Will Budget 2013 deliver ‘change’ for Sabah?

The catalytic catch-phrase 'ini kali lah tukar' permeating through Sabah will hang over Najib Tun Razak as he delivers his Budget 2013 at 4pm today.

KOTA KINABALU: The only real numbers the real people of Sabah want to hear when Prime Minister Najib Tun Razak reads out his Budget 2013 is the federal government’s decisions on housing, cabotage, oil and education.

Given the fact that oil-producing Sabah is the poorest states in country, nothing short of direct and life-changing federal announcements in these areas will be acceptable, bearing in mind the upcoming general election and the opposition’s influence.

The catalytic catch-phrase “Ini kali lah, tukar” permeating through Sabah will hang over Najib as he delivers his Budget 2013 at 4pm today in Parliament.

Have his suited-economic wizards in Putrajaya delved into Sabah’s psyche and fed into its most immediate needs?

According to media reports, the federal government expenditure in 2012 is estimated at RM229 billion and this means that next year’s spending will be slightly higher to cater for various comprehensive programmes aimed at enhancing the well-being of the people in a number of areas.

These include more affordable housing, improved public transport, public safety, educational and training facilities, and better business and investment opportunities.

Thus far, government officials have claimed that the budget is “mildly expansionary but fiscally possible”.

They have said that every segment of society – farmers, private sector workers, civil servants, small and big businesses, among others – will benefit.

How much and how direct these benefits will be, we will know in a few hours.

But for now the morning papers’ description of a “mildly expansionary” budget does not seem to augur well for Sabah, where 40% of the country’s poor reside, according to a World Bank Report.

A former civil servant, when asked for his views, said: “I read the morning paper today. I am bothered by how they have described the budget.

“How will a mildly expansionary budget directly benefit the man-on-the street in Sabah? Our issues are huge. We have had many development budgets in the past which were not mildly expansionary and did not see direct benefits.

“They’ve allocated RM16.8 billion for healthcare and they say it includes operating and development expenditure.

“But how much of this is for Sabah and Sarawak specifically?

“And how much of the RM200 million for housing subsidy will be allotted to Sabah and Sarawakian buyers? Did they take into account salaries here are less than in Kuala Lumpur? Will there be a quota for our young housebuyers?” asked the retiree who declined to be named.

  2. Budget 2013 proposes amendments to income tax law to treat tax status of a limited liability partnership (LLP) similar to that of a company under Companies Act, 1965. LLP is referred to a partnership set up under Limited Liability Partnerships Act, 2012.

    Describing the 2013 Budget as ‘people-oriented and people-friendly’, he said the new government spending plan was sincere, inclusive and had realistically taken into account the interests and needs of all groups.

    “As such, I hope all parties, namely leaders, civil servants, the private sector and the citizens in general wil continue strengthening their commitment and work with the federal government to realise the agenda of this Budget, especially in terms of the state’s development and the prosperity of its people,”

  13. The National budget whic was recently tabled is indeed a testament of the government's attention to the needs of the people, particularly the allocation of RM386 million to standardise prices in Sabah and Sarawak.

    Chief Minister Datuk Seri Musa Aman said that the Sabah state government said the 2013 Budget tabled by Prime Minister Datuk Seri Najib Tun Razak showed continued commitment, attention and sensitivity to the people with its allocations and development initiatives for them.

    This budget has taken into account the interest and welfare of the peole from farmers, fishermen, youth, women, civil servants, private sector worker, the handicapped, traders and the corporate sector

    In commending and welcoming the government's care through the 1Malaysia People's Aid (BR1M) programme including the help extended to the young, aged 21 and above, he said he was confident that Najib's leadership was capable of driving up the country's economy.

    I agree fully with the Chief minister remarks on this matter. The budget is obviously being sensitive, sincere, inclusive and realistic, he said the allocations were in tune with the transformation programmes planned towards making Malaysia a high income developed nation.

  14. Sebagaimana yang telah dibentangkan, bajet 2013 akan menyediakan peruntukan sejumlah 251.6 bilion ringgit bagi melaksanakan semua langkah, program dan projek pembangunan, menumpukan kepada kesejahteraan rakyat dan pembangunan negara.

Hasil insentif, pelbagai projek pelaburan minyak dan gas bernilai 20 bilion dolar US telah dimulakan termasuk projek Petronas Refinery and Petrochemical Integrated Development atau Rapid, Terminal Simpanan Minyak dan Gas di Johor, Loji Regasifikasi di Melaka dan terminal minyak serta gas di Sipitang, Sabah.
