SAPP: Where’s the promised ‘rice bowl’ state, Musa?


The last five years have seen huge areas in Kota Belud that were traditionally planted with padi left abandoned and not rehabilitated.

KOTA BELUD: It’s been five years since the government promised to turn Kota Belud into the “rice bowl” of Sabah, but until now there’s been no change in the ‘size’ and ‘output’ of the padi fields in area and to top this the district’s quota of subsidised rice has also been withdrawn.

Posing several questions, Sabah Progressive Peoples Party (SAPP) supreme council member Peter Marajin asked: “Where is the promise made five years ago? Why was the quota withdrawn?”.

Marajin claimed the Musa Aman-led state government had promised to increase padi output from 3.5 tonnes to 10 tonnes per hectare, and asked “have they achieved it?”

Marajin said now that Prime Minister Najib Tun Razak had laid bare his achievements over the past five years, it was essential that the state BN do the same.

“Just as Najib laid out in public his achievements yesterday, we call upon the BN leaders in Kota Belud to show us what they achieved in the last five years, since the last general election in 2008.

“We are focused and just want to know about the “rice bowl project”. Please outline your report card on how you spent taxpayers money and the real padi output increase or output of other agricultural produce in the district,” Marajin said, daring the leadership in the district to come clean on the budgets and outputs.

Marajin also said he had received reports that the federal Ministry of Agriculture and Agro-based Industry had last year withdrawn from a Kota Belud rice supplier, his quota of subsidised rice to the tune of 100 metric tonne a month.

“Up to today, the industry claimed, the withdrawn rice quota for Kota Belud has not been given or passed on to other suppliers. That means we are short of subsidised rice.

“We would like to know if this is the reason why supply of subsidised rice Beras Nasional in the district has been inadequate lately,” he asked.

He said if the rumoured withdrawal of subsidised rice quota was untrue, then why did the ministry issue such quotas for the district?

Leaders must explain

Marajin also claimed that nothing had been done to help padi farmers rehabilitate their padi fields.

He said there were still many areas not irrigated after five year. He cited as an example the huge area in Kelawat plains.

“The last five years has seen huge areas that were traditionally planted with padi in Kota Belud abandoned and not rehabilitated.

“The people would love to hear Barisan Nasional leaders explain how this five years had passed by…” Marajin said.

He added that certain BN leaders had only started to realise ‘the issues’ at the end their five-year term.

“We have BN leaders who did not care to do something positive even though they passed by those abandoned padi fields almost every week for the last five years.

“And they have the audacity to hoodwink us by saying they were turning our district into “rice bowl” of Sabah,” he said.

  27. Kejayaan sesebuah projek persawahan, banyak bergantung kepada sumber air. Pada asalnya Empangan Tambatoun dirancang sebagai sumber air, namun protes daripada penduduk kampong itu, mungkin mengakibatkan empangan itu terbatal dengan sendirinya.

  28. Pada awalnya, apabila perancangan pembinaan empangan itu, penduduk bersedia berkorban demi lebih 80 ribu penduduk Kota Belud. Entah apa yang mengakibatkan penduduk Tambatoun tiba-tiba naik angin memprotes pembinaan empangan itu. Apabila perkabaran mengenai protes penduduk itu meluas, maka pihak pembangkang menimba di air keroh.

Semasa Jelapang Padi diuar-uarkan, dan kebetulan projek itu menjadi “anak angkat” kepada ADUN Tempasuk-Datuk Musbah Jamli, ada pemimpin tertentu pernah berkata “potong lehernya” kalau projek itu berjaya. Manakala seorang pemimpin tertentu lagi melakukan gerak saraf termasuk menghasut penduduk kampong yang terlibat agar tidak bersetuju dengan projek itu, termasuklah penduduk kampong Tambatoun.

    Bukan sahaja Projek Jelapang Padi menjadi sasaran pemimpin-pemimpin tertentu itu akan tetapi juga projek Agropolitan Kota Belud. Atas sebab itu, beberapa orang penduduk melakukan pemagaran pada kawasan di mana projek agropolitan itu bertapak.

  30. Inilah masalah utama Kota Belud. Jika dari dahulu kawasan ini dibangunkan, sudah tentu penduduknya tidak ramai yang tersenarai sebagai rakyat miskin.

    Kota Belud tidak mempunyai khazanah kekayaan seperti kayu kayan atau perladangan. Kota Belud hanya mempunyai tanah landai yang sesuai untuk tanaman padi, perbukitan yang sesuai untuk tanaman getah dan lautan untuk perikanan. Dikeranakan tiga bidang ini belum maju, maka secara automatic juga penguasahanya yakni petani, pekebun atau nelayan tidak maju.

  37. Yahya, yang juga Menteri Pertanian dan Industri Makanan, berkata matlamat EPP 11 di Kota Belud adalah untuk meningkatkan produktiviti penanaman padi. Program ini akan dijalankan secara berperingkat bermula pada Januari 2013, apabila penanam padi di Kampung Taun Gusi Kerajangan, Taun Gusi Padang dan Jawi-Jawi menerima bantuan penanaman daripada kerajaan.

    1. I want to talk about Sabah specifically. I don't care about the Peninsular because it is clearly more prosperous and I don't live there. I believe these statistics do not apply in Sabah. In Sabah the poverty rate remained as high as 19.7 in 2009. Also goods in Sabah are more expensive than the Peninsular. This is after decades of BN rule.

    It had also increased the socio-economy and income of the people, development of basic infrastructure in the rural areas, the rapid growth of the industrial sector, including oil and gas and tourism as well as poverty eradication, Musa said in a statement yesterday.

    He was commenting on the Government Transformation Programme (GTP) annual report that was tabled by Prime Minister Datuk Seri Najib Tun Razak on Tuesday.

    “Based on the EPU Director’s report on February 20, it is proven that the state’s poverty rate was successfully decreased from 19.7 per cent in 2009 to 8.1 per cent in 2012 while household income has increased to RM4,013 in 2012 from RM3,102 in 2009,” Musa said.

    The Finance Minister added that the state government and all Sabahans congratulated the federal government, especially Najib, for tabling the Government Transformation Programme annual report and they welcome the report which clearly proved the government’s seriousness in planning and implementing various agendas under the country’s transformation program.
