Projek IC: Dr M blamed officers for abuse


Dr M: There were times when citizenship were given to those not eligible which had been done by the late Tunku Abdul Rahman where a million foreigners who did not go through any process were given the opportunity to be Malaysians.

PAPAR: Former Prime Minister Tun Dr Mahathir Mohamad said his administration never issued any directive to issue Malaysian citizenship and Identity Cards (ICs) to foreigners who were not eligible or had just entered the country.

He said it is not the policy of the government to issue citizenship and ICs to foreigners and immigrants who did not meet the requirements.

"The government policy is to consider and process applications of those who came and stayed in the country for quite some time and were eligible to be Malaysians.



"When approved, we give them Permanent Resident (PR) status and eventually an opportunity to be Malaysians. But I was told that there were non-eligible people who were given citizenship, including those who had just arrived to the country.

"Then this is an abuse of power by the concerned officers for personal gain and personal interest," he told a press conference after attending a "Bicara Minda" programme themed 'Jalan Hadapan Malaysia, Apa Pilihan?' at the multipurpose hall here,' Saturday.

It was jointly organised by the Papar Parliamentary office, Papar Education Office, Federation of Youth Associations in cooperation with People's Development Leader for Pantai Manis, People's Development Leader for Kawang and district office here.

Dr Mahathir was asked on the issue of "Projek IC" in which critics alleged that blue ICs were issued with his knowledge and/or blessing to illegal immigrants In Sabah, especially after the PBS pullout from the Barisan Nasional ruling coalition in 1990.

"I realise this issue is a subject that Sabah people care about. As I have explained, many of us were originally not from this country including from China, India, and the Arab.

"Many had stayed here for so long and had mastered Bahasa, as well as they have been loyal to the government and this country. So, we give them Malaysian citizenships provided they have fulfilled the required criteria.

"Nonetheless, there were times when citizenship were given to those not eligible which had been done by the late Tunku Abdul Rahman where a million foreigners who did not go through any process were given the opportunity to be Malaysians," he said.

On increasing oil royalty for Sabah, Dr. Mahathir said the Government practices sharing of the oil which is the natural wealth irrespective which State is producing and to be distributed fairly among the States, including those not producing oil to enjoy the benefits.

"When Sabah was poor, the Federal Government helped the State....but don't tell me that when Sabah has become rich, it does not want to help other people (states).

That is not sharing because oil is created naturally and it is God's gift.

"For example, when Terengganu was rich with oil, the State did not ask for more oil royalty more than five per cent. In fact, the five per cent oil royalty is given based on gross and not based on profit, which is higher,"  he said.

  1. They say Sabah joined Malaysia to benefit Sabah. How does giving away 95% of Sabah oil benefit Sabah? So no, you can't say Malaysia benefits Sabah. It is the other way around. It has always been the other way around.

      But isn't the last laugh on you?

      Those who are not laughing are the poverty stricken 3.5 million Sulus and others whom you exploited to stack up your vote in Sabah and SarawaK - AND Sabahans and Sarawakians.

      When you needed them you hired the terrorist organisation Abu Sayyaf to smuggle all these people from Sulu into Sabah in 1994 to vote against the PBS.

      This HAPPENED under your watch Dr.Mahathir- when you illegally stitched up Sabah with a new dilemma by re-engineering the population make-up. SO WHY ARE YOU SO QUIET NOW....

      Why so hypocritical and delude yourself as the great generalissimo by telling the troops to play guerrilla war with the Sulus? Are your trying to emulate Mao Zedong?

      The Sulus are your blood brothers- linked by a long DNA connection between you and Sulu islanders from centuries back. Now you and your kind call them "terrorists" when you and your government creates this abysmal dilemma for Sabah.

      All you were thinking of was your pure Melayu Raya bumiputras copied from Hilter's handbook on Nazism...and S. African apartheid.

      What is so pure about flooding the streets of Kuala Lumpurs with Pendatang Muslims. These are now competing with the real Malays for space, jobs, Chinese taxpayers and Sabah Sarawak funded subsidies, schools, public transport,housing, land and eventually they will compete for parliamentary seats...

      The mixture you are cooking up is hardly pure. Just mish mash like yourself!

