Teachers' shortage long overdue

KOTA KINABALU, Mar 23, 2012: Sabah Progressive Party (SAPP) Member of Parliament Datuk Chua Soon Bui, said that She is disappointed that the Ministry still couldn't identify the root cause of why the shortage of Mandarin trained teachers is getting critical after 20-30 years.

"It is very unconvincing when the Minister said that the posting of non-mandarin trained teachers was a misunderstanding despite of many years of complaints and appeals by the Chinese schools and Chinese associations."

"It is further misleading when he said ( written reply a question in Parliament ) that his ministry has dispatched 19,282 teachers to fill 7,744 vacancies in the Chinese Primary -schools, ie with a over-supply of 11,538 to the Chinese schools nationwide.

"This is further evident that the Ministry is ignorant on the root causes requirement of training enough Mandarin teachers, and a mismatched of trained teachers to the requirement. It has been made known from the very beginning that there is no point to dispatch teachers who don't speak Mandarin to the schools.

In a written reply to Datuk Chua, the Ministry has admitted that 45 out of the total of 83 Chinese primary schools in Sabah, ie 54% are still faced with the shortage of Chinese teachers. She urged the Ministry to allow school principals or school boards to recruit qualified relief teachers and to be paid by the Ministry on such shortages. It should be done until such time that the Ministry has trained sufficient Chinese teachers.

It is only appropriate since the shortages of Chinese teachers is a long overdue issue which have caused burden and pressure on existing teachers as many are over-worked trying to maintain the standards of the Chinese schools.

"It is beyond compromising that among the 1,289 Chinese primary schools nationwide, there are 766 non-mandarin trained principals and senior teachers (assistant principals) occupying the posts.

She said although the Ministry has taken actions on redeployment, "Additional Option program in Intervention" and approved 1,848 interim teachers in Chinese primary schools and 128 interim teachers in Tamil primary schools, such actions are just for interim measures. She urged the Ministry to take long term and drastic measures to solve the root causes of the problems.

    The teaching standards in Chinese primary schools are under threat even as the Education Ministry continues to send them under-qualified teachers.

    The federal government should stop sending non-Chinese literate teachers who have “not even passed UPSR-level Chinese subjects” to teach in Chinese primary schools in Sarawak.

    According to Sibu MP Wong Ho Leng, sending non-Chinese qualified teachers to these schools will seriously affect the teaching standards in the state.

    “I am given to understand that 29 headmasters, 39 assistant headmasters and 287 teachers who do not have Chinese qualifications are sent to serve in Chinese primary schools in Sarawak.

    “Most of these teachers did not even pass UPSR’s Chinese subjects.

    “This cannot be right. The government must ensure that headmasters who are sent to serve in Chinese primary schools must pass the Chinese subject in SPM.

    “With headmasters and teachers not knowing Chinese, it is no wonder that I have received frequent complaints that some headmasters had been discouraging students from taking Chinese subjects, or even if they do, not to sit for exams for fear that they will pull down the school results.

    “This has become a serious problem in many schools in Sarawak and the education ministry must look into it to right a wrong to the Chinese community, ” said Wong who is also state DAP chairman.

    Debating the royal address in Parliament, he said that the current practice was “not conducive to educational development” and unacceptable to the Chinese community at large.

    “The practice of sending teachers without Chinese qualification to Chinese primary schools will severely affect the teaching standards and administration of these schools, ”

    “It is not conducive to educational development, especially when it is well accepted that Chinese schools contribute tremendously to national development.

    “The fact that there are 355 teachers who are non-Chinese qualified are teaching in Chinese schools means that there is a shortage of this number of teaching staff in Sarawak.

    “The government should rectify this situation immediately,” he said.

    UEC, why no approval?

    Alluding to the needs of the Chinese community in Sarawak, Wong said that it was time that the government realised that 222 of the 1,294 Chinese primary schools in the country where situated in Sarawak.

    “I believe it is only fair for Sarawakians to demand that 20% of education allocations be provided to Chinese primary schools in Sarawak,” he said.

    While he welcomed the government’s decision to recognise qualifications from 146 universities from China, he questioned its hesitance to approve the Unified Examination Certificate (UEC) issued here.

    “This is good news. But I want to know why the government is not recognising the Unified Examination Certificates (UEC) which is recognised by the universities in China for the purpose of admission into university?” he asked.

    Comment: UMNO deliberately needles the Chinese and if they do not resist they will do more stage by stage to impose their Nazi ideology. Over 48 years the non-Malays letit happened under the mistaken belief of exercising tolerance and forbearance towards UMNO Malay supremacist until it flooded Sabah with illegals and stripped its wealth.

    So let us not stop blaming but also start taking action to defend and restore what has been lost!

  9. look at the Chinese people in this country.. is there any Chinese could not speak in mandarin? since there is no Chinese that could not speak in mandarin, then I assume that the shortage of Mandarin trained teachers is not critical..

  10. The government has never sidelined national-type Chinese (SJKC) and national-type Tamil (SJKT) schools, and in fact is always working at solving problems faced by these schools including the shortage of teachers.

  11. Deputy Education Minister Dr Puad Zarkashi said the government had already solved the teacher shortage problem faced by the SJKCs and SJKTs by placing temporary teachers at these schools.

  12. The Education Ministry have called the stakeholders including the United Chinese School Commitees Association of Malaysia (Dong Zong) to give their opinions and they needn’t hold a demonstration, as a solution to the problem has been found.

  16. Puad said Dong Zong should not have held the protest gathering as the problem was being sorted out with a short-term solution and the government was also looking for long-term solutions.

  19. On the same problem at the SJKTs, he said it was expected to be resolved by the year-end when 80 trainee teachers who complete their studies at the teacher training institutes would be filling a large portion of the 107 vacancies.
