SAPP: Water villages can be developed into tourist attraction


KOTA KINABALU - Sabah Progressive Party (SAPP) said the water village of Sembulan and Tanjung Aru would be up-graded to be like what they have in Brunei, well organised, clean and safe. Some houses in the water village could become choice homestay for tourists.

Datuk Richard Yong said, "With proper and follow-through development, Tanjung Aru and Sembulan water villages could be developed into a popular tourism area."

Richard, who is the Chairman of SAPP Tanjung Aru CLC, was making his routine rounds at the Tanjung Aru and Sembulan area together with members of Tanjung Aru SAPP getting feedback from the people living there.

The villagers voiced their worries and fear especially during time of monsoon season when there are thunderstorms and strong winds.

 They said they are literally having sleepless nights when heavy rain came along with strong wind like what has been happening recently and some rooftops had been blown off by the wind. "We are having a hard life here," they said.

They also lamented that the development by the government is haphazard and never properly completed. It had taken a long time for the concrete bridges to complete but with lamp posts which don't light up, so the lamp posts stood there as a useless decoration like the so-called community leaders.

One resident by the name of Lamit said, the environment that they are living in has nothing to envy, the houses are not stable and unsafe, not properly arranged and closely built. They have to repair wooden bridges by themselves and still a lot of the wooden planks have got rotten and the bridges are shaky and unsafe. Fire hazard is another high risk they are facing.

"The rubbish is another 20-year old story, whenever a new Mayor came to visit together with the YB, they would condemn the people for causing the rubbish as if the government and authority has got no responsibilities over this issue. There was no improvement at all.

"The presence of many foreigners living in the area most probably because of cheap rental is posing social and security problems, said Lamit.

"We want to see some positive and consistent actions without waiting for the forming of RCI which is much discussed without time frame. We want to see real improvement to our living condition and to be treated as a human with dignity," said one old woman.

Richard, who is also secretary-general of SAPP, assured the residents of Tanjung Aru Lama (water village) that SAPP government will make it a point to organise the water village taking Brunei water village as model.

"Medium and long term programmes to be implemented to keep the area clean to enhance and uplift the environment and surroundings. The place will be conducive for living and even be promoted into a choice for homestay.

"With political will and proper planning, Tanjung Aru area will definitely be a popular tourism area with creation of business and job opportunities and economic activities to improve the income of the local people," said Richard.

Richard also stressed that SAPP as a local political party is determined to make Tanjung Aru a better place for the people and urged the residents there to be forward-looking and bring about change together.

      NOTE THAT THE PHILIPPINE CLAIMS IS LIMITED ONLY TO THE EASTERN PART OF SABAH AND NOT THE WHOLE. THE MAIN PART OF SABAH WAS ACTUALLY CEDED TO BRITAIN IN THE LATE 19TH CENTURY...

      THE Philippines has long since lost its right to any claim at least 300 year as ago when Sabah was traded by other nations like a commercial item.

      Philippine claim is made through the Sulu Sultanate which was a granted parts of Sabah territory by the Burnei Sultanate which granted rights to the North Borneo company.

      If it has a claim it could bring it to the UN but the Philippine politicians are just stirring this issue for their own popularity game.

      It is a shame that we are still so pathetic and helpless to think we need a big brother to protect us. We can be independent and if desired have defence agreement with the Big Powers to assist us in such issues (preferably not).

      Sabah can afford to build up a strong defence force with its wealth.

      So do not let a "foreign ivasion threat" frighten us or hold us back from gaining independence.

      The foreign invasion big scare was one unfair tactic used by Britain and Malaya to pressurize us to accept their Malaysia proposal in the 1960s. They said being in Malaysia would give us the security from foreign invasion.

      And what did we get? Malayan "protection" which is really foreign invasion and occupation. Most of us didn't know this as it happened so fast! Sabah was "independent" on 31 Aug 1963 and incorporated into Malaysia on 16 Sept 1963. Only 16 days when you woke up to the Malayan invasion!

