Poorly planned assistance allowance

TAWAU: Member of Parliament for Tawau, Datuk Chua Soon Bui, said the BN Government seemed to be late in realizing the problems and burden faced by parents of school-going children having to cope with the increasing education costs especially on buying extra assistance text books this year November before the commencement of next year’s school term in January.

She said being parent herself, she sympathized with the parents especially those with many school going children.

“If the Government is sincere on assisting the parents, it should plan early and seek for extra allocation for pupils or students assistance allowance earlier in the year and to be disbursed by the end of the year before schools re-open in January 2012,” Chua stressed.

Chua was responding to the issuance of RM100 to pupils in some of the primary schools as highlighted in some of the national Chinese newspapers .  It was reported that 5.5 million students from Year One to Form Four will receive the assistance allowance.

She was taken aback when heard that Budget 2012, tabled by the Prime Minister on 7th October 2011 is still currently under debate at its committee stage, and urged the Education Minister, Tan Sri Muhyiddin Yassin, who is also the deputy Prime Minister to clarify to the Parliament on the matter.

The back bencher MP will be only debating on the Ministry of Education, committee stage next week on 16th November 2011. She urged the Minister to explain why he allowed the Ministry to disburse part of the budget allocated for the Ministry before the Parliament has approved the budget.

She said even after the Lower House has approved the budget, it has to be debated and approved by the upper house of senate and submitted to The King for final approval before any funding can be utilized.

She said although BN government has the majority in the Parliament, but does it mean that the Minister of Education can overrule the Parliament and its proceeding.

“Whether it is an abuse of power or/and is it a disrespect to the parliament and to the Chair?” she asked
She said it also showed that BN Government does not focus on the welfare of the people seriously but only doing it for the sake of facing the coming election.

  1. Whatever assistance from UMNO only a window dressing and with selective prejudice.

UMNO must be kicked out from Sabah for good.

  2. This another way of buying voters and is very efective especially to the rural folk. During the 2008 election they disburse milions of money known as BUKHARI's assistance to the students in rural schools just a few days befor the election day.
