KOTA KINABALU - “The Federal government should let Sabah decide on the use of development funds instead of making decisions on extravagant multi-hundreds of million projects in Putrajaya without in-depth knowledge of local conditions and requirements”said Datuk Dr. Jeffrey Kitingan, STAR Sabah Chief, when asked to comment on the call to channel federal funds to the State government.
The federal government should not play politics with federal funds and try to leverage the decision of award of projects and use of the development funds. These funds belong to the people of Malaysia and the Umno/BN government is merely the government of the day and trustees and custodians of these funds.
It is only appropriate that all federal funds be channeled to the state governments regardless whether they are opposition or BN-controlled. As for development funds meant for Sabah, much of these funds are contributed by oil revenues and other federal taxes from Sabah. In addition, the Sabah State government is controlled and monopolized by Umno.
Taking away the decision on development projects from Putrajaya will reduce the political play by the federal government and Umno as well as reduce corruption at the federal level at the expense of poor quality projects in Sabah.
Currently, it is alleged that all Sabah projects are decided in Putrajaya and given to Umno Malaya cronies and Malayan main contractors. By the time these projects are sub-contracted out locally, the cream has been taken leaving only crumbs for Sabah sub-contractors. This corruption is probably the biggest reason why projects are poorly constructed in Sabah due to cutting of corners arising from reduced pricing since the main profits have been creamed off.
More importantly, when entrusted with the management of the development funds, the State government can chart Sabah’s own development course to meet local needs and requirements which are very different from those in Malaya. There is an urgent need to provide clean treated water, provide affordable homes, sanitary and healthcare as well as the sealing of rural roads where the locals have endured 49 years of poor accident-prone roads and higher maintenance costs of vehicles but also dust from the numerous gravel roads.
Sabah do not need RM500 million dams like in Tambatuon and Kaiduan but many small-scale water treatment plants all over Sabah to provide clean treated water especially in the rural and interior regions.
With the award of projects in Sabah, corruption by Malayan Umno cronies will be cut down and for the same amount of funds, more and better projects with higher quality can be built in Sabah, not slip-shod and creamed-off cut-corner construction as now.
Sabah has suffered long enough for the past 49 years with low or non-existent prioritization of Sabah’s development needs which all this while have been decided in Kuala Lumpur without in-depth knowledge of the local conditions. The time has come for Sabah to chart and undertake its own development and progress.
The new Sabah Cabinet and the Sabah federal MPs need to abandon their worship of their Umno/Malaya leaders and start thinking of and doing the right thing to restore Sabah’s position and chart Sabah’s own development and future without relying on their political masters from far across the South China Sea.
These development funds are contributed largely by the rich and abundant resources and revenues from Sabah to the tune of RM40 billion annually. If every State contributed the same amount, Malaysia do not need to wait until 2020 to achieve developed nation status.
These Sabah revenues and development funds meant for Sabah should not be treated as personal properties of Umno/Malaya or the federal government or Sabah be treated as a step-child as Sabah certainly does not belong to Malaysia as said by 2 federal ministers recently.
It is regrettable that the people of Sabah failed to see the genuineness and sincerity of STAR’s struggle for Sabah and wanting Sabahans to chart their own future and destiny. Sabah can be a leading and proud nation within Malaysia once again if proper steps are taken from now.
Deletesudah terbukti pemerintahan BN disokong rakyat.

MUSA BIJAK KAWAL KEWANGAN SABAH

“Australia already has oil and gas companies like ROC Oil and AWE Ltd in business in Malaysia, so I am sure we can provide the assistance to develop Sabah’s oil and gas industry,” she said at a briefing on the latest developments of Sabah’s oil and gas industry here yesterday.

Austrade’s Senior Trade Commissioner for Malaysia and Brunei, Susan Kahwati said the enforcement of the Malaysia-Australia Free Trade Agreement (MAFTA) effective Jan 1, 2013, would further integrate the Australian economy into the fast-growing Asian region.
“Malaysia is Australia’s third largest trading partner within the Asean region with two-way trade worth about RM55 billion in the 2011/12 financial year.