      Britain could have let Sabah and Sarawak be independent and agree to provide temporary protection until we build up our armed forces. It is an unfortunate error of our leaders not to think of this forceful argument for independence and got sucked into the belief that we get security inside Malaysia.

      This security argument is lie because Malaya allowed Filipinos and Indonesians to invade Sabah and Sarawak for its own sinister purposes.

      Britain wanted to consolidate its colonial interests in a fast de-colonising world and Malaya UMNO had expansionist inhibitions and saw Malaysia as an opportunity to annex Borneo territories like Indonesia annex Papua n 1963.

      British cold colonial calculations coincided with Malayan territorial ambitions.

      It is not easy just to invade a country if the people are determined to resist.

      Look at how the USA tried to invade North Vietnam but failed even though it was the greatest military power of the era. China invaded Vietnam and got beaten back. USA also invaded Afghanistan and it is a stalemate. Now it cannot get out fast enough.

      Why? When the people resist you cannot impose your will so easily.

      So let us not be bamboozled again asd in 1960s by the foreign invasion argument!

      Let us unite for our independence outside Malaysia!

      The Sultanate of Brunei began after the ruler of Brunei embraced Islam....

      During the reign of the fifth sultan known as Bolkiah between 1473–1524, the Sultanate's thalassocracy extended over Sabah, Sulu Archipelago and Manila in the north, and Sarawak until Banjarmasin in the south.[12] This was during the period when the Sultanate was in its 'golden era'.[citation needed]

      In 1658, the Sultan of Brunei ceded the northern and eastern portion of Borneo to the Sultan of Sulu in compensation for the latter's help in settling the Brunei Civil War in the Brunei Sultanate. The Sultan of Brunei continued to loosely govern the west coast of Sabah. The Brunei Malays began settling in this region during this period.[citation needed] In 1749, the Sultanate of Borneo ceded southern Palawan to Spain.[13]
      North Borneo

      In 1761, Alexander Dalrymple, an officer of the British East India Company, concluded an agreement with the Sultan of Sulu to allow him to set up a trading post in the region. This plan, together with other attempts to build a settlement and a military station centering around Pulau Balambangan, proved to be a failure. A map by Dalrymple of North Borneo is exhibited in the National Museum of Scotland. There was minimal foreign interest in this region afterward and control over most parts of north Borneo seems to have remained loosely under the Sultanate of Brunei.

      In 1846, the island of Labuan on the west coast of Sabah was ceded to Britain by the Sultan of Brunei and in 1848 it became a British Crown Colony. Labuan became a base for British operations against piracy in the region.

      In 1865 the American Consul General of Brunei, Charles Lee Moses, obtained a 10-year lease over North Borneo from the Sultan of Brunei Abdul Momin. Ownership was then passed to an American trading company owned by Joseph William Torrey, Thomas Bradley Harris, and some Chinese merchants. They set up a base and settlement in Kimanis and the Sultan of Brunei appointed Torrey as "The Rajah of Ambong and Marudu". His fortress "Ellena" was located in Kimanis with hundreds of Iban trackers led by Lingkanad. Torrey returned to America in 1877 and died near Boston, Massachusetts, in March 1884. The rights of the trading company were then sold to Gustavus Baron Von Overbeck the Austrian Consul in Hong Kong, and he later obtained another 10-year renewal of the lease. The lease was subsequently converted into a cession via a treaty which was signed by the Sultan of Brunei Abdul Momin. In the treaty, the Sultan appointed Overbeck as "Maharajah of Sabah and Rajah of Gaya and Sandakan." The treaty granted Overbeck the right over whole region of Sabah, including parts purporting to be the dominion of the Sulu Sultanate including Sandakan and Tawau. The treaty was signed on December 29, 1877 at the Brunei Palace.[14]

