Sabah projects delayed for lack of money?
The disclosure that the government owes a contractor millions of ringgit for work done at the KKIA is indicative of the government's financial situation, says a Sabah party.
KOTA KINABALU: An opposition party in Sabah has posed the questions uppermost on everyone’s minds here: What exactly is the true financial status of the government and where is the money going?
That opportunity came this week when it was revealed that several major government projects in Sabah are behind schedule and contractors are still waiting for payment for work completed.
Taking advantage of the disclosure by Global Upline Sdn Bhd (GUSB) on Tuesday that it had still not been paid for its work at the Kota Kinabalu International Airport (KKIA), the Sabah Progressive Party (SAPP) has asked Umno-led Barisan Nasional government to explain the hold up.
The party’s information chief Chong Pit Fah Chong said GUSB’s revelation “reflects on the financial status of the federal government.”
“It may not be as sound as it always claimed,” he said.
Chong reminded that the federal government’s current debt stands at RM568 billion or to put it another way, every Malaysian is in debt of thousands of ringgit, he said.
GUSB, the contractor engaged by the government to undertake the expansion and resurfacing of the existing runway, announced on Tuesday that it had stopped work on the project “in the interest of safety to aircraft operations and passengers alike” after the Ministry of Transport (MOT) failed to fulfil its promise to issue a Certificate of Practical Completion (CPC) to the company upon completion of a section of the works in April.
The company’s chief adviser Ting Pek Khing angrily said in a statement that GUSB had practically completed section one of the works “by using its best financial endeavour and fully utilised its available resources,” in April.
The ministry however refused to issue the CPC and subsequent release of 50% of the Banker’s Guarantee (BG) and instead, issued a Certificate of Non-Compliance to the company (CNC) and imposed Liquidated Damages (LAD), he said.
According to Ting, section one included runway extension, resurface of existing runway, new taxiways A, C, D, E and K, installation of a 7km high tension cable and three automated pump stations.
Apart from the KKIA project, Ting said the ministry had also refused to pay RM113 million contractual claim for the upgrade of Kuching International Airport and RM21 million for Labuan Airport, and left GUSB with no choice but to commence legal action to recover the outstanding payment.
Another major federal project that is behind schedule in the construction of the state’s main referral hospital, the Queen Elizabeth Hospital.
The lengthy delays in implementing and completing major infrastructure work in the resource-rich but poorly developed state, including the construction of sealed roads, provision of adequate electricity supply and piped water, has raised eyebrows especially as the state is in the BN fold.
The infrastructure setbacks have proved to be an embarrassment to the state Umno-led BN government under Chief Minister Musa Aman with many pointing out that it has been unable to leverage its ruling party advantage to get the state on equal footing in terms of basic development with the rest of the country.
According to sources, state government officials are furious with the delays but believe their hands are tied and they are unable to force the issue as the federal government does not really have the interests and wellbeing of Sabah at heart and is more focussed on the peninsula states where it has lost popular support.

Ini kerja pun asyik tangguh2, macam mana mau kena bayar.
ReplyDeleteReally that so?
DeleteI don't think its bout lack of money but its the workmanship of the project is slow.
DeletePerbelanjaan pembangunan pula berjumlah RM1.17 bilion.
Delete..soon will be downgraded to number 3 busiest once KLIA2 is operational next year.
DeleteKerajaan harus memantau perkembangan projek tersebut.
DeleteBayaran boleh dibuat secara berperingkat.
DeleteKalau kerja asyik tangguh, memang patut bayaran tidak diberi.
DeleteDari tahun 2006 sampai sekarang belum siap lagi. memanglah kena komplen.
ReplyDeleteAn explanation should be provided to why the project has not been completed yet.
DeleteWhy does it take so long for this project to be delayed?
DeleteKurang duit ka atau sudah menyimpang ke mana2??
ReplyDeleteThe government should just keep the money till the contractor has done their job.
Deletean investigation should be conducted to know where has the money gone.
ReplyDeleteNowadays, it seems difficult to find contractors that actually do their work on time.
DeleteCouldn't agree more with No name. Contractors that fails to complete the project on time must be blacklisted.
DeleteDo they have any proof that the Sabah government's financial status is dropping?
ReplyDeleteI thought Sabah financial status is pretty stable?
DeleteWithout any strong evidence, it unlikely that the people believe that sabah's government financial status is dropping.
Deletei don't think state government financial status is dropping...
DeleteDatuk Seri Najib Tun Razak made an assurance that Sabah will always be a priority in Malaysia's development.
ReplyDeletewe shall see about that next year.
DeleteSabah development indeed on right track.
DeleteThe Prime Minister said he was also committed to repay the spirit of unity brought by the eastern friends to the nation, the same as his late father Tun Abdul Razak Hussein in merging North Borneo with Malaysia, for mutual benefits.
ReplyDeleteThis comment has been removed by the author.
DeleteLets hope he walk the talk.
DeleteMalaysia depends on Sabah's contribution very much and therefore, the government places importance on the state's welfare through the Government's Transformation programme.
ReplyDeleteSabah has contributed a lot for Malaysia.