    ANWAR IBRAHIM mula merosakkan politik aman negeri Sabah apabila dia menjejakkan kakinya di Kota Kinabalu pada tahun 1986. Ketika itu dia Ketua Pemuda UMNO. Anwar menyokong usaha-usaha menjatuhkan Tun Datu Mustapha melalui beberapa proksi pemimpin pemuda USNO. Walaupun usaha tersebut gagal selepas Tun Datu Mustapha mengambil tindakan pantas memecat pembelot-pembelot USNO.

    Sikap mereka ini tidak pernah berubah, selepas USNO dimatikan, UMNO masuk ke Sabah dan mereka ini sangat gembira. Apabila Anwar Ibrahim menjadi TPM dan Menteri Kewangan, Anwar menyusun semua orang-orangnya dalam kedudukan UMNO Sabah.

    Pada tahun 1995, apabila ramai orang-orang Anwar yang sedang memegang jawatan Ketua Bahagian hendak dilawan, Anwar menggunakan apa saja cara untuk mengalahkan mereka. Anwar bukan sahaja memberi wang tunai, tetapi Lot-Lot Saham yang boleh ditukar di bank-bank Bumiputera. Ramai Ketua Bahagian dan Timbalan Ketua Bahagian yang pro-Anwar kaya mendadak!

    Satu contoh, Anwar telah menggunakan kuasanya untuk mengarahkan pihak keselamatan supaya menangkap individu-individu yang kononnya terlibat dalam projek IC. Inilah manusia yang paling Hikpokrit! Dia menyuruh orang itu mengatur IC Projek, kemudian dia mengarahkan pihak polis menangkap orang itu semula. Tujuannya supaya orang itu tidak menang Ketua Bahagian, kerana jika dia menang dia akan mencalonkan Tun Ghafar Baba bukannya Anwar Ibrahim. Busuk kan hati Anwar Ibrahim.

ANWAR yang melantik Yong Teck Lee menjadi Ketua Menteri (itulah maksud Datuk Salleh Tun Said yang kamu sangat berkuasa ketika itu), supaya kamu boleh mengumpul harta kekayaan di Sabah bukan. Tidaklah hairan jika Yong Teck Lee membuntuti kamu sekarang!

    Pada PRU ke-8 pada tahun 1990, kira-kira 5 hari sebelum Hari pembuangan undi. Parti PBS yang bermesyuarat di rumah Ketua Menteri di Seri Gaya, Kota Kinabalu telah mengambil keputusan keluar dari BN. Akhirnya, UMNO terpaksa masuk ke Sabah untuk membantu USNO yang menghadapi kesukaran untuk menyelamatkan umat Islam dan Bumiputera Islam di Sabah ketika itu. Dalam kes ini, orang yang paling berjasa ialah Allahyarham Tun Ghafar Baba, bukannya Anwar Ibrahim!

    Kemudiannya, pada tahun 1994 berlangsung pula PRU peringkat negeri Sabah. BN Sabah yang diketuai oleh UMNO Sabah hanya kekurangan 2 kerusi untuk membentuk Kerajaan Negeri. Nafsu dan Kerakusan Anwar tiada siapa yang mampu mengatasinya! Anwar Ibrahim mengambil kesempatan kerana pada tahun 1995 akan berlangsung Pemilihan Presiden dan Timbalan Presiden UMNO. Lalu, Anwar Ibrahim membeli Lajim Ukin dengan diikuti oleh YB-YB PBS yang lain. Akhirnya hanya tinggal 5 orang YB PBS sahaja dalam parti PBS, yang lainnya semua dibeli oleh Anwar Ibrahim.

    Idea membeli YB ini dicadangkan oleh Anwar Ibrahim. Tun Dr. Mahathir dan Tun Ghafar Baba menentang cara ini, namun Anwar Ibrahim pandai "kelentong", akhirnya dibeli juga. Tumbanglah kerajaan PBS! Cara ini hendak diulangi Anwar Ibrahim pada tahun 16 September 2008. Malangnya, Anwar tak cukup duit kerana Anwar Ibrahim hanya meletakkan di mulutnya sahaja akan membayar YB si polan YB si polan sekiranya sanggup berhijrah. Namun, semua YB tahu Anwar kaki kelentong.

