Ex-EC chief: See no Evil, Hear no Evil

INTERVIEW Claims about the systematic granting of Malaysian citizenship to thousands of illegal immigrants in Sabah in the 1990s is the stuff of legends.

And like all good legends, evidence of such a happening may seem aplenty, but there is nothing to irrefutably prove that it had occurred.

At least, that is what former Election Commission chief Abdul Rashid Abdul Rahman believes of the dubious operation popularly dubbed Project IC or Project M.

I have no tangible or believable information on the influx of illegal immigrants in Sabah when I was EC chief.

"All the time people carried tales, which were hard to take as real. They are just hearsay," he said in an email interview with Malaysiakini last week.

But even such hearsay remains a testy issue, as Abdul Rashid refuses to comment further on the matter, calling it "too speculative and whimsically too political".

"Hot potato, lah!" he said, dismissing the question on the matter that recently put the retired career civil servant in the soup.

Abdul Rashid was EC chief from 2001 to 2008, and was commission secretary in the period when Project IC was supposed to have taken place.

Several government officers were arrested under the Internal Security Act for allegedly being involved in an identity card (IC) scam, believed to be related to Project IC.

A Parliamentary Select Committee on Integrity was set up to hear their testimonies in 2007, but the findings of the committee was never made public.

Besides this, Sabah strongman and former PKR man Jeffrey Kitingan has also penned a book on the matter, based on his extensive research.

Jeffrey and fellow Sabah politician Yong Teck Lee, through the Institute of Development Studies (IDS), documented incidents of duplication, and triplication, of identity cards on the electoral roll.

'Not my job to check authenticity of IC'

Last month, a US diplomatic cable published by whistleblower website Wikileaks revealed that ex-Malaysian for Free and Fair Election (Mafrel) chief Abdul Malik Husin said that Abdul Rashid had issued 60,000 fake identity cards then.

Abdul Malek, however, clarified to Malaysiakini that Abdul Rashid had actually registered dubious voters, and did not issue any fake identity cards as claimed in the cable.

Approached on the issue last month, Abdul Rashid said diplomats had "twisted" the words of Abdul Malek, whom he said "is a friend".

"What happened was Malek met me and said there are many thousands of ICs issued in Sabah.

"I told him checking ICs is not my job and if an IC appears genuine, it is not for me to check where it came from," Abdul Rashid said.

He added that he was still serving as EC secretary at that time and he would have risked his job by interfering in another department.

"It is not our business to ask where the ICs came from... I was just EC secretary then; I'd be sacked if I interfered in another department," he said, referring to the National Registration Department.

  7. ada saja alasan.. pasti kes pemberian IC kepada PATI ni wujud. masa kan isu ni berulang2 keluar kalau tidak wujud. cuma bukti tu belum ada yang benar2 kukuh.

  10. The testimony in court by Hassnar Ibrahim that he participated in the distribution of projek IC Mahathir in 1994 is an irrefutable occurances. He also challenged the Police to arrest him but till now he is totally free man.

  14. Kini isu ini sudah basi dan apapun tindakan yang diambil, demodrafi kependudukan di Sabah sudah berubah secara kekal. Mampukah kita mengusir Jutaan PTI yang sudah jadi warganegara Malaysia? Rancangan terkutuk ini benar2 berjaya kerana ia didalangi oleh penjahat no 1 Malaysia dengan bantuan para pemimpin asal PTI di Sabah. Apapun kalau dorang si Maximus sama si Pairin masih ada sense of patriot terhadap warga Sabah bersama para pemimpin BN yang lain seperti Lajim, Anifah, Musa, dan Yong TL, maka inilah peluang terakhir anda untuk menangkap ketua penjahat itu ke muka pengadilan. Tolong jalankan kewajipan anda sebagai pemimpin.

  17. maka RCI harus ditubuhkan untuk menyiasat projek IC di sabah...mengapa kementerian dalam negeri berkeras tidak mahu menubuhkan RCI? pasti ada yang ingin KDN selindungi.

  18. jika suara rakyat sabah terus-menerus dinafikan oleh pihak persekutuan khasnya KDN untuk menubuhkan RCI, maka suara2 rakyat ini mungkin akan bertukar bentuk kepada tindakan yang mana akan lebih buruk akibatnya..apa2 pun, tindakan ini akan diterjemah pada PRU akan datang..kita tunggu dan lihat.

  31. Kegagalan kerajaan menubuhkan RCI akan memberi isyarat kepada rakyat bahawa Kerajaan menafikan projek IC. Jika betulnya tiada kewujudan projek IC ini, seharus lebih terbuka dengan penubuhan RCI untuk membuat siasatan.

  32. Banyak kes yang dibuktikan kewujudan projek IC. Pendatang asing diberi bukan satu sahaja IC tetapi dua semata-matanya, apakah puncanya? Siapakah yang memberi identiti "Malaysian" kepada pendatang asing ini? Apa yang terjadi dengan NRD? Siapakah yang harus bertanggungjawab?

  34. PATI di Sabah memulakan aktiviti haram, rompak, rogol dll. Ini lar akibat golongan yang mementingkan kuasa dan mengabaikan ketenteraman dan ketenangan hidup penduduk. Masalah makin tegang, apakah tindakan yang akan diambil oleh kerajaan terhadap golongan ini?

  36. Kerajaan tidak harus menolah proposal menubuhkan RCI. Tindakan ini cuma memberi tanda kepada rakyat bahawa kerajaan menyembunyikan sesuatu.

  37. Kalau tiada projek IC, Kenapa pula ada orang asing diberi IC? Kenapa ada orang asing diberi kelayakan untuk mengundi? Sedikit demi sedikit membuktikan wujudnya projek IC cuma tiada tindakan yang diambil oleh pihak berkuasa.

  40. Masalahnya ramai pegawai JPN terdiri daripada orang2 asal PTI yang telah jadi warganegara. Mestilah mereka bantu pemberian IC kepada warga mereka. As simple as that. Sudah terlambat!

  50. What is the problem and why this issue is so complicated?? To resolve this problem needed all cooperation. Not just authorities but people must help give information and complaint about illegal immigrant. So in authorities got all information easy for them for handle this problem.

  54. This is a real story! A real history. Macam di Israel yang mana tiba2 bangsa dan negara Palestine wujud merebut tanah Israel. Orang2 asing yg berhijrah ke Israel menjadikan diri mereka bagsa Palestine dan negara Palestine. Macam orang Philipine dan Indonesia yang kini sudah jadi warga negara mengaku bangsa Melayu dan telah menguasai kesemua bidang kehidupan di Sabah khususnya dan Malaysia amnya.

    Jadi anda ingat RCI boleh pakai lagi? Ramai dikalangan mereka sdh jadi Pemimpin2 politik dan memegang jawatan tinggi dalam sektor awam dan swasta.

    Pengarah Jabatan tanah orang bugis, TYT orang Suluk, kakitangan JPN Bugis dan Pilak, Imigration Bugis dan Pilak, guru, polis, askar doktor dan pensyarah2 di U, semuanya dikuasai oleh mereka.

    Wakil rakyat, AJK tertinggi UMNO, usahawan2 kecil dan besar, kontraktor2 serta tanah2 paling subur semuanya ditangan orang2 PTI.
