Six months to resolve 1MDB issue, a “window of opportunity” for Sabah

KOTA KINABALU - The six months period that Prime Minister Dato Seri Najib Tun Razak has given himself to resolve the 1MDB issue is a “window of opportunity” for Sabah and Sarawak to complete the "autonomy talks" to transfer federal powers and funds back to the two states.

Sabah Progressive Party (SAPP) president Datuk Yong Teck Lee said whether this six-month period is meant for 1MDB to pay off its loans, or for it to clean up the mess before the PM leaves, either way, it is possible that the Najib has decided to leave after his self-imposed grace period of six months.

“If Najib leaves when Tan Sri Muhyiddin Yassin is still the UMNO deputy president cum deputy chairman of Barisan Nasional, then he (Muhyiddin) will become Prime Minister; unless current Deputy Prime Minister Datuk Ahmad Zahid Hamidi can oust Muhyiddin as Umno’s number 2.

“Therefore, instead of waiting for this uncertainty to be resolved, Sabah should earnestly and speedily work towards achieving as much autonomy as possible in the six months,” stressed Yong.

While acknowledging that it is not likely that full autonomy will be achieved in six months, he nonetheless opined that there are many immediate "doable" autonomy powers that Sabah can efficiently exercise pending the eventual achievement of full autonomy.

“Of urgency are maritime trade and shipping, including cabotage policy; open sky policy, labour, energy and broadcasts including RTM and Information Department. Now is also the time to reverse the creeping federalisation on agriculture, fisheries and culture.

“Sabah should also seek the return of what used to be under Sabah - road transport including PUSPAKOM, Road Transport Department and Commercial Vehicles Licensing Board, gaming, money lending, pawn broking and the island of Labuan.

“Once Sabah has proven itself fully capable of good governance on these new autonomous powers, then the "big three" items of security, health and education can be returned to Sabah when the "40% entitlement on tax revenues" and 20% oil royalties have been implemented,” he suggested.

Beyond that, full autonomy means that the federal government will only be responsible for external defence and foreign affairs, he added.