    Anwar menggunakan kuasanya sebagai Menteri Kewangan, dengan menghambur wang ke bahagian-bahagian dengan syarat Mencalonkannya sebagai Calon Timbalan Presiden UMNO. Walaupun di depan Kamera TV dan di hadapan Tun Ghafar Baba, Anwar mengatakan tidak akan bertanding. Benar kata Pak Lah semalam, "saya kenal betul Anwar Ibrahim, Kaki Pembohong, depan cakap lain, belakang cakap lain!".

    Anwar dengan kuasa dan kepercayaan yang diberikan oleh Tun Dr. Mahathir ketika itu Perdana Menteri, telah memberikan wang yang bukan sedikit untuk Proses memberikan IC-IC biru kepada pekerja asing dan pendatang asing. Anwar Ibrahim memberikan Arahan dan Wang supaya mereka mendaftarkan lebih banyak IC-IC baru supaya mereka boleh menjadi pengundi PRU Negeri Sabah pada tahun 1994, dan supaya mereka ini diserapkan memasuki UMNO untuk memenangkan proksi-proksinya di bahagian dalam Pemilihan UMNO tahun 1995.

    Dalam satu majlis proksinya di Sabah, dengan egonya Anwar berkata"...apa kamu takut, Saya Menteri Kewangan Malaysia..." . Maksud Anwar, buat apa sahaja, jika kamu perlu Wang, Anwar Ibarhim boleh mencetak berjuta-juta not RM500 dan RM1000 atau Lot-Lot Saham dan tukarkannya di Bank Bumiputera (CIMB sekarang) menjadi wang ringgit. Anwar jugalah sebenarnya yang Membankrapkan Bank Bumiputera, bukan Tengku Razaliegh. Tengku pakar Ekonomi walhal Anwar lulusan Sastera Sains Sosial!

    Benar kata Pak Lah, sesudah Anwar memberikan Arahan dan Wang supaya proses sahaja, matlamatnya dia segera ke kerusi TPM dan kemudiannya PM. Arahan Tun Dr. Mahathir Mohamad ketika itu ialah selesaikan masalah rakyat Sabah tanpa negara, rakyat Sabah tanpa dokumen, malangnya Anwar dan proksi-proksinya tidak melaksanakan Arahan dengan betul. Anwar membuat projek pula, proksi-proksinya turut membuat projek, akhirnya arahan Tun Dr. Mahathir tidak diikuti.

    Apakah Tun Dr. Mahathir berdiam diri? Tidak sama sekali, untuk menyelesaikan hal ini, Kerajaan telah menangkap 98 Orang termasuk 16 Kakitangan JPN yang terlibat menjual Resit IC, menjual IC, Menipu Maklumat Diri dan sebagainya. Ini menunjukkan kerajaan sangat tegas! Tiada kompromi.

Dia akan bercakap berputar-putar macam ini, "masa itu saya jaga buku teks saja, saya mana sempat pergi Kota Kinabalu, Nala sudah tunggu saya 5.00pm depan pejabat mahu main tenis, masa saya Menteri Kewangan, wang saya biasa hilang di rumah RM20,000 tapi saya relaks sahaja sebab saya Menteri Kewangan. Saya bagitau Datuk Eskay wang saya hilang, saya tak pasti Sukma ker yang ambik dia memang ada dalam rumah. Itu IC Sabah saya tidak campur saya bagi wang sahaja, saya adalah tahu, tapi itu pun saya sudah lupa bla bla..." Inilah cara Anwar.

    WHAT WAS THE POINT OF "JOINING MALAYSIA"? NOT TO BE PLUNDERED AS COLONIES!

    The word "joining" is incorrect as has been pointed out many times. It was an invitation to "participate" as equal partners in forming the Federation of Malaysia.

    When we ask such questions we need to look at the history.

    In 1961 the British Malayan "Malaysia proposal" was announced by Tunku A Rahman that 5 countries - Malaya Singapore Brunei North Borneo and Sarawak considered forming a federation of states called "Malaysia".

    Britain and Malaya supported their proposal with 2 main justifications:

    1. They used the cold war argument of joint security. The colonial perception was that the Borneo colonies were being threatened by foreign invasion and communist takeover (in the wake of the Indo-chinese wars and the Malayan anti-British insurgency). Their interests would be better protected from all this under one consolidated administration called Malaysia. The British Malayan used this as a scare tactic to coerce and persuade the people to support their argument.

