulaman highway becoming popular sites for the housing developers nowadays.

    ReplyDelete
  104. “But this is a phenomenon which affects not just Kota Kinabalu but in every city in the world. But that may not be the only reason, the other reason is that as the standard of living improves and people are becoming more educated, more affluent and more attuned to modern living, gated or guarded communities like apartments are fast becoming a way of life now in the cities,’ he said.

    ReplyDelete
  105. Hajiji also said that the State Government believed in a free market or free enterprise system.

“We cannot ask the developers not to build more houses, we are a business friendly government. As I said earlier, any launch of a new housing project is a reflection of the private sector’s confidence in the government and the economy and our job is not to deter but to hold them.

    ReplyDelete
  106. “I would also like to assure you that the BN Government is a responsible and caring government but while the state practises a free enterprise system, the price of houses is determined by the market. This, however, does not mean that the Government does not care,” he stressed.

    ReplyDelete
  107. “I would also like to assure you that the BN Government is a responsible and caring government but while the state practises a free enterprise system, the price of houses is determined by the market. This, however, does not mean that the Government does not care,” he stressed.

    ReplyDelete
  108. He added that recently, the Sabah Housing and Real Estate Developers Association (SHAREDA), during a courtesy call, assured him that they would work hand in hand with the Government to ensure that there would be enough affordable houses in the years to come.

“Collectively between SHAREDA, LPPB and SPNB, some 15,000 units will be built over the next few years. The BN Government is doing all it can to help the rakyat,’ he said.

Hajiji also appealed to the private sector to consider lowering the prices of their property.

    ReplyDelete

I have previously written that Sapp is irrelevant. Sapp became irrelevant in BN once PBS returned to the coalition. So, it left BN to try and re-invent itself -- harping on the very autonomy they compromised -- but failed as expected. Sapp will continue to be haunted by 1994. They are yet to apologise for it.

    ReplyDelete
  183. Some people in Star used GE13 to collect money for themselves and are laughing all the way to the bank.
