SAPP: Provide solution on Cabotage!

KOTA KINABALU - Sabah Progressive Party (SAPP) Secretary General Datuk Richard Yong challenged the Minister of Industrial Development Datuk Raymond to provide a solution to resolve the issue of Cabotage policy which is impeding the industrial development in Sabah.

The Cabotage policy responsible for the higher shipping cost resulting in the higher material cost had taken away the competitive edge of Sabah and hampering the development of industries in Sabah.


According to the report of The Federation of Sabah Manufacturers (FSM), factories in Sabah have no choice but to relocate to elsewhere due to high cost of production brought about by the unfavorable cabotage policy.

Richard Yong pointed out that the Federal Minister of Transport Dato Seri Kong Cho Ha's response denying the cabotage policy is the main cause of high cost of materials showed that the BN Federal Government is not prepared to abolish this policy which works to the disadvantage of Sabah.

"As a Minister of Industrial Development for Sabah, Datuk Raymond Tan has the responsibility to explain to the people on how he proposes to counter the ill effect of the cabotage policy since the duty of his ministry is to attract investors to the Sabah especially to the Kota Kinabalu Industrial Park (KKIP). What had he done to resolve the problem of high production cost faced by the Sabah factories?"

Richard stressed that the original intention of the KKIP is to attract local entrepreneurs and foreign investors to set up factories in Sabah and to create job opportunities for our youth. It seems that the Federal Government is not so concern with the industrial development in Sabah.

"Worse still, the State government is so subservient to Federal control and domination that business communities in Sabah still have to suffer under the cabotage policy.

"Thirty two years of protection and privileges given by the Federal government to the few shipping companies is really long enough! It is time to look at the development of Malaysia fairly although we are divided by the South China Sea!

Richard said "Raymond Tan should buckle up as the Minister in charge of industrial development. The minister must not deviate from industrial development to housing development by allocating large chunk of land in the KKIP area for housing development instead of factories."

KOTA KINABALU: Setiausaha Agung Parti Maju Sabah (SAPP) Datuk Richard, Yong mencabar Menteri Pembangunan Perindustrian, Datuk Raymond Tan memberi jalan penyelesaian kepada isu dasar kabotaj yang menjelaskan pembangunan perindustrian di Sabah.

Dasar itu bertanggungiawab ,terhadap kos perkapalan lebih tinggi menyebabkan kos bahan lebih mahal seterusnya menjejaskan daya saing Sabah serta pembangunan industri di negeri ini.

Dalam satu kenyataan di sini pada Rabu, Yong menegaskan, penafian Menteri Pengangkutan Datuk Seri Kong Cho Ha bahawa dasar kabotaj menjadi punca utama kos bahan yairg tinggi menunjukkan Kerajaan Barisan Nasional (BN) Persekutuan belum bersedia untuk memansuhkan dasar ini yang merugikan Sabah.

“Sebagai Menteri Pembangunan Perindustrian untuk Sabah, Datuk Raymond Tan, mempunyai tanggungjawab untuk menjelaskan kepada rakyat apa cadangan beliau untuk menangkis keran buruk dasar itu kerana tugas kementeriannya adalah untuk menarik pelabur ke Sabah terutamanya ke Taman Perindustrian Kota Kinabalu (KKIP).

“Apa yang telah dilakukannya untuk menyelesaikan masalah kos tinggi pengeluaran yang dihadapi oleh kilang-kilang Sabah?” tanya beliau.

Beliau menekankan, tujuan utama KKIP adalah untuk menarik usahawan tempatan dan pelabur asing untuk membuka kilang di Sabah dan untuk mewujudkan peluang pekerjaan kepada belia tempatan.

“Nampaknya Kerajaan Persekutuan tidak begitu prihatin dengan pembangunan perindustrian di Sabah.

  1. Tu la... Bila permintaan peribadi tidak dapat, rakyat di batu api... YTL dulu masa jadi CM apa yg dia buat.. 2 tahun jadi CM.. tahun pertama, masuk poket dulu cepat2, tahun kedua, cover semua lobang supaya tidak kedapatan... Nanti jadi CM balik,... masuk poket dulu la... tapi ni kali lama2 pun ok..

    Sekarang kau bising2 la... masa dalam BN ada SAPP bangkit issue rakyat?? IC palsu?? cuma bila kau keluar saja baru mau jadi hero.. Perkara ni bukan berlaku bila kamu keluar BN.

    1. Why blame YTL and SAPP when all the problems in front of you are not resolved by a all strong BN in Sabah. BN has 2/3 majority in Sabah, what are they doing for Sabah??? Simple problems also can not solve!!

    4. It is important to voters to choose wisely in the next general election, the country needs a proven administration to deal with domestic, regional and global issues. Don't give the country away to the wrong hands because you will be in trouble. Govt had worked through many domestic, regional and global issues and these translated into social and economic development for the country.

  2. SAPP sudah banyak kali bangkitkan isu pendatang haram di Sabah, sampai itu Badawi rasa tidak senang tapi tidur dalam persembahan powerpoint oleh sAPP. Undilah SAPP untuk perjuangan orang Sabah...kalau tidak, mampuslah harapan orang Sabah,,,,betul kata saya.

    1. Please respect the democratic rights of all the Sabahans, they have the choice to vote whichever party they please and it doesn't necessary have to be SAPP. Democracy is dead when people can be 'ordered' to vote a party against their own judgement.

The Cabotage policy has its own purpose, but some of the points have indirectly cause the cost of goods to increase, hopefully the Cabotage policy will be reviewed by the Federal Government so that those policies that are no longer relevant will be eliminated. FSM President Wong Ken Tau said he is confident the Federal Government will be able to solve this matter.

    9. Datuk Wong Ken Thau met VK Liew when he was minister of international trade, but sadly, VK Liew could only offer sympathy. Our Sabah Ministers in Federal are quite useless. If Federal Government wants to be fair to Sabah it is easy.Fed G subsidized hundreds of millions to the road toll companies so that west Msians could enjoy good road and minimum cost.
      What about Sabah???
      Some Sabah leaders are only puppets. Sad Sad Sad. At least SAPP has the gut to fight for Sabah.

  12. Govt was fully aware of complaints that the policy was stifling the State economic growth, particularly in the manufacturing sector. Govt want every part of the country to grow economically and that is why the ministry need to look into these issues.

  22. Mengenai dasar ini rasanya kerajaan akan mencari jalan yang terbaik bagi memastikan rakyat tidak terbeban. Mungkin kita kerap dengar akan masalah polisi kabotaj ini menyebabkan harga dua kawasan ini berbeza tapi kita perlu tahu juga apa yang berlaku sebenarnya. Maka kita harap kerajaan akan menjelaskan mengenai perkara ini.
