Project IC, proven since the 1980s

Dr Mahathir Mohamad has long been implicated in the Malaysian identity card (IC) being issued to foreigners in Sabah.

The first indication of this was seen when a foreigner in possession of a dubious IC was asked by a magistrate in Kota Kinabalu in September 1992 how he had obtained the document.

His answer was: “From a project called Project President Mahathir”.

The foreigner was jailed for two years but upon his release, was not repatriated.

Instead, he managed to get registered on the Sabah electoral roll, where his name remains up to now.

Next, in 1998, there was a public hearing to decide if would-be new voters in the Likas constituency should be accepted if there were objections to their registration.

The Election Commission’s registering officer asked how they had obtained their ICs - the answer was “from Project Mahathir”. The registering officer testified to this during the hearing of the 1999 Likas election petition.

Sworn testimony at the same proceedings by one Hassnar Ibrahim revealed the fact that deputy home minister Megat Junid Megat Ayub had chaired meetings, at which it was mentioned that Mahathir had approved the ‘Project’.

This had happened in the 1980s. The testimony was not challenged.

When Umno set foot in Sabah in 1991, it set up a task force. Its job was to look for foreigners and help them to get their IC dubiously, and register them as Sabah Umno members as well as in the state electoral roll - the purpose was to deny PBS victory in the next state election.

Do not forget MD Mutalib has written many books on dubious ICs being in the hands of hundreds of thousands of foreigners. He also wrote a book, ‘IC Projek Agenda Tersembunyi Mahathir?’ published in late 2006. There was no response to this from Mahathir.

In 2006, I had submitted before the parliamentary select committee (PSC) on integrity, some detailed background leading to the extraordinary increase in Sabah’s population (see chart), implicating Mahathir in the deliberate issuance of dubious ICs to foreigners.

Mahathir was urged to rebut his role in this treacherous act by then Opposition Leader Lim Kit Siang who was the PSC deputy chairperson.

To date, Mahathir has not done so - instead he now publicly defends the extraordinary increase in Sabah’s population and citizenship for migrants.

‘Expel them to peninsula’

Mahathir has said these migrants were eligible to become citizens.

If so, the first question is: Why was the Sijil Akuan (letter of affirmation) falsified to state the birth of place as being in Sabah, leading to the code ‘12' being assigned for the MyKad?

Or, if the person is a naturalised citizen, why doesn’t their MyKad number bear the code ‘71', to show they were born outside Malaysia?

There are more than 700,000 ‘Project IC’ citizens in Sabah now, of whom about 200,000 are on the state’s current electoral roll of about 950,000 names.

If they had been properly granted citizenship, when and where did they take their oath of allegiance?

Even if the federal government insists that these migrants in Sabah who were granted citizenship are Malaysians now, then the Sabah government still has certain immigration powers backdated to the formation of Malaysia.

It can invoke the Inter-Governmental Committee Report, Chapter III, paragraph 16, sub-paragraphs (f) (ii) and (iii) to ‘expel these new citizens to the peninsula.

After all, this was what it did to activist Harris Ibrahim few months ago, when he was refused entry to Sabah allegedly on security grounds.

    1. Kerajaan memang serius dengan penubuhan RCI ini. Boleh dilakukan lebih awal tapi Mahathir memerintah pun selama 22 tahun..cadangan penubuhan RCI ditolak oleh Anwar pada tahun 1994.

    1. The Federal Government have already set up the RCI panel which will be lead by Datuk Steve Shim, they will be given 6 months time frame to investigate the project IC issue. Let's wait for the government to give the green light.

  18. The government must set up the RCI before the next GE. We already have the RCI panel, it's up to Najib to officially start the inquiries. The electoral rolls needs to be clean up before the next GE.

