Cop on transfer runs amok in Tawau

KOTA KINABALU - A constable took a pistol and drove off in a Mobile Patrol Vehicle (MPV) without permission at a police station in Tawau, recently, upon learning he was being transferred to another district.

State Police Commissioner Datuk Pahlawan Hamza Taib said the man in his 30s was arrested after he pulled over at a roadside about 600 metres from the police station at 12.20am the same day. Another policeman who went after him managed to calm him down and seized the pistol on top of the vehicle before taking him back to the station.

"This is a serious case and an example of power abuse by the constable.

He will be charged with stealing the police vehicle as well as the pistol and we are awaiting further instructions from the Senior Federal Counsel," he told a press conference after opening a monthly assembly organised by the Sabah Narcotics Department at the Sabah Police Contingent headquarters in Kepayan, Tuesday.

If not brought to court, disciplinary action under Public Officer Rules (Conduct and Disciplinary) 1993 would be taken against the man. But if there was a conviction in court, Hamza said they would use the conviction to terminate his services.

On another development, Hamza said police did not trace any deviant teaching activities of Tuhan Harun following the arrest of three men in their 30s believed members of the group and went hiding in the State.

He said two Johoreans and one Kelantanese were arrested at Melinsung, Papar, on Saturday following the incident where a Pahang Islamic Religious Department (JAIP) enforcement chief was shot dead at his house in Kuantan, on Nov. 10, last year. "The trio had been in Sabah for a few months and we believe they came here to hide as they are connected to the killing of the JAIP enforcement chief.

"During the arrest, we seized handphones, laptops, cash RM6,000 and documents related to Tuhan Harun activities," he said.

Police are looking for another person who is still in large.

Meanwhile, Sabah police are going all out to provide the best to the people and would not hesitate to act against any personnel for indiscipline and violation of the law.

Hamza said stern disciplinary action would be imposed on those found committing misconduct or offences under Public Officer Rules (Conduct and Disciplinary). The disciplinary action does not only mean issuing warnings and deduction of salaries but also demotion and termination.

"We opened 48 disciplinary investigation papers involving our personnel and officers registered so far this year compared to only 23 investigation papers for the same period last year. This showed an increase of 25 papers or 108.7 per cent.

"They have committed various offences and misconduct like refusing to receive reports from public, failure to carry out transparent and fair investigations, not being courteous to the public, and rude to those who seek assistance and services," he said.

Opening the police monthly assembly at the Sabah Police headquarters in Kepayan, Tuesday, he also presented appreciation certificates to personnel who showed excellent work in carrying out their duties and responsibilities.

He said he does not wish to hear any public complaint or grouses that police personnel in Sabah are not taking reports from public.

Last year, the contingent reported four corruption case involving police personnel that occurred here and in Tawau, among others.

"These corruption cases are isolated ones. In fact, these should not happened in the first place as the government has raised the police salaries and allowance more than other civil servants in the departments.

"Due to these high salaries, there should be no reason for them to accept bribes," he said.

On crime index in Sabah, Hamza said there was a slight increase of six cases registered from Jan. 1 until Feb. 23 this year whereby 925 cases recorded compared to 819 cases, for the same corresponding period of last year.

In addition, 274 cases were resolved compared to 421 cases of last year, accounted for a drop of 18.19 per cent. "A total of 216 housebreaking cases were reported in 2014 compared to 247 cases in 2013 with a reduction of 31 cases but there was an increase of 17 street crimes where 68 cases reported in 2014 compared to 51 last year for the same corresponding period," he said.

On narcotics, Hamza said more people were arrested for supplying drug with 130 arrested from Jan 1 to Feb 23 compared to 79 in 2013.

This is followed by an increase of 171 for consuming drugs with 2,159 arrests this year compared to 1988 last year.

On seizure of drugs, this year, Hamza said the police confiscated 1.5kg of Syabu, 707.13gm cannabis, 247.27gm ketamine, 242 ecstasy pills and 298 Eramin 5 pills.

On commercial crime cases, he said a total of 130 cases were registered this year (Jan 1 to Feb 23) compared to 145 cases with a drop of 15 cases.

"Sabah recorded more road accidents within the period with an increase of 390 cases whereby 2.386 cases reported this year to 2,310 with the same corresponding period last year.

"Furthermore, there was also an increase of three fatal road accidents with 46 cases reported this year compared to 43 cases, last year followed by less people died with 49 were killed this year compared to 54 last year," he said.
