Sabah projects delayed for lack of money?


The disclosure that the government owes a contractor millions of ringgit for work done at the KKIA is indicative of the government's financial situation, says a Sabah party.

KOTA KINABALU: An opposition party in Sabah has posed the questions uppermost on everyone’s minds here: What exactly is the true financial status of the government and where is the money going?

That opportunity came this week when it was revealed that several major government projects in Sabah are behind schedule and contractors are still waiting for payment for work completed.

Taking advantage of the disclosure by Global Upline Sdn Bhd (GUSB) on Tuesday that it had still not been paid for its work at the Kota Kinabalu International Airport (KKIA), the Sabah Progressive Party (SAPP) has asked Umno-led Barisan Nasional government to explain the hold up.

The party’s information chief Chong Pit Fah Chong said GUSB’s revelation “reflects on the financial status of the federal government.”

“It may not be as sound as it always claimed,” he said.

Chong reminded that the federal government’s current debt stands at RM568 billion or to put it another way, every Malaysian is in debt of thousands of ringgit, he said.

GUSB, the contractor engaged by the government to undertake the expansion and resurfacing of the existing runway, announced on Tuesday that it had stopped work on the project “in the interest of safety to aircraft operations and passengers alike” after the Ministry of Transport (MOT) failed to fulfil its promise to issue a Certificate of Practical Completion (CPC) to the company upon completion of a section of the works in April.

The company’s chief adviser Ting Pek Khing angrily said in a statement that GUSB had practically completed section one of the works “by using its best financial endeavour and fully utilised its available resources,” in April.

The ministry however refused to issue the CPC and subsequent release of 50% of the Banker’s Guarantee (BG) and instead, issued a Certificate of Non-Compliance to the company (CNC) and imposed Liquidated Damages (LAD), he said.

According to Ting, section one included runway extension, resurface of existing runway, new taxiways A, C, D, E and K, installation of a 7km high tension cable and three automated pump stations.

Apart from the KKIA project, Ting said the ministry had also refused to pay RM113 million contractual claim for the upgrade of Kuching International Airport and RM21 million for Labuan Airport, and left GUSB with no choice but to commence legal action to recover the outstanding payment.

Another major federal project that is behind schedule in the construction of the state’s main referral hospital, the Queen Elizabeth Hospital.

The lengthy delays in implementing and completing major infrastructure work in the resource-rich but poorly developed state, including the construction of sealed roads, provision of adequate electricity supply and piped water, has raised eyebrows especially as the state is in the BN fold.

The infrastructure setbacks have proved to be an embarrassment to the state Umno-led BN government under Chief Minister Musa Aman with many pointing out that it has been unable to leverage its ruling party advantage to get the state on equal footing in terms of basic development with the rest of the country.

According to sources, state government officials are furious with the delays but believe their hands are tied and they are unable to force the issue as the federal government does not really have the interests and wellbeing of Sabah at heart and is more focussed on the peninsula states where it has lost popular support.

The Transport Ministry in Kuala Lumpur has refuted the statement by GUSB saying that the Department of Civil Aviation, as the authority on airport standards, and airport operator Malaysia Airports Holdings Berhad, had confirmed that KKIA fulfills the standards set by the International Civil Aviation Organisation for airport operations.

Sabah telah mencatatkan prestasi yang baik dalam pengurusan kewangan negeri di bawah kepimpinan Ketua Menteri Sabah, Datuk Seri Musa Haji Aman, kata Pembantu Menteri dan Industri Makanan, Datuk Musbah Haji Jamli. Katanya, Musa yang juga Menteri Kewangan Negeri, selain mempunyai rezab kewangan Kerajaan Sabah yang melebihi RM4 bilion, Laporan Auditor Negara juga mengiktiraf pengurusan kewangan Sabah sebagai antara yang terbaik dalam negara.

  47. Sabah mencatat kemasukan pelancong berjumlah 2.84 juta orang tahun lepas, dan hasil pendapatan daripada pelancongan sebanyak RM4.98 bilion, manakala pembinaan 450 hotel pelbagai taraf di seluruh Sabah menyediakan kira-kira 18,000 bilik dengan kadar penginapan sebanyak 70 peratus.

    Sejumlah 6,000 bilik hotel lagi dijangka disediakan bagi memenuhi ketibaan 3.6 juta pelawat menjelang 2015 dengan hasil pendapatan sekitar RM6 bilion, kata Luping.
