Star: Musa should clarify timber deal report


KOTA KINABALU - The Sabah Chief Minister, as chairman of Yayasan Sabah, and not the Director of Forestry, should clarify the Business Times report as there seems to be more behind the purported timber deal of some 80,937 hectares (199,995 acres) to be awarded to Permaju Holdings Sdn. Bhd. by Yayasan Sabah (YS).

Datuk Dr.Jeffrey Kitingan, Chairman of STAR SABAH said this in response to the mere denial by the Director of Forestry to the news report of the alleged timber deal in the Business Times on Monday.

He complained that the Director of Forestry is being used as a mouthpiece to deflect the issue and avoid the real facts and his mere denial is out of context as the deal was reported to be with Yayasan Sabah and the CM. It is the CM who is having direct control of YS, not the of Director Forestry, hence he is the appropriate person to answer issues regarding the timber deal.

He said that many answers need to be given so that allegations of timber kickbacks like the RM40 million "donation" to Umno Sabah will not arise.

"Why should YS award such a huge area of concession and land to such a company at this time?" he demanded. "Who stands to benefit? And why are outsiders given priority in award of concession and land instead of Sabahans?

"If there is no truth to the alleged timber deal, why is the report so detailed? If the report is not true, the Government should consider suing the parties involved and lodging of the relevant reports with the police, MACC and other law enforcement bodies.

"Conversely, if the report is true, which will not be surprising, it means that the State government is selling the future of YS, the State and Sabahans and the Umno/BN State Government should rightly be voted and kicked out in the coming general elections."

He reiterated the STAR's stance that the future of Sabah lies in the hands of us Sabahans, not outsiders or Sabahans under the control of outsiders.

Ketiga-tiga perkara berkenaan adalah menyentuh bilangan kerusi yang ditandingi dan juga hubungan STAR dengan parti-parti pembangkang.

  5. Kedua, STAR sekarang ini sudah mempunyai kawasan 'teras' (core). Bagaimana pun tidak pula diketahui apa 'teras' yang dimaksudkan oleh beliau. Ia boleh jadi merujuk kepada kawasan-kawasan di mana STAR mempunyai konsentrasi sokongan yang kuat. Boleh jadi juga merujuk kepada kawasan di mana konsentrasi masyarakat adalah terdiri daripada kadazandusun murut (KDM) dan tidak semestinya menyokong STAR.

  8. Pertama, halatuju perjuangan parti STAR tidak syak lagi adalah berasaskan satu-satu bangsa, yakni bersifat perkauman. Parti ini adalah bertujuan untuk meraih sokongan dari masyarakat kadazandusun murut. Sekaligus ini adalah mengukuhkan lagi kesimpulan perbincangan sebelum ini bahawa teras perjuangan Jeffrey adalah bersandarkan kepada prinsip nasionalisme a la Apartheid.

  12. Di dalam pilihanraya umum ke 12 pada 2008, Jeffrey merupakan orang nombor dua KeAdilan Sabah, bukan cincai punya orang dan bukan orang cikai. KeAdilan merupakan parti yang bersifat majmuk (berbagai bangsa) dan mempunyai jentera serta sokongan di peringkat kebangsaan berserta semua penyokong-penyokong Jeffrey pada ketika itu. Akan tetapi keputusan pilihanraya kemudian menunjukkan KeAdilan kalah dalam semua kerusi yang ditandinginya.

  13. Sekarang ini, kita akur bahawa mungkin kerana karisma beliau sendiri semua penyokongnya bertukar menjadi ahli-ahli STAR. Akan tetapi jika diingat semula, empat tahun lepas, semua penyokongnya dengan dibantu oleh KeAdilan iaitu parti majmuk dari peringkat nasional tidak mampu memenangkan mana-mana kerusi yang ditandingi.

  15. Satu lagi keadaan yang lebih menyukarkan STAR walaupun berlandaskan perjuangan nasionalis untuk masyarakat KDM. Sekarang ini partinya, STAR cumalah satu lagi tambahan untuk parti kadazandusun murut selain dari PBS, PBRS dan Upko yang telah sekian lama bertapak di dalam masyarakat itu.

  17. Ketiga, STAR difahami hanya ingin hendak bertanding lebih sedikit daripada separuh atau kurang kawasan Dewan undangan Negeri Sabah (22 - 33 kerusi). Mungkin kerana menyedari bahawa saiz terasnya hanya sebesar lengan. STAR mengatakan hanya mahu bekerjasama longgar dengan mana-mana pembangkang selagi tidak mengacau kawasan teras mereka.

  18. Sebenarnya ini menunjukkan secara halus menunjukkan bahawa STAR dari awal lagi tidak berminat dan tidak serius hendak memerintah negeri ini. Tidak mahu betul-betul bekerjasama dengan mana-mana pihak kecuali sebagai 'equal partners'. Maksudnya 'non-commital', betul? Maksudnya juga selepas pilihan raya keadaan akan berubah menjadi 'zero sum game'.

  20. Adalah sangat mungkin untuk direnung-renungkan bahawa STAR sebenarnya cuma berharap mendapat satu dua kerusi yang sangkut (fluke) menang dari semua kerusi yang ditandingi. Dengan kerusi yang ada kemudian menggabungkan parti dengan mana-mana pihak yang menang supaya dapat menjadi sebahagian dari pemerintah.