DeleteSabah contribute more seats to Bn to stay in power.
DeleteSabah akan menjadi pusat ekonomi yang penting.
DeleteThat is why sabah should be prioritize in ensuring the state develop.
DeleteHope that those projects that are still delayed will be completed as soon as possible.
Deletethose projects should be monitored constantly to ensure that the contractors are actually doing their job.
DeleteBest to change contractors if the current contractors for that particular project is not doing their job.
DeleteI think there must be something out of it.
ReplyDeleteExplanation should be given regarding this matter.
DeleteLack of money?
ReplyDeleteI doubt that.
DeleteOr something else?
ReplyDeleteWhich one is true right now?
ReplyDeleteNowadays its difficult to tell which is actually true. Better wait and see.
DeleteTransport Minister Datuk Seri Kong Cho Ha has been urged to go down to the ground and personally inspect the Kota Kinabalu International Airport (KKIA) runway upgrading project.
ReplyDeletePutatan MP Datuk Marcus Mojigoh said based on the statement by the contractor of the runway upgrading project, Global Upline Sdn Bhd (GUSB), it showed that the Ministry of Transport (MoT) was irresponsible.
Delete"If the Ministry thinks that the airport is not complete then why allow it to be opened? My question is, is it fit or safe to be used?" he asked here Wednesday.
DeleteMojigoh said that if the work was not completed then the MoT should ask the contractor to finish it.
Delete"If the claim is due pay and go to the site to see for yourself, don't be lazy.
Delete
Delete"If you think you are an important man and cannot go under the sun then as I've said before as practised by other countries if one minister thinks he is not fit then he should know what to do," he said.
DeleteMojigoh said that during the parliamentary debate last month he had raised the airport issue to the Minister who then apologised for the two blackouts and promised to ensure it would not happen again. "I insisted that he personally visit the site and he agreed.
I have called the contractor to cooperate but the contractor told me MoT refused to entertain, not responding to letters sent to the ministry "Instead of solving the problem, the officer in this ministry is creating problem. What do they want?People start asking," he said.
DeletePersonal inspection is a must to ensure that work is being done and not being delayed.
DeleteInspection needed to ensure its' safety.
DeleteAdakah pembayaran dibuat dalam tempoh juga?
Deletepayment ought to not be given if the project is repeatedly delay.
DeleteThe Pacific Parade project is a mixed commercial development featuring a retail mall, departmental stores, restaurants, entertainment & leisure centres, luxury condominiums, office towers and hotels.
ReplyDeleteI dont think so
ReplyDeleteThe projects are done accordingly.
ReplyDeleteLet's see.
ReplyDeleteWhatever then.
DeleteSO what's next?
ReplyDeleteThis issue will keep prolong.
ReplyDeleteSomebody is so smart to use this issue as an issue.
DeleteAgree to no name, in order to avoid any issue, the project shall completed on time.
DeleteAnd cruel.
ReplyDeleteif Sabah lack of money, do you think that we manage enjoying the development now?
ReplyDeletethere some area still need an improvement and we can't just do it at once....slowly we develop, and slowly we change.
DeleteSabah is now more develop compare to previous years, and we just can't deny it.
DeleteThe delayed of the project there must be lots of reason for that.
DeleteIn so many ways, Government will always do the best for Sabahans. FYI:
DeleteThe government will ensure the two major development projects by businessman Tan Sri Dr Ting Pek Khiing, who was declared a bankrupt, will be completed as scheduled.
Disclosing this yesterday, Chief Minister Datuk Seri Musa Aman said their priority was the upgrading of the runway project at the Kota Kinabalu International Airport.
Delete“We have conveyed our concern and problem, and discussed with the Transport Ministry over the runway project and they promised that they will look into it.
Delete“There are many chartered flights from other countries and we hope the project can be completed soon,” he said.
DeleteMusa also hoped the second project, the Tanjung Aru flyover, will be completed soon...
Delete“We have discussed with the relevant ministries and authorities and will try to solve as much as possible,” he said.
DeleteTing was declared a bankrupt on Oct 28 by the Kuala Lumpur High Court following a legal suit initiated in 2004 after he defaulted on a loan by Bank of Commerce Bhd.
DeleteAs of July 2005, Ting owed RM60.79 million to the bank.
Chief Minister Datuk Musa Aman has unveiled a RM4.09bil budget aimed at continuing Sabah's development programmes and boosting the economic wellbeing of the people
DeleteThe amount represented a RM40mil increase over last year's budget of some RM4.05bil
DeleteMusa said the expenditure was aimed at eradicating poverty and improving the quality of life of the people.
DeleteHe said the other thrusts of the budget were to strengthen Sabah's financial position, improving basic infrastructure and public amenities while developing high quality youth and human capital
DeleteIn this regard, Musa said more than 85% of the development expenditure or RM2.07bil would go towards the economic sector.
DeleteOf this, nearly half or RM988.23mil had been earmarked for public utilities, including water supply, rural electrification and sewerage projects.
DeleteMusa said nearly RM764mil would be spent on infrastructure including the construction of roads and bridges as well as ports and harbours and the upgrading of Borneo's only rail service, Sabah Railways.
