New movement demands 70% oil royalty

KOTA KINABALU: A new citizen movement has demanded that oil royalty for Sabah should be at least 70 percent and not below to compensate the losses Sabahans incurred under a mere 5% royalty all these years.

Oil for Future Movement (OFF) chairman, Phillip Among, said on top of that oil royalty for Sabah must be backdated to 1976 and a statutory 8 percent interest per annum should be paid.

He said political parties, especially those from Sabah should insist on 70 percent oil royalty for the state and not just 25% or 30% as some of them have been demanding.
"This one-sided oil agreement evidently signed under extreme duress in 1976 between the federal government/Petronas and the Sabah and Sarawak state governments has come under increasing public scrutiny, and we have lost huge opportunities not only on oil royalty but other related businesses and hence we are the poorest today in Malaysia. We must be compensated," Among said in a statement here today.
According to Among the two states at present get only five percent royalty for oil and gas produced in the inner waters where the number of wells are comparatively fewer and increasingly drying, if not dried out, and none for the outer waters.

He said what the opposition alliance, Pakatan Rakyat, has publicly pledged that it would increase the oil royalty to 20 percent if it seizes the reins of power in Putrajaya, is not enough. "We want more and we demand they listen to us now," he said adding that his NGO is organising talks on oil and gas in every opportunity.

He said he would organise forums and seminars on it involving the youngsters including university students who are interested to fight for their generation and the next.

Among also called on the PR to elaborate on its royalty structure pledged to Sabah and Sarawak as so far it did not clarify whether the 20 percent pledge covers the outer waters.

"It’s unlikely that the Peninsular Malaysia-based national opposition coalition will agree to fork out royalty for the outer waters. This means the Pakatan pledge is as good as meaningless, more hype than substance just to win more votes from here. They should offer more..." said Among.

Among also hinted that if its demands is not heard, he would lead an initiative to bring the issue of oil and gas resources of Sabah and Sarawak before the United Nation Security Council via  here a global energy security protocol, for a determination by the international community.

"The Malaysian Government is not transparent on oil money derived from any waters in Malaysia including from Sabah and Sarawak, and we do not know where these money are being spent onto whereas we remain the poorest in Malaysia now. We need to know and we need to demand after all it is our rights to do so," he said.

  1. Kalau sudah Sampai PBB maknanya Malaya akan jadi pencuri gas dan minyak Sabah dan Sarawak.Patutlah Rosmah Mansor berbelanja banyak sampai berjuta juta ringgit sebab wang ini bukan wang Mansor atau wang Tun Razak.Keparat betul ini Malaya.

He said there was no doubt that Petronas was already contributing to the state’s economy especially in terms of creating employment and business opportunities: This includes Petronas petrol stations in the state is 100 per cent owned by locals and this does not include opportunities for local contractors to partake in the massive projects undertaken by the national oil corporation in Kimanis and Sipitang.

  10. Indeed it is the right of Sabahans to demand for the control of oil & gas extracted from Sabah if not 100% but as least 70% of all revenues earned from the sale.
    Federal Govt under umno regime is not only non transparent in dealing with the extract and sale of oil from Sabah area but they want to take full control of all oil and gas through Petronas while bypassing of all related oil and gas developments in Sabah until recently.
    If Petronas is sincere to bring development to Sabah they could have done it in the last decades and could have built the oil refinery in Kimanis or Sipitang instead of Johor Baru which has no oil. Federal is only interested to develop west malaysia rather than Sabah or Sarawak.

    Kalo pinjam bilik pon kadang2 pinjam juga poronpuan sekaligus kalo diminta olih tauke ba.Inilah perangai urang Sabah ka?

  12. mmg baik jika royalti dinaikkan, tapi kita juga hrus lihat byk juga projek oleh Petronas di sabah seperti di KImanis dan Sipitang.

  14. Pembangkang hanya tahu menaikkan % royalti minyak tanpa mengambil kira projek2 yang melibatkan Petronas. Projek2 tu banyak membantu Sabah dari segi ekonomi dan mengwujudkan peluang pekerjaan. Juga mengwujudkan pusat latihan.

  15. Sabahans happy with Petronas commitment to develop O&G industry

    KOTA KINABALU: Sabahans are happy and welcome Petronas’ efforts to develop the oil and gas industry in the state, Chief Minister Datuk Seri Musa Aman told the state assembly yesterday.

    He said the sector’s growth provided jobs and businesses to the people.

    “This sector will become the new source of the state’s economic growth and will change the state economic transformation scenario,” he said when replying to Ahmad Bujang (BN-Sindumin) during the question-and-answer session.

    Ahmad had sought the state government’s assurance to local contractors eligible to part take in the urea fertiliser manufacturing plant to be built in Sipitang.

    Musa said Petronas’ commitment was proven via the national oil corporation’s huge investments in several mega upstream and downstream projects worth more than RM45 billion.

    Petronas had awarded contracts to 29 Sabah-based licensed companies to undertake oil and gas-related work in the state since January 2005 until November 10 this year, said Musa, who is also State Finance Minister. He also said 159 Sabahans had been recruited to fill various posts at the Petronas office in the state between January and October this year. Forty-two people had been appointed to executive positions, 40 hired as permanent staff, two as contract employees and 117 appointed to non-executive positions.

    As of September this year, the Sabah Oil and Gas Terminal (SOGT) project in Kimanis, had hired 470 locals to work in the companies involved in the RM4.6 billion massive project. The first phase costing RM3.8 billion is slated for completion in 2013.

    “I wish to give an assurance that the state government will continue to cooperate with Petronas to ensure the national oil company continues to be sensitive and proactive in offering opportunities and helping Sabahans to venture into the oil and gas sector,” he said.

    Musa said the state government appreciated Petronas’ valuable contributions to upgrade the skills and qualifications of the younger set inSabahto actively participate in the booming oil and gas industry. — Bernama

  18. 70%?? tidak logik langsung..Bukan saya tidak sokong tapi agak-agaklah demand yang diminta. Kalau kita lihat perkara yang sebenar pun, Petronas melakukan cari gali dengan kos 80% dari apa yang mereka lakukan. Jika harga setong minyak RM100, maka RM80 untuk setong adalah kos mereka untuk cari gali. Maka tinggal RM20. RM5 diberikan kepada Sabah untuk royalti, subsidi diberikan kepada kerajaan sebanyak RM10, maka kita dapat lihat keuntungan cuma RM5 dari setong minyak yang ada. Lain lagi bantuan kepada rakyat yang diberikan oleh Petronas. Tolak-tolak maka cuma beberapa ringgit saja. Maka sebelum demand fikirkan perkara yang benar-benar logik.