According to Yayasan Sabah Group deputy director cum executive chairman/chief executive officer of Petrosab Logistik Sdn Bhd, Datuk Dr Johan Arriffin Datuk Abdul Samad during a briefing on the latest development of oil and gas industry in Sabah yesterday, it was a fact that Sabahans lacked exposure in the field of oil and gas and hence, should partner with foreign oil and gas companies that are more experienced.

By doing that, locals can enhance their capability in the field, he said, adding that without such an arrangement, it would be very difficult for them to break into the Sabah oil and gas arena and be entrusted with projects by Malaysia’s oil and gas company, Petronas.

“We are looking for partners like Roc Oil so that we can enter into upstream industry. And Australian companies have longer exposure in the field. Additionally, they also have good financial standing and are more capable of taking risks,” he said.

During a question and answer session held later, Dr Johan was told by Datuk Adeline Leong, a participant at the event, that a hand holding endeavour with Petronas should take place to raise the level of competencies of contractors in Sabah in the oil and gas sector.
“How can we compete with other contractors in the field when we are not even given any chance?” she questioned.
Dr Johan replied that Petronas does have a hand holding programme — a vendor programme — and such an opportunity to take part in it was never given to Sabah.
“They did it with Sarawak,” he said.
At the same time, Dr Johan also lamented that Petronas was not giving priority to Sabahans. “They don’t rank Sabahans highly,” he said.

Dr Jeffrey should consider all and alternative points of view. How can he shut himself off from the people and decide on everything surrounded by a small group of people when their advice is suspect?
How can C.K. Low help on media when he's not a subject matter expert? He doesn't know the difference between reporting and editorialising. He doesn't write to express but impress for no rhyme or reason. He doesn't say what he means and doesn't mean what he says. He goes all over the place. He doesn't know whether he's coming or going. Having said that, would the perjuangan be about compliance -- barking up the wrong tree - even though there was no Referendum or about the restoration of sovereignty?

ReplyDelete“Kalau dah semua baik kenapa mesti ubah. Mereka cakap kena ubah sebab BN parti dah tua.
“Kalau bandingkan Perdana Menteri (Datuk Seri Najib Tun Razak) dengan (Penasihat Parti Keadilan Rakyat) (Datuk Seri) Anwar Ibrahim siapa lagi tua. Bandingkan dengan Karpal Singh (Pengerusi DAP) siapa lagi tua. Bandingkan dengan Nik Aziz (Menteri Besar Kelantan Datuk Nik Abdul Aziz Nik Mat) siapa lagi tua. Datuk Najib lagi muda,” katanya.

ReplyDeleteOne cannot help feeling tickled with the poll predictions that the media toyed with before the results of the Batu Sapi Parliamentary elections came pouring in. Most of them were far off the mark. Sometimes, the media would do well to look into the mirror and accept how poorly prepared it is.
History Grants Musa Aman An Opportunity in Sabah
ReplyDeleteEven in Sabah where the majority is illiterate, unemployed and poor, voters can vote for change and hold out a candle of hope for democracy. The golden rule in old-fashioned journalism of yesteryear’s was that if a journalist had his ear to the ground, he would hear the tremors. But in the age of Google and Facebook, the way most journalists get information has changed.
History Grants Musa Aman An Opportunity in Sabah
ReplyDeleteMore than anything else, the Batu Sapi Parliamentary election screams at journalists asking them to see beyond stereotyped valuations of sociology, race prejudices and ideology. Politics can often teach us simple truths about how truth is what someone somewhere wants to hide and the rest is all advertising.

ReplyDeleteBut journalists went around quoting Anwar Ibrahim and Taiko Yong Teck Lee and pretended it to be analysis. After all, both had mastered the art of offering unsolicited election arithmetic in the last twenty years.