MM’s sons are directors of 200 companies and drive some of the most expensive cars in the world, eg the Ferrari Enzo & the RM5.5million Bugatti Veyron…Am writing from a truly transparent and democratic country, NZ.: In a democratic country, Dr MM, Najib, Taib, etc would be arrested and tried for treason, undermining and destroying the Nation through: a) Apartheid & racism. b) Deception of the public with controlled media and rigged elections. c) Weakening almost all institutions of governance including the legislature, judiciary, police, ACC/MACC, the Election Commission, and the Attorney-General's Chambers. d) Mis-management, manipulation and corruption causing losses in hundreds of billions of RM$. e) Selling M'sia wholesale with perhaps 800,000 new ICs.   31. Dr MM commands zero respect from the transparent, democratic parts of the world. Often the mere appearance or utterance of someone can be nauseating; self-aggrandizing, super-racist, someone who created Malaysian apartheid, with no consideration for human-rights & equality. How can one race have special privilege? All citizens are equal in a democracy and in the eyes of God. Corrupt Malaysian leaderships cannot attract men of integrity; neither can they enact & foster laws to maintain high moral standards, transparency, performance & success in governments. What has the ex-Malaysian PM got, to be proud of? Has he left a Malaysian legacy respected, successful and uncorrupted like his next door Singapore? True religion, humanity and morality have no room for plunder & racism. It’s only him glorifying himself, the World Community has zero respect for him.   32. I speak from NZ, rated one of the world’s top for human rights, transparency, and democracy. If we had a National oil company we wouldn’t have one race occupying 99% of jobs in Petronas. Everyone is equal in the eyes of God ! Mahathir ! I pity Malaysia, one can write a book on its losses and tragedies. Their gratitude to those who elected BN is: Murders, manipulation, deceit, gerrymandering, controlling media and freedom, brutality, promoting racism, feeding cronies, fabricating stories and prosecution to stifle Opposition, Suaram & human rights. Massive purchases & projects with multi-million kickbacks. Plundering and mismanaged losses estimated to surpass US$100billion. When will you the Rakyat wake up and vote BN out?
    Plan your vendetta against these criminals after GE13. Nail them, jail them!

  33. All the revenues from oil & gas, sucked dry by the Federal Gov't and so indirectly by UMNO/BN with little or nothing left for Sabah & Sarawak. Just compare: Scotland in Great Britain and Quebec in Canada had an open, honest & fair national referendum on cessation/separation. Any talk of independence and your ex Sabah CM Tun Faud Donald Stephen died in a crash. Sabah & Sarawak are a total tragedy, not even a proper trunk road! The natives lack electricity and drinking water while Criminals bought submarines and built twin towers costing multi-billions for kick-backs; all cronies live in palaces. Outrageous! BN's evil is earth-shaking. Finish them off now!

You will enjoy the triumph and glory to ‘lift’ Malaysia towards success & wellbeing. Be united, compromise and bury differences, avoid splitting the Opposition’s votes, and avoid 3-cornered contests.     RCI Coaliton to be set up urgently.

    I would suggest we set up a Coalition with a committee to monitor proper conduct of the RCI on Dubious Citizens in Sabah.and to mobilize the resources we have as a group fully focused to have a master stroke to put this crisis to rest once and for all.

    We have this crisis too long for few decades and this RCIC can assist the RCI to perform faster and more effective as time is vital in resolving this within the six months to come up with a worthy comprehensive report not like the previous one done by the Parliament Select Committee which never saw the light in Parliament.

    There is no glory individually if some small groups to be witnesses and we could be repetition as this has been in many similar forums done for awareness.

    With 48 individuals or groups identified presently and we do not who they are and they can turn out to be “Trojan Horses” to thwart the effort of the RCI in the little time left for a proper hearing and then the final report could be watered down as the ‘guilty’ Government and some questioned ministers had been seen to make fabricated statements.

    To do true justice and for concerned Sabahans not to be missed out due to time constraint in the last months of the six months periods as allocated with the looming General Elections 13 although extension is permissible, we don’t want the RCI be a sideshow of the GE 13 which must be held in June 2013 with the Electoral Rolls Cleansed of project IC holders as voters especially in Sabah impacting the national Government post GE13.

    So RCI Coalition would in unity like Bersih 2 or even Bersih 3 (Sabah) in massive show of positive action to start working now to monitor the RCI in accordance with the Commissions of Enquiry Act 1950 Act 119.

    Since it is expected to be in the OPEN court, seats would be limited and the RCI Coalition of concerned NGOs and individuals should maximize its effort to mobilize all resources to be very effective witnesses, not to be rejected or set aside as in any Court cases.

    While 14th January 2013 may seem a lot of time, we need to meet as soon as possible in November in a small group to lay the ground work for RCIC. Please contact me on 013-8394513 or jknow823@gmail.com.