    As a consequence, the impoverished and largely hardcore poor of Tongod lost their birthright (ancestral lands) and became ‘refugees’ on their own land, setting up ‘sulaps’ along the road bordering their stolen land, eating dust induced by passing vehicles, everyday. To add insult to injury, the mega companies that now occupy the ‘stolen’ lands, evicted them and bulldozed even their dilapidated dwellings.

    About 120 members of PKR from Mukim Limbahau in Papar are reported to have quit the party to join Umno.

    Former Papar PKR committee member Camillus Ginibun said today they were motivated to make the switch by the 1Malaysia concept which they felt took into account the welfare and development of all the races.



    “Under the 1Malaysia concept, no community including the Kadazan, Dusun and Murut, will be isolated from development.

    “All along, the development we have enjoyed was provided by the Barisan Nasional government. PKR is only good at making promises,” he said in a statement in Kota Kinabalu.

    SABAH GRABS SECOND PLACE IN SHOP AWARDS

    A TOTAL of 1,449 business premises nationwide received the 1Malaysia People’s Choice Shop Awards. Sabah won second place and winners representing 149 business premises received their awards here at Maksak Hall in Likas, recently.

    The awards formerly known as the Fair Price Shop Awards come under six categories that include consumer goods, food, gadgets, personal grooming, information and supermarket.
    Datuk Hajah Azizah Mohd Dun, Minister of Community Development and Consumer Affairs who officiated the event said the 1Malaysia People’s Choice Shop Awards were created to identify, assess and acknowledge business premises that sell goods at reasonable prices.

    "The awards are intended to motivate the traders around Malaysia to improve the quality of the goods that they sell as well as improve their services. The aim is also to encourage shop owners to provide conducive premises for customers," she said.

    (1) The enormity of the alleged extent of illegal felling (1 million m3) could not have escaped the attention ofthe world at large. A well stocked forest of 20,000 hectares badly logged because of illegal felling would have been easily detected by satellites and attract the attention of NGOs, environmentalists and the communities living nearby. No way could have such acts be committed and passed without notice. Unless and until the burden of strict proof is shown the allegations are baseless and untruths.

Thisbold decision was made despite the enormous hnancial implication — loss of potential revenue of at least RM4 billion.   111. (8) The area of TPAS (Totally protected areas) reserves in Sabah is now reaching 1.3 million ha. or about 20% ofSabah’s total land area, even exceeding the IUCNstandard of10%. The latest addition is about 180,000 ha — the 55,000 ha. wildlife corridor linking Maliau Basin, lmbak Canyon to Danum/Ulu Segama and the re-classification of Ulu Segama (130,000 ha) to total protected status. lt must be put on record that the leadership ofthe current Chief Minister Datuk Seri Musa Haji Aman, has seen the greatest extent of TPAS expansion in the history of Sabah, despite enormous opportunity cost of conservation.

(10) The planned drop in forest revenue is also a deliberate strategy to ensure that the forests are given a chance to recover (about RM150 Million/year today as opposed to RM500 Milion — RM1 billion in the forest) and the stocks are rebuilt again in the next 20 years and this will benefit those generations to come. It would have been too easy to liquidate more forest for revenue solely and to abandon conservation and raising standard in the short term. If such a policy was pursued then there will be absolute depletion in the future. This is commonly known in economic as "The Tragedy Of The Commons".

A gullible audience would have stopped buying timber (most valuable resourse financially in a forest) from Sabah, rendering the rainforest and the SFM efforts worthless and of no economic value. Once rainforest have no more economic value and the timber therein unsaleable, in the rainforest of continuing socio-economic, development, then they will be threatened by alternative land uses. If SFM and conservation no longer sell or bring benefit to society, then there will inevitably be dropped as policies, despite the progress painfully gain over the years.

    Sekiranya kita melihat kepada statistik pendapatan negeri untuk tahun 2011, Sarawak menduduki tempat pertama dengan RM6.6 bilion, diikuti oleh Sabah pada tempat kedua dengan RM4.4 bilion, Selangor di tempat keempat dengan RM1.6 bilion dan Pulaiu Pinang di tempat ketujuh dengan RM602 juta.

      Untuk tempoh lima bulan pertama pada tahun ini, eksport negeri terus berkembang pada kadar 7.2 peratus dengan nilai mencecah RM20.7 bilion, manakala import pula telah meningkat pada kadar 30 peratus dengan jumlah mencecah RM16 bilion. Pertumbuhan tinggi tersebut mencerminkan pelaburan besar oleh sektor swasta iaitu sebanyak RM10 bilion pada suku tahun pertama tahun ini yang mana ianya juga merupakan pelaburan swasta yang tertinggi di Malaysia.

    Kita beri bonus dan kenaikan gaji kepada penjawat awam kerana kerajaan ada cukup kewangan untuk bayar gaji dan bonus kepada kakitangan awam. Bayangkan, kerajaan negeri Sabah membelanjakan sekitar RM700 juta setahun untuk bayar gaji kakitangan awam negeri. - Musa Aman