    2. Both the British and Malayans advanced the same (patently absurd and racist) rationale that the racial composition of all 5 countries would contribute to creating a racially balance nation. This racist argument appealled to some Borneo people but quickly proved to be a Trojan horse to promote a new Malayan colonial domination.

    The proposal was opposed by organisations and individuals in the 3 colonies as they feared that this was no more than plan to consolidate British interests and to prolong colonial rule by a mere transfer to Malaya. It was just a re-colonisation of the colonies by Malaya.

    North Borneo and Sarawak were represented by British appointed representatives who saw Malaysia as an opportunity to promote their individual interests and did not fully understand the British Malayan agenda.

    Brunei saw no point in "joining" on 3 grounds.

    1. Malaya demanded control of Brunei oil and revenue during the negotiations.

    2. The Malayans refused (a) to treat Brunei as an equal partner and (b) recognise the Brunei Sultanate as equal to the Malayan sultanates and therefore eligible to become king. That means like what happened to Sabah and Sarawak they will always be in a junior position. Small fished in a bigger pond.

    3. The Brunei people elected the Brunei People's Party which openly opposed the Malaysia proposal and demanded the unification of the 3 Borneo colonies into an independent federation called "North Kalimantan". British rejection led to the Brunei Uprising in December 1962. This was enough reason for the Sultanate not to become part of Malaysia.

  22. ORIGINAL MALAYSIA CONCEPT DEAD IN 1963

    The original Malaysia concept was already dead when Brunei opted out. The absurd rationale about a "racially balanced" Malaysia fell apart as this concept was no longer balanced.

    This became a conundrum for the racist UMNO government. It feared that the Singapore Chinese would become the majority. This eventually led the break up with Singapore which was asserting its right to be treated as equal partners. Malaya wanted to be the dominating partner. They were incompatible views.

    When Singapore left in 1965, this left UMNO as leading with a majority of "bumiputras". This was not what the British and Malayans were originally apparently arguing for. From a racially balanced Malaysia the idea was transformed into one of racial domination by one so-called bumiputra group. How can this be fair and correct?

    So by 1965 the Malaysia concept as ideologically conceived by Britain and Malaya fell apart. Sabah and Sarawak were never consulted about this change in concept or had a say in Singapore's exit from Malaysia. They were purposely left stranded under Malayan control.

    Readers can see that this was a different idea and for Malaysia to exist as it is was just a "con" as many pointed out. The people of Sabah and Sarawak simply got a new Malaysia concept of Malayan domination not the original concept of equal partners in Malaysia.

    UMNO's hidden agenda was part of the "con" which was actually for implementation of its Melayu Raya Malay dominated Malaysia. This is now a reality in the new institutionalised apartheid NEP system.

    The "con" extended to Malayan breaches of the 18/20 Points Agreement to enable Malaya to centralise its control over Sabah and Sarawak with Malayanisation (a softer word for "colonisation"); seizure of their oil and other resources. Re-colonisation was completed in stages with the installation of Kuala Lumpur puppets in power in the 2 colonies and through legislation in taking over government powers and resources.

    FAILURE OF MALAYSIA SECURITY RATIONALE

    The argument for security against foreign invasion has been dealt with a death blow by the Sulu invasion and RCI revelations. In fact UMNO has actually worked against the security of Sabah by its promotion of the Southern Philippines insurgency which has been confirmed by MNLF leader Nur Misuari.

    Further UMNO has been exposed as hiring the Abu Sayyaff gang in 1994 to smuggled in 1 million instant voters into Sabah aided by payment of US$100 million to the gang. The Abu Sayyaf gang's kidnapping of tourists in Sabah was a cover up to make this payment to the gang which UMNO short paid them by $90 million. So there was never any security from foreign invasion.

    Nur NMisuari recently called Malaysia as cover for UMNO's colonisation of Sabah and Sarawak.

    YES, Malayan domination and control and plunder to develop Malaya was not part of the deal as seen in the conditions set out in the 18 and 20 Points Agreement. That is why UMNO never honoured those agreements.

    If a relationship or contract is based on fraudulent misrepresentations why continue such a relationship? It is null and void from the beginning and not binding.
