Sabah IC can guarantee Sabah's sovereignty, says Edward

KOTA KINABALU - Only with the Sabah IC will Sabah's sovereignty and security in Malaysia be guaranteed, said Sabah Progressive Party (SAPP) Youth leader Edward Dagul, today.

"We want the rights and privileges of Sabahans to be guaranteed and protected as stipulated when Sabah helped form Malaysia," said Edward.

The Sabah IC will ensure that only genuine Malaysians in Sabah are entitled to the rights accorded citizens, like employment, and avoid the current mess when even illegal immigrants were employed as armed guards who literally turned their guns on their employers, said Edward, who was referring to the recent spate of violent crimes committed by holders of fake Mykads from Sabah in Kuala Lumpur.

With the Sabah IC, the government can also make sure that land applications, scholarships, trade licenses and entry to public services are properly allocated to those who qualify.

"It is in the SAPP manifesto that Sabah ICs may be issued to Malaysians who were in Sabah before August 31 in 1963 and their descendants as a matter of right and be issued to other genuine Malaysians who are permanently resident in Sabah", reiterated Edward, who has been an outspoken activist on the illegal immigrant issue.

"As a matter of law, it is against the constitution for the federal government to issue Sabahan status to foreigners thereby contravening the Malaysia Agreement and Constitution under which Immigration into Sabah, like Sarawak, is the power of the State government," said Edward.

Even the RCI on Illegal Immigration has taken note of the Sabah IC proposal. At the request of the RCI panel, SAPP President Datuk Yong Teck Lee had submitted the party proposal on the mechanism to issue Sabah IC to the RCI earlier this year."

  1. cadangan asal SAPP ialah menghapuskan Mykad sedia ada dan menggantikannya dengan IC Sabah.. so, bagaimana SAPP menyelesaikan masalah2 yang timbul kesan dari penggunaan IC yang tidak diiktiraf di semenanjung Malaysia? mahukan IPT atau jabatan2 kerajaan di semenanjung mengiktiraf IC sabah untuk sebarang urusan?

  4. University Malaysia Sabah (UMS) senior lecturer of social sciences Dr Dayang Suria Mulia said obtaining an IC was the immigrants strategy for survival in Sabah and they were willing to pay a large sum for it.

  5. Dayang Suria also said the immigrants had relatives in Sabah which made it easier for them to make the transition here.She explained these relatives would help mitigate their security when entering the state through illegal channels.

Dayang Suria also found in her study on undocumented immigrants in 1999 that there were those who felt being undocumented allowed them the flexibility to change jobs.She said if a foreign worker had a permit to work in the plantation sector, if he were to change to a different sector, he would have to register for a new work permit.

Dayang Suria also pointed out that industries in Sabah, particularly in the plantation and manufacturing sectors, depended highly on the supply of foreign workers.She explained that due to the fact that the locals were not willing to venture into doing hard labour, employers resorted to outsourcing agencies in order to meet their demands.

  8. Asked by conducting officer Datuk Azmi Ariffin if the industries would be paralysed without the support of foreign workers, Dayang Suria said the industries would be weakened rather than paralysed because it would affect productivity.

  9. Meanwhile, Sabah Indian Muslim Chamber of Commerce and Industry (DPPIMS) member Mohd Ansar Maidin denied allegations by a blog last year that DPPIMS was involved in obtaining Malaysian citizenship for illegal immigrants.

    1. He said DPPIMS members made arrangements to obtain work permits for their foreign workers, but not assist them obtain citizenship.

  10. The proposal was the brainchild of the then Chief Ministers of Sabah and Sarawak, he said, adding that the agreement to develop the Bandar Sahabat was mooted on November 22, 1981.

  11. The Klias assemblyman claimed that he had been briefed by Sarawak’s EPU and was told that the reason for them not to go ahead with the proposal is because of the huge number of illegal immigrants in Sabah and they are of the opinion that this will be a problem to Sarawak.