DeleteMusa also announced a special RM1mil allocation and the RM500,000 sentuhan kasih (touch of compassion) funding for each state constituency be continued next year.
DeleteThe state expenditure for next would be funded in part from the sales tax of crude palm oil that was expected to generate some RM1.05bil.
DeleteAnother RM1bil each would come from petroleum royalties and interests and proceeds from investments.
DeleteThe Transport Ministry in Kuala Lumpur has refuted the statement by GUSB saying that the Department of Civil Aviation, as the authority on airport standards, and airport operator Malaysia Airports Holdings Berhad, had confirmed that KKIA fulfills the standards set by the International Civil Aviation Organisation for airport operations.
ReplyDelete“The KKIA runway is being continuously inspected and found to be in compliance with the standards, as well as ready and safe to be used for aircraft operations,” it said in a statement Dec 19.
DeleteThe ministry said that the Civil Aviation director-general advised the public not to be worried on the safety and security of KKIA.
DeleteThe ministry countered that it had always put the safety and security of passengers at its utmost priority hence, their safety would not be compromised.
DeleteThe KKIA came into public attention during the later part of October this year when the airport was hit by a mysterious blackout that affected its runaway and other operations for two days.
DeleteChief Minister Datuk Seri Panglima Musa Haji Aman had said then that the State Cabinet wanted Malaysia Airports Berhad (MAB) to take proactive steps to ensure such an incident would not recur in the future.
Delete“We in the government are extremely concerned over this most unfortunate incident that resulted in the suffering of some 6,000 passengers. This is not good for the government, not for Sabah and certainly not good for MAB,” he said.
DeleteCommenting on that incident Tourism, Culture and Environment Minister Datuk Masidi Manjun said MAB should have learnt a valuable lesson from the failure of runway lights at KKIA.
DeleteHe said the runway lighting debacle was something waiting to happen, but it should have been foreseen and avoided as it was the second runway lights failure in six months.
Delete“Obviously, MAB was caught with its pants down. It did not have Plan B to deal with emergency situation of this kind.
Delete“We can have a world class facility but we also need to have people with first-class mentality to manage it,” Masidi said when asked how the incident had affected the tourism industry in Sabah.
Delete“KKIA is practically the heart of tourism arrivals in Sabah and when it ceases to function, the whole industry will fall sick.”
DeleteHe stressed that KKIA is the busiest airport in the country after KLIA, with 160 flights on average coming and leaving via KKIA.
DeleteAs long as there is a assurance and guarantee, certainly not an issue.
ReplyDeleteSetiap projek perlu segera disiapkan.
DeleteYeah it is
DeleteThe free water issue is still lingering around.
Delete3Z, Zaid, Zulkifli dan Zaharin barangkali bulunya memang seperti "katak makanan ular" makan mereka disenaraikan sekaligus untuk diambil tindakan tatatertib, walaupun YB Zulkifli, MP Kulim Bandar Baharu agak menjadi kontroversial. Datuk Zaharin Hashim pula memilih jalannya sendiri dengan meninggalkan PKR.
DeleteOf course they don't.
ReplyDeleteIs it?
ReplyDeleteAs what Pairin called upon, Kong should come down and monitor the place.
Deleteevery nation has its own regulatory body for such matters and in the case of Malaysia, it is the DCA, and moreover, every airport is monitored by the international agencies.
Deletethese departments demand a very high standard of safety and the fact that airlines continue to fly to Kota Kinabalu shows that we also apply the highest standard of safety
DeleteThe relevant authorities who can declare that are the Department of Civil Aviation
DeletePKR hanya mahukan sokongan saja. tapi mereka tiada sumbangan pun di Sabah.
DeleteThe government has warned contractors against issuing statements that can jeopardise the tourism industry in Sabah.
ReplyDeletecontractors should not just simply declare that the Kota Kinabalu International Airport runway is unsafe for landing, takeoff and all other operations.
DeleteThe contractor should very careful with any of his statements.
Deleteso far, there have been no flight cancellations and in December, the KKIA will experience a lot of international and domestic flights.
ReplyDeleteMinistry will ensure all all fight will move on schedule
Deleteini menunjukkan semuanya berjalan lancar dan baik.
DeleteThe minister assured that passengers should not be worried about the safety aspect of the airport because KKIA is safe to run flight operations.
Deleteif there is something that the contractor is not happy about, please deal nicely with the authority or government because anything they say to the public can affect the tourism industry and also our economy
ReplyDeleteAny statement come from the contractor will effect the image to the project
ReplyDeleteThe whole ministry should be sack as project fail. obviously MOT do not know how to resolve, dont wanna resolve or want more money from the contractor then only resolve, likely is the last one before contract complete and want more money from the contractor then only can resolve the matter as its a culture in malaysian govt that cannot be wipe out which is corruption
ReplyDeleteBERIKUT ADALAH 30 FAKTA PENYELEWENGAN PAKATAN SELANGOR
ReplyDelete1. Kerajaan Negeri membazir wang rakyat apabila membeli hutang syarikat korporat Talam Corp. bernilai RM392 juta menggunakan wang rakyat.