ReplyDeleteTaiko Yong Teck Lee, the rich kid from Lahad Datu who kept talking of how he was just a lawyer, learnt new lessons when the results came pouring in. He could not use “Sabah for Sabahan” battle cry anymore to win elections as the poor wanted change.
ReplyDeleteAt this juncture, Musa stood and said: “Do you know the numerous poverty eradication schemes we have initiated? Have you bothered to find out?

ReplyDeleteThey wanted development, roads, schools, employment, law and order. Taiko Yong Teck Lee gave them none of these when he was Chief Minister. The investment that he started with his buddy Datuk Ambrose Lee for Sabahans – ‘Saham Amanah Sabah’ or SAS – got him into international headlines as he advertised himself as so caring for the needs of Sabahans, has been in shambles.
ReplyDelete“Have you visited the rural areas, the villages where we have these programmes going? If not, you are naive.”

ReplyDeleteOnce the ink dried on the headlines, he was not bothered, the shares became worthless papers. When he was out as Chief Minister because of the rotation, he was out because of the Likas Election Petition, foisted his friend, Tham Nyip Shen, within minutes. There are many miracles in Sabah politics, but this had no parallel.
History Grants Musa Aman An Opportunity in Sabah
ReplyDeleteThere is no politician in Sabah who used the media like Taiko Yong Teck Lee did. With his typical buffoonery, he attracted both the print and electronic media who ate out of his hands. His shirt, his “stylized” hair cut, his sideburns, his deliberate regional accent, all were lapped up. His rustic jokes and pranks were blown up by the media showing him up to be a lovable people’s leader. The media almost showed him as a social engineer whose only passion was social justice for Sabahans.
Answering another supplementary question earlier from Datuk Seri Wilfred Bumburing (PKR-Tamparuli), Musa said the state government had no intention to do away with issuance of community titles for rural communities instead of conventional titles.
ReplyDeleteHe said communal titles enabled rural folk to own the land they had been occupying and hand it down to future generations without being able to sell them.

ReplyDelete“This is important. The practice of successive state governments – Usno, Berjaya and Parti Bersatu Sabah – was to give out individual titles and much of the land ended up in the hands of big companies and towkays.”
ReplyDeleteResponding to Wilfred’s original question, he said 8,115 individuals had so far benefitted from the issuance of 62 communal titles involving 33,420ha of land at 155 villages.

ReplyDeleteBut, fifteen years down the road, the state of Sabah was appalling, until Musa aman came into the picture when he was Sworn-In As Sabah’s 13th Chief Minister 27 Mar 2003. It is the poor who have no say while the rich and the politically connected, run a diktat. So do illegals who have gotten Malaysian identity cards compliments to Mahathir, criminals, timber thieves, gangsters and political touts. Sabah’s per capita GDP in 2009 was just RM. 14830 when it is RM. 29569 for Penang.

But after Musa Aman took over the state everything changed, its better now a world of difference. ReplyDeleteIt is not that Kuala Lumpur ignored the reality of Sabah. There were reports, but not enough. Unless KL politicians travel and live in the interior with the natives, there will only be superficial reports that are basically hearsay of planted stories by vested interests.
History Grants Musa Aman An Opportunity in Sabah
ReplyDeleteMusa Aman’s assurance that he will change the focus in Sabah from politics to economics and development, is heart warming to say the least. He has raised millions of hopes not only in Kota Kinabalu but every corner of Sabah since 2003. He will now have to work against all odds to get to change the way we all see and feel about Sabah.

ReplyDeleteIt is now pointless for political pundits to sit in air-conditioned office and proclaim that the phantom voters and illegals was responsible. Or some ridiculous analysis. We must accept this truth.

ReplyDeleteI had interviewed Late Pitting Ali just outside his sprawling house and he asked me counter questions to every question asked. There was arrogance in his voice as he mocked every question that came from the feeling that an illiterate and poor populace would never have the courage to stand up and show him the door. Typical USNO mentality.

ReplyDeleteMusa now has to put the fear of law into those who thought it was land that was created for illegals. He will have to inspire the bureaucracy that has been numbed by years by the Federal.