      On the east coast of North Borneo near Sandakan, Overbeck and William Cowie, on behalf of Dent's company,[citation needed] negotiated and obtained a lease in perpetuity from the Sultan of Sulu over its holdings in this region in 1878. This lease was signed on January 22, 1878 in the palace of the Sultan of Sulu.[15] The lease would later be the subject of dispute by the modern republic of Philippines regarding the sovereignty of the state of Sabah. The rights were subsequently transferred to Alfred Dent, who in 1881 formed the British North Borneo Provisional Association Ltd.[citation needed] In 1881, the British government granted the British North Borneo Company a royal charter. William Hood Treacher was appointed the first British Governor of North Borneo.

      In the following year, the British North Borneo Company was formed and Kudat was made its capital. Beginning 1882, the Company brought in Chinese people mainly Hakkas from Guangdong province to work as labourers in plantation farms. Most of the migrants settled in Kudat and Jesselton (now Kota Kinabalu).

      In 1883 the capital was moved to Sandakan to capitalise on its potential of vast timber resources. In 1885, United Kingdom, Spain and Germany signed the Madrid Protocol of 1885. The purpose of the protocol was to recognise the sovereignty of Spain in the Sulu Archipelago and also for Spain to relinquish all claims it might have had over North Borneo.[16]

      In 1888 North Borneo became a protectorate of the United Kingdom. Administration and control over North Borneo remained in the hands of the Company despite being a protectorate and they effectively ruled until 1942. Their rule had been generally peaceful except for some rebellions, including one led by the Bajau-Suluk leader Mat Salleh from 1894 to 1900,[17] and another led by Antanum of the Muruts known as the Rundum resistance in 1915.[18] Beginning 1920, more Chinese migrants arrived from the provinces of Guangdong, Fujian and even Hebei after the British changed its immigration policy to stimulate the stagnant economy during that period.[19] There was also Javanese migration into Sabah beginning 1891 and subsequent recruitment of laborers by the British from 1907 onwards.[20] Other significant migrants from present-day Indonesia into Sabah consists of the Bugis people beginning mid-19th century[citation needed] and the Florenese people from Flores beginning early 1950s.[21]

      ON THE BOTTOM LINE REGARDLESS OF ANY CLAIMS BY THIS OR THAT COUNTRY IF THE PEOPLE OF SABAH CHOSE TO BE AN INDEPENDENT NATION - IT IS THEIR RIGHT UNDER UN PRINCIPLES TO DO SO.

      Sabah was effectively a separate country by the 20th Century and Sulu had not control over it.

      It is up to the Sabah people to freely express their will without outside interference.

  8. For those who have not been to Brunei, the water village there is filthy. The water village would be good for tourism , yes but not as a residential zone.
    So someone in SAPP does not know what they are talking about.

  12. To make my point clearer. To use the water village or kampung Ayer as they call it in Brunei as an example is definitely out of the question. To develop a tourist-water village in KK is possible although not in the area mentioned and in my humble opinion not the thing to do right now. Sabah is already a top ECO-tourist destination so we should be concentrating on the conservation and bio-diversity of what Sabah has to offer. We should also look into nation building.There is so much potential but we must first take our country back from the colonist.

    1. There is only one water village in Brunei which is located in the capital of Bandar Seri Begawan. This is the Brunei River which is brown. There are solid and human waste all over the place, which the fish feed on. The kids living there also swim and bath in the same water. Why people still live there, I don't know. Opens your eyes to know that Brunei is not a rich country as most people imagine it to be. 90% of the wealth is derived from oil & gas. (Thats what they say, but I believe it's more like 100% because as far as I know, they don't export anything else). That chunk of wealth goes to the Sultan by the way and only a trickle is handed to society. Brunei is not a bad country if you think about the price of gasoline, motor vehicles, cheap road tax, free medical, no income tax, relative peace and quietness but thats about it. I much prefer the middle east - gulf states like Dubai or Abu Dhabi.
